2 Introduction Programme Support and Learning Advisor (HSBC Water Programme) WaterAid is an international organisation whose mission is to transform the lives of the poorest and most marginalised people by improving access to safe water, sanitation and hygiene. We believe that improvements to water and sanitation services must deliver lasting benefits to users. Hygiene behaviour changes must be continuously promoted. For positive gains in water, sanitation and hygiene (WASH) access to be sustained, a strong sector with responsive, accountable, well-managed institutions must be in place. WaterAid s strategy emphasises the importance of working to strengthen in-country processes, institutions and accountability pathways required for WASH services to deliver long-term benefits. The Programme Support and Learning Advisor will provide support to WaterAid s two-year HSBC Water Programme (Phase II) which aims ensure that the poorest and most vulnerable people in six target countries live healthier and more dignified lives through access to safe water, sanitation and improved hygiene. The position of Programme Support and Learning Advisor requires a motivated individual with exceptional coordination and organisation skills who is able to work creatively and collaboratively with multiple teams and individuals. The position requires a person who can help us to bring about and track large-scale changes, gather and disseminate learning and has a passion for hygiene, sanitation and water sustainability. 2

Team description The post holder will be based in the Programme Support Unit. The Programme Support Unit (PSU) sits in the International Programmes Department (IPD). PSU provides support to Country Programmes and federation members in three areas: 1. Quality Programming: Drawing on successful approaches from within WaterAid and across the WASH sector, providing guidance, support and minimum standards. 2. Research & Learning: Promoting learning and filling sector knowledge gaps through research design and documentation. 3. Accountability & Effectiveness: Developing and supporting WaterAid s monitoring and evaluation systems. The Programme Support and Learning Advisor is part of the Research and Learning team, which consists of specialists covering research, knowledge management, learning and capacity development. We support country teams to think through and address knowledge gaps by supporting research design and implementation, identifying documentation and dissemination of learning and helping teams to integrate learning and knowledge management practices. The post holder will also work closely with the South Asia Regional Team Programme Manager who is the Programme Lead. 3

4 Job purpose The purpose of this role is to lead on the coordination of learning and technical support and ensure effective PMER (planning, monitoring, evaluation and reporting) processes for WaterAid s HSBC Water Programme (HWP) across six countries. The post holder will work with country teams and the Programme Lead to identify, plan and deliver learning and knowledge management opportunities, that support WaterAid s global aims on sustainable services, WASH related rights and empowerment, integration of WASH with health and education and hygiene promotion. The post holder, whilst working in conjunction with the teams, will help to create an enabling environment for cross-country and cross-regional learning and exposure to lessons across all target countries and within the wider WASH sector. This role will also ensure that effective planning, monitoring and evaluation processes are followed to generate evidence of change through the HSBC Water Programme (HWP); and coordinate technical support to country teams for strong programme delivery. Accountabilities 1. Establish and lead the knowledge management function of the HSBC Water Programme (HWP) across Bangladesh, India, Pakistan, Nepal, Nigeria and Ghana ensuring the sharing of experiences and successful approaches that contribute towards sustainable water, sanitation and hygiene services. Ensure that HWP focus countries are working towards the same learning objectives as part of a joined up programme. 2. Coordinate global learning and evaluations initiatives (e.g. research, evaluations) for the HWP programme and learning into use plans. 3. Proactively analyse data to identify trends, opportunities and gaps in learning and knowledge management in order to help facilitate cross-country capacity building and learning. 4. Support and advise on effective learning and knowledge management capacity building across the six countries to ensure a collaborative single focused pursuit of the agreed learning goals. 5. Ensure that countries are consistently applying WaterAid PMER systems and procedures within the HWP; support and challenge non-compliance. Consolidate and analyse progresses so that donor reporting is fulfilled and evidence of change is effectively tracked and documented against the HWP results framework, key performance indicators and outcomes. 6. Work with colleagues in PSU, South Asia and West Africa Regional teams, Policy and Campaigns Departments and the Fundraising and Communications team to ensure external communications effectively represent our programme work, results and learning: e.g. by contributing to donor reports and communications products. 7. Organise workshops and webinars aimed at sharing good practice and facilitating peer support between countries. Co-ordinate and administrate all 4

5 logistics associated with these workshops and webinars and bringing in key advisors and content as required. 8. Monitor the HWP Programme Support budget and agree expenditure with the Programme Lead. Provide updates on programme expenditure and activities associated with the global component of the HWP. 9. Work with Regional and Country Teams to identify technical support needs to ensure effective delivery of the HWP; provide own expertise and coordinate support from internal stakeholders and external consultants to countries as required. 10. Provide regular progress updates to key internal stakeholders in a format relevant for the audience. 11. Perform any other duties commensurate with the post as requested by the Programme Lead 12. Commitment to WaterAid s values and a working style that reflects these Person specification Qualifications Experience Essential Degree in a WASH related discipline or in international development Proven experience of designing and delivering high quality knowledge management, research and learning initiatives related to international development. Substantial experience of coordinating international events (including logistics, travel and related programme administration) Experience of capacity development and facilitating support to different teams with the aim of improving performance Experience of facilitating participatory learning approaches across different countries. Desirable Post graduate degree in related area of WASH, health, human rights, governance and development (or relevant, significant and demonstrated experience) Proven experience of programme management, monitoring and evaluation and learning in a WASH related field Experience of applying rights based approaches Experience of developing, implementing and/or monitoring behaviour change strategies Experience of mentoring and coaching others including remotely Experience of WASH/development programmes in South Asia and/or West Africa Experience of monitoring advocacy programmes 5

6 Knowledge and skills Personal qualities Experience of data analysis and presentation of data to a range of audiences. Proven experience of using planning, monitoring and evaluation tools and systems to generate evidence, learning and for accountability. Direct experience of managing budgets and using financial management systems In depth knowledge of factors impacting on at least two of the following areas: sustainability of WASH services, health care services and WASH, hygiene, water security, monitoring and evaluation. Ability to synthesise different sources of information into clear and concise documents Excellent written and verbal communication skills Proven ability to co-ordinate multi-stakeholder processes Proven ability to work autonomously to agreed objectives and standards Proven ability to build consensus, deal with ambiguity and collaborate with colleagues remotely and across diverse cultures Experience of grant management Familiarity with the challenges of delivering sustainable services at the district level Familiarity with threats that impact on water security Knowledge of the Sustainable Development Goals and how WASH contributes to these Knowledge of human rights Knowledge of political economy analysis and its application to development Knowledge of the different roles of government, private sector, service providers, civil society and service users for service sustainability Able to use mwater or similar digital monitoring platform Team player with strong collaboration skills: able to work in a matrix management and diverse culture Willingness to learn and think creatively Strong interpersonal and negotiation skills: tenacious and ability to work calmly under pressure.
