3 Goal 4: Develop coherent and transparent systems for operational excellence to support each student s success.

4 Integrating Work With Site Plans Creation of a parallel process with sites for their goals based on each of the LCAP goals. Gathering of information from Goal 4 among departments and with sites using two guiding questions: What can central office divisions/departments do to develop coherent and transparent operational systems that support student success? What other ideas do you have to would help the District/your department reach the goal of having effective and efficient systems in place to support student engagement and success?

5 Goal 4: Develop coherent and transparent systems for operational excellence to support each student s success. 4.1 Systems that support student engagement and success. 4.2 Improve and streamline business processes and services within and between departments to ensure all stakeholders have access to support, resources, timely customer service, and userfriendly, time saving, technology applications. 4.3 Systems that ensure highly qualified staff are recruited and hired in a timely manner to support student success.

6 4.1 Systems that support student engagement and success 4.1.a - Facilities, maintenance, and improvement planning ensure optimal safe, clean, and well-supplied facilities. 4.1.b - Design multiple opportunities for staff and public input into long range facilities master planning. Planning and construction is continuing Long Range Facility Master Plan (LRFMP) process, to include prioritization. HR has provided additional staffing at each school site and maintenance. Information Technology is implementing security features and network products to provide improved system availability, performance, and security on all core District network and application systems, enterprise wide. Information Technology will work with Education Technology, Planning and Curriculum and Instruction to identify and implement 21st century classroom standards. HR, Finance, Maintenance, Information Technology, Planning, Construction, Legal Services, and Facilities are continuing to develop systems in a more cohesive way, ensuring system efficiencies are incorporated.

7 4.1 Systems that support student engagement and success 4.1.c - All audit, external process reviews, and compliance recommendations and best practices are identified, prioritized, budgeted for, and monitored to ensure safe and secure learning environments for each student Purchasing Department - Non-routine RFPs/RFQs now reviewed by legal services to provide transparency and mitigate risk, bid documents and pertinent backup material are now submitted with board items to provide clarity and transparency. Fiscal Services - Contracting with School Services of California (SSC) to conduct organizational/best practice reviews of Finance, Purchasing, Payroll and Accounting departments. Fiscal Services will continue to implement audit recommendations. HR will continue to evaluate staff resource needs to ensure secure learning environments at the sites. Investigate SDCOE or SSC review team. Information Technology will implement the necessary IDS/IPS systems to provide secure network environment for our students. Information Technology has scheduled a full IT Audit at the end of the current school year.

8 4.1 Systems that support student engagement and success 4.1.d - Ensure safety and equitable access to extracurricular opportunities by providing transportation to meet student needs Information Technology and Transportation will plan and enhance the bus pass system to improve the customer service experience in students acquiring/renewing bus passes. Transportation will continue to provide training and professional development for all bus drivers. HR continues to recruit bus driver candidates. Director of Special Projects is conducting an extracurricular transportation study.

9 4.1 Systems that support student engagement and success 4.1.e - Ensure students have access to quality nutrition where food is properly prepared, appealing, well-balanced, and provided in a variety of options. Nutrition Services is increasing student participation via pilots for menu improvements and timely meal delivery. Information Technology and Nutrition Services are implementing an improved POS system at all sites. Nutrition Services is working to improve menus and food choices for students.

10 4.1 Systems that support student engagement and success 4.1.f Nurture, value, and build relationships between and among all employees through purposeful collaboration. HR is facilitating the E3 (Educator Effectiveness & Evaluation) Program through collaboration with SEA regarding evaluations. SUHSD induction program is building collaborative culture. HR has re-introduced classified and certificated employee orientations. Finance reorganized duties to provide personal contacts for school sites. Finance/Accounting instituted site visits for improved collaboration. Finance provided site financial overview training and Principals budget training. Accounting crafted a cross-training program to meet customer service needs. Fiscal Services revived Principal Secretaries focus group. Union/district leadership collaboration on the four areas (employee recognition, joint orientation/training, district-wide community service project, district climate/culture survey). All Teaching and Learning Teachers on Special Assignment are sharing information across disciplines. Best practices are highlighted to improve systems across the department. Teaching and Learning has developed Instructional Directors' bi- monthly meeting to ensure that all instructional and student related services collaborate and maintain flow of information.

11 4.2 Improve and streamline business processes and services within and between departments to ensure all stakeholders have access to support, resources, timely customer service, and user-friendly, time saving, technology applications. 4.2.a - Facilities maintenance requests are tracked and resolved using a new enterprise ticketing system. 4.2.b - Ensure fiscal solvency and efficiency to coordinate all district resources in a timely manner. Information Technology and Facilities/Maintenance are reviewing new enterprise ticketing systems to be utilized district wide. Finance and HR train sites and departments on PARS and Payroll deadlines. Fiscal Services revised capital project monthly status report for Board of Trustees and CBOC. Fiscal Services established a CFD website. Fiscal Services facilitates Finance Audit Sub Committee. Finance will post site budgets on school web sites.

12 4.2 Improve and streamline business processes and services within and between departments to ensure all stakeholders have access to support, resources, timely customer service, and user-friendly, time saving, technology applications. 4.2.c - District systems are communicated, documented, up-to-date, and accessible to all staff in order to provide quality customer service and support. 4.2.d - Organizational charts with up-to-date points of contact and areas of responsibility are provided to stakeholders in print and on the District website HR has implemented online employment verification (The Work Number). HR will continue to update organization charts as required. Information Technology and Legal will be implementing imanage (document tracking). Fiscal and HR will implement Payroll/Benefits PeopleSoft components for improved systems. Information Technology continually applies patches and updates to all systems utilized within the District.

13 4.2 Improve and streamline business processes and services within and between departments to ensure all stakeholders have access to support, resources, timely customer service, and user-friendly, time saving, technology applications. 4.2.e - Digital portals are created to support stakeholders with frequently asked questions and automated tasks Information Technology is working with Facilities to implement the initial phase of an enterprise ticketing system/portal for SUHSD. Grants and Communications maintains District Facebook and Twitter sites, District website via WordPress, and monthly publication called SUHSD Currents. Information Technology and Grants and Communications will work to expand portal and intranet functionality, district-wide. All Departments maintain up to date web information via the District website and new project portals.

14 4.3 Systems that ensure highly qualified staff are recruited and hired in a timely manner to support student success. 4.3.a - Certificated and classified staff are adequate to cover all curricular and extracurricular activities at schools HR has established partnerships and collaboration that provide early access to interns as well as graduating fully credentialed candidates. Continue SUHSD RISE program. HR works with local universities and the San Diego County Office of Education on recruitment. HR monitors internal staffing changes and allocations. HR focused on subject specific teacher recruiting CSTA and CA-Math. State and Federal Programs collaborations with SDSU for ELD training and certification. Information Technology and HR are reviewing HR System enhancements (and/or replacement) to address the growing needs of the district.

15 4.3 Systems that ensure highly qualified staff are recruited and hired in a timely manner to support student success. 4.3.b - Provide ongoing professional development for classified staff to ensure job-skills are up to date and in compliance with all federal, state, local, and LEA regulations. HR has provided professional development in the areas of customer service, sexual harassment prevention training, safety, interview protocols, dealing with challenging people, FRISK, and child abuse reporting. State and Federal Programs will use best practices for mentoring and coaching to support closing opportunity and achievement gaps. District sponsored Induction program support beginning teachers. HR directed CPR Training for specified classified staff. HR implement JPA learning library Making Right Choices. Information Technology will work with HR to initiate and enhance cybersecurity knowledgebase and training for all students, teachers, and staff.

16 4.3 Systems that ensure highly qualified staff are recruited and hired in a timely manner to support student success. 4.3.c - Technology staff is adequate and trained to ensure mobile, classroom, office, and library technologies support the instructional program 4.3.d - Professional development is provided to ensure support staff are equipped to maintain technologies such as Smart Boards, LCD projectors, documents cameras, and other classroom/instructional peripherals. Information Technology will work with Education Technology, Planning and Curriculum and Instruction to identify and implement 21 st century classroom standards. Information Technology, Education Technology and Legal Services will continue to refine policies and procedures that comply with new student privacy and information safety requirements. Information Technology will restructure and realign resources and functions to adequately support technologies used in the district and classroom.

17 4.3 Systems that ensure highly qualified staff are recruited and hired in a timely manner to support student success. 4.3.e Return, Inspire & become a Sweetwater Educator (RISE) program in conjunction with SDSU guarantees certificated employment for Compact Scholars who meet program requirements. 4.3.f Investigate and participate in educational recruitment fairs and collaborate with local university teacher credentialing programs in order to infuse current employment pools. HR has increased outreach at Teacher Conferences and University recruitments. HR-SDSU support of RISE program. HR has provided CPR training, CAC surveys, and adult division meetings. HR is initiating collaborative work with CSEA to review classified testing.

18 Summary LCAP 4 We will continue to focus on processes and methods that will allow us to achieve the results sought in our LCAP 4 metric. Linkage, alignment, and results are the measurement indicators we strive for in achieving the LCAP 4 goals.
