1 CLASSIFICATION SPECIFICATION DIRECTOR OF FINANCE DEFINITION: Under general direction of the General Manager, directs, oversees, plans and coordinates the activities and operations of the Finance Department; assists the General Manager with the protection of District s assets and the maintenance of budgeting controls; invests and monitors District s funds; directs financial management including rates and fees, investment management and administrative support programs; oversees and manages the District s accounting, financial reporting, internal controls, cash flow audits, information technology, customer service and financing/revenue streams; provides highly responsible and complex assistance to the General Manager; and performs other duties as assigned. SUPERVISION RECEIVED/EXERCISED: Receives general direction from the General Manager. Exercises general direction over the Accounting Manager and Information Technology contracted staff. ESSENTIAL FUNCTIONS: (include but are not limited to the following) Class specifications are only intended to present a description summary of the range of duties and responsibilities associated with specified positions. Directs all activities related to financial matters including management of staff and oversight of consultants to ensure that results are accomplished efficiently and in accordance with acceptable standards for quality and integrity compliance with applicable laws, regulations, policies and procedures. Develops, implements, and manages departmental goals, objectives, policies and procedures for each assigned program area consistent with the objectives of the General Manager and Board of Directors; establishes overall priorities; allocates resources, directs conduct of the work plans, and monitors and evaluates work methods and procedures. Develops and monitors short and long range financial planning, protection of District assets, and maintenance of budgetary controls. Directs the development, preparation, and presentation of financial reports and statements, providing strategic and tactical advice to the General Manager and the Board of Directors regarding financial issues, including debt and asset management policies and rate and revenue structures. Develops and implements investment policies and practices to ensure that the District s financial resources are appropriately utilized; monitors legislative activities, accounting

2 Page 2 of 5 standards and tax regulations that may affect the District s financial reporting, debt management, investment, and accounting practices. Develops, oversees and monitors the District s investment program and cash flows; interacts with District s investment advisors; ensures compliance with established investment policy and procedures. Personally performs complex financial analysis or uses consultant resources to justify changes in water/sewer rates; manages the work of the District s independent auditor. Oversees the development and administration of the District s contracted information technology resources; coordinate information technology project implementation and capital budget, annual operating budget; oversee integration of new and improved technologies into District operations. Seeks, identifies, and applies for grant funding from Federal, State, and Local sources to finance capital projects; coordinates grant funding and follow-up reporting related to monies awarded to the District. Formulates, administers, and coordinates with bond counsel in relation to the Assessment Districts for the District as the lead agency; obtains financing/loans to facilitate the capital projects that the assessment districts finance. Assists the General Manager and Engineering Department in maintaining, negotiating and determining fiscal impact of existing and potential agreements/contracts with customers and developers. Assist the General Manager and legal counsel in maintaining, amending and creating District rules and regulations and policies to address changes in rates, fees, operational changes and technology implementation. Selects, trains, motivates and evaluates assigned personnel; provides and/or coordinates staff training; works with employees to correct deficiencies; implements disciplinary procedures. Represents the Department with other departments, elected officials, and outside agencies. Provides responsible staff assistance to the General Manager and the Board of Directors; attends a variety of Board, Committee, and related meetings; prepares, reviews and presents staff reports and other necessary correspondence. Explains and justifies departmental programs, policies and activities; negotiates and resolves controversial issues; investigates and responds to difficult and sensitive customer inquiries and complaints. Performs special projects for the General Manager, as assigned. Responds to District staff, auditors and other governmental agencies on a variety of requests relating to District accounting information and records.

3 Page 3 of 5 Establishes positive working relationships with representatives of community organizations, state/ local agencies, District staff and Board, and the general public. Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner. Works weekends, evenings and holidays as required to accommodate the District s needs, in addition to responding as a Disaster Emergency Service Worker. Performs other related duties as assigned. PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: The essential functions of this position may require the employee to perform the following physical activities. Work in an office environment with some exposure to dust, dirt, and hazardous materials. Stand, walk and sit for extended time periods; able to carry, push, pull, reach and lift objects of light to medium weight; hearing and vision within normal ranges. Communicate orally with District management, co-workers, and the public in face-toface, one-to-one and group settings; regularly use a telephone and two-way radio for communication. Read and interpret complex data, information and documents; analyze and solve complex problems; use math/mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions, and interact with all levels of District management, board members, other elected and appointed governmental officials, media representatives, business and community leaders, employees, the public and others encountered in the course of work. Operate office equipment including use of computer and keyboard; work at a desk and computer for extended time periods; look at computer monitor for extended time periods. Travel by vehicle while conducting company business. QUALIFICATIONS: The following are minimal qualifications necessary for entry into the classification.) Education and/or Experience: Any combination of education and experience that would likely provide the necessary knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from college with a Bachelor s degree in Public or Business Administration, Finance, Accounting or a closely related field, and a minimum of five (5) years of extensive experience in performing financial analysis, accounting, budgeting investments, cash management, internal audit controls, and debt issuance in local governmental including a minimum of three (3) years in

4 Page 4 of 5 management or in a supervisory capacity. License/Certificate: Possession of a valid Class C California driver's license and satisfactory driving record. Possession of a valid Certified Public Accountant license is required. Participate in the risk management functions of the District. Keep abreast of trends and advances in methods and technology related to finance, accounting and District operations. Select, assign, supervise and evaluate the work of staff; delegate authority and responsibility to ensure accountability. Understand and follow oral and written directions. Work effectively with a small group or individually.
