Up to a maximum of 167 days D4 - $987 per day D4 - $1,007 per day D4 - $1,027 per day The Kiribati Facility (KF) is a key investment of the Australian government in Kiribati, comprising of the Skills for Employment Program (SfEP) and the Flexible Support Facility (FSF). The SfEP will support the development of a capable, qualified and mobile I-Kiribati workforce, and consolidates progress already made through the past investment in skills development in Kiribati. SfEP will focus on developing the Kiribati Institute of Technology (KIT) as a demand-driven training provider catering for domestic, regional and international labour markets and aligning the source, level and rigour of qualifications accordingly. The FSF will provide DFAT with an efficient and flexible mechanism to implement its other investments in Kiribati in addition to SfEP, allowing for greater consolidation of aid and value for money for DFAT. The Contractor Representative/Project Director is responsible for providing strategic direction, leadership and management in the delivery of the Kiribati Facility in order to achieve end of program outcomes. The role will be responsible for overall operational coordination and contract management for the Kiribati Facility including active involvement in Strategic Program Advisory Group. The Contractor Representative/ Project Director will act as the high level point of contact to DFAT on all program operational and contractual issues. This role is the primary link between Scope Global and DFAT and is responsible for ensuring appropriate corporate support is available for the effective delivery of the Kiribati Facility.

2 The Contractor Representative/Project Director will also provide primary support to the Flexible Support Facility, offering DFAT a key strategic contact for oversight across all operations of the Kiribati Facility. DESCRIPTION OF DUTIES Key deliverables: Key Outcomes Associated Activities (KPIs) 1. Strategy Develop and manage strategic relationships and partnerships with key clients and stakeholders including DFAT and the MLHRD; liaise with KIT, MLHRD and other Government of Kiribati stakeholders as required ensuring that their expectations and program expectations are met; provide strategic support and mentorship to the Team Leader/Executive Director at KIT, especially during transition period; lead the Strategic Program Advisory Meetings in Kiribati; provide strategic advice to annual planning processes; ensure the findings of the annual Labour Market Study are incorporated into the KIT annual course profile planning process; provide input and advice on program management to ensure all program timelines and deliverables are met; develop and maintain collaborative working relationships with group training organisations and industry groups in Australia; and deliver innovative policy and program management options and solutions. 2. Program Performance Ensure on-time delivery of all required program services to a high quality, including contractual requirements, managing and exceeding client expectations and within the respected timeframes and financial budget; take responsibility for the performance management of senior

3 program staff, including the Team Leader / Director KIT and conduct relevant Adviser Performance Assessments; act as a high level point of contact for any contractual and performance related matters, including matters pertaining to all nominated positions; ensure that quality and contractual standards and requirements are maintained and provide advice to the head office Program Manager as and when required; mobilise corporate resources (HR, Finance, Marketing and Communications, Risk Management, Travel), and liaise with Executive as required; establish/maintain clear lines of accountability and oversight for the program; provide oversight and management of risk, critical incident management and security requirements; and work in partnership with the Team Leader / Director KIT to develop solutions to issues as they arise, ensuring timely communication with DFAT on all program risks. 3. Flexible Support Facility Provide strategic oversight of the Kiribati Facility to offer DFAT a key point of contact in the management of the Flexible Support Facility; work in partnership with DFAT to identify and respond to emerging needs; liaise with high level representatives of the MLHRD and DFAT to ensure coordination of interventions; support the implementation of the new Northern Australia Pilot Program for workers from Pacific Microstates and the extended Seasonal Worker Programme; develop and support initiatives which strengthen the capacity of the Government of Kiribati ministries to

4 improve their processes and approach to employability; develop implementation plans and oversee delivery of other aid activities as requested by DFAT; enhance coordination and delivery of Australian and partner government Aid in Kiribati; and offer innovations and procurement solutions in response to emerging needs. 4. Accountability and Responsibility to Scope Global is responsible for ensuring program performance and achievement of milestones, results and ensuring minimum satisfactory scores in the annual DFAT Partner Performance Assessment. will negotiate and agree with DFAT during the annual planning process the Results indicators to be linked to the Management Fee Payable by Results. Result indicators must be approved in advance of submission to DFAT by the Scope Global Program Performance Evaluation Team. must keep Scope Global informed and updates on any program performance issues that any reduce the management fee payable to Scope Global. is responsible for working with Scope Global to put in place necessary measures to ensure Scope Global obtains total payment of the management fee linked to milestones, the Partner Performance Assessment and Payment by Results. 5. Quality and Legislative Compliance Comply with Scope Global policies, procedures, practices and quality systems. Comply with role specific policies and procedures. Core Behaviours Accountability current and available on the KIT e- filing system in accordance with Australian Standards for Registered Training Organisations Client Focus Collaboration Decision making Leadership Respect Reporting/Working Relationships The Contractor Representative / Program Director reports directly to the Scope Global Chief Operations Officer and is required to work collaboratively with the Department of Foreign Affairs and Trade Kiribati Post, and the Kiribati Facility personnel. Special Conditions This role requires you to complete an Australian Federal Police Check. This role requires you to be fit to travel to Kiribati. Travel to Kiribati will be required. Essential 1. Minimum 15 years professional experience working at a high level within the Technical and Vocational Education and Training (TVET) sector, or equivalent combination of education and experience. 2. A post graduate or tertiary qualification in the field of Education, Management, or Development. Personal Abilities/Aptitudes/Skills: 3. Demonstrated professional leadership and ability to lead a team of professionals, to coach and mentor staff, working respectfully in a way that builds staff capacity and performance. 4. Demonstrated experience leading complex strategic negotiations in the context of development. 5. Exceptional skills in effective communication (both written and verbal) and collaboration with stakeholders from many different perspectives, including DFAT and partner governments. 6. Proven capacity to develop, manage and oversee significant budgets. 7. Ability to adapt and respond to changing circumstances. 8. Demonstrated understanding of development and developing country contexts. 9. High ethical standards and a commitment to demonstrating integrity and professionalism.

6 Desirable Experience 10. Experience working and living in the Pacific. 11. Experience in project management in a development field. 12. Experience with promoting Partner Government ownership and capacity. Knowledge: 1. Knowledge of DFAT Aid investment in the Pacific. 2. Knowledge of political, economic, and social issues in Kiribati, including specific country cultural understanding and requirements. 3. Knowledge of Australian training regulations. 4. Knowledge of DFAT policies and guidelines concerning the use of advisers, safeguards and cross-cutting issues.
