Quorum was present (3). Consent Agenda Approval Chairman, Kelsie McClendon asked for a motion to approve all items listed under the consent agenda. Shawn Hutchinson made motion to approve the minutes. Drew Thorpe seconded motion. All were in favor; the motion carried. Meeting Materials Submission Forms and Posting Process Management Analyst, Isabel Creasman shared information on a newly developed tool (MCWDB Meeting Deadlines ) to assist in agenda items requests, submission of materials and board member review. Information and a review was also provided on 2 additional forms (consent agenda committee and workgroup report and agenda item request). Brief discussion was held, positive feedback on tools developed was received from the Committee. MCWDB Structure Discussion Chairman, Kelsie McClendon shared a presentation to discuss strategic implementation based on the 5 goals developed during Strategic Planning. The Chairman reviewed the Lawler star model, the 5 strategic planning goals, the current structure of the MCWDB, the strategy for MCWDB committee/workgroup structure and the envisioned roles and duties of each. Board members will be assigned to Committees/Workgroups based on their strengths, skills and influence, as well as their interests; the Chairman and WDB staff will be reaching out to board members to discuss assignments. Brief discussion held on non-board member participation on Committee/Workgroups. The Chairman, made board member assignments as envisioned with WDB staff input. Quorum was present (3). *Review and Approve Transfer of Funds Request Executive Director, Patricia Wallace provided a brief overview of the review and approval of the transfer of funds request made by the administrative entity. The request is to transfer programmatic and administrative funds from Dislocated Worker to Adult to meet current demands, based on additional documents provided. Additional documents provided were reviewed and discussed. Various questions were raised on placement data provided and on performance. Extensive discussion held. Executive Committee members pointed out a discrepancy in transfer amounts and requested a correction. Clarification and discussion on how funds are divided held. Chairman Kelsie McClendon, called for a motion to approve the transfer of funds request with corrections. Drew Thorpe made motion. Shawn Hutchinson seconded motion. All were in favor. Motion carried. 8 Human Services Department, Workforce Development Division WIOA Policy Approval Request Policy Title: Basic Career Services Date: 8/30/18 Action Requested: Approve the attached policy administered by the Human Services Department for Workforce Development services. The purpose of this policy is to define Basic Career Services and identify requirements for accessing these services. Board Required Information: The Workforce Innovation and Opportunity Act (WIOA) allows for the provision of Basic Career services to individuals that may not need or request more individualized or intensive case managed services or training services. Some job seekers may only need self-services or access to basic services including job listings, labor exchange series, labor market information, or assistance with resume development. This policy specifies the types of basic career services available to individuals utilizing MARICOPA COUNTY Job Centers. Additional Information: Individuals seeking Basic Career Service are not required to provide documentation to support WIOA eligibility.

Responsibility of: AZ@WORK MARICOPA COUNTY staff, Partner Program Staff Process Description: Individuals seeking services through AZ@WORK Maricopa County Job Centers may access three types of services to secure and retain employment based on their needs and eligibility: 1. Basic Career Services 2. Individualized Career Services (refer to Individualized Career Services Policy) 3. Follow-up Services Basic Career Services must be made available to all adults and Dislocated Workers (DWs) accessing the one-stop delivery system in Maricopa County. These services can be accessed without a determination of WIOA eligibility and include the provision of information, self-services, and the following: WIOA eligibility determination for an Adult/Dislocated Worker in need of Individualized Career Services (eligibility determination is required for case-managed services) WIOA eligibility determination for Youth services (eligibility determination is required for all youth services) Outreach, intake, and orientation on services available through the AZ@WORK Maricopa County Job Centers Initial assessment of skill levels including numeracy, literacy, and English language proficiency, aptitudes, abilities (including skills gaps) and supportive service needs Labor exchange services, including job search, placement assistance and career counseling (as needed) Provision of labor market information on in-demand industry sectors and occupations including (i) job vacancy listings in labor market areas; (ii) Information on job skills necessary to obtain the vacant jobs listed; and (iii) Information relating to local occupations in demand and the earnings, skill requirements, and opportunities for advancement for those jobs; Provision of information on non-traditional employment Provision of referrals to, and coordination of activities with other programs and services within the one-stop system or other workforce development programs Information and referrals to support services including, but not limited to, childcare; child support services; State s Medicaid program and Children's Health Insurance Program; benefits under SNAP; assistance through the earned income tax credit; assistance under a State program for Equal Opportunity Employer/Program Auxiliary aids and services are available upon request to individuals with disabilities 5/2018 DMS

10 SUBJECT: Basic Career Services PAGE 2 OF 2 TANF; housing counseling and assistance services sponsored through the U.S. Department of Housing and Urban Development (HUD); and other supportive services, including transportation Provision of eligible training provider information (i.e., Eligible Training Provider List) including program cost information and program performance Local area performance data Provision of information and meaningful assistance to individuals seeking assistance in filing a claim for unemployment compensation. Assistance in establishing eligibility for programs of financial aid assistance for training and education programs not provided under WIOA. Basic Career Services do not require the creation of a hard file or eligibility documentation. Individuals are required to register in the AZ Job Connection (AJC) system and create a Plus Account. Services received are documented in AJC. Staff assisting the customer shall enter case notes. Individuals unable to secure employment through Basic Career Services may apply for Individualized Career Services. To do so, individuals must be determined eligible and meet Priority of Service criteria for the Adult program (if applicable), or be determined eligible for the Dislocated Worker program. Individuals enrolled in Basic Career Services are considered reportable individuals and are included in the local workforce area s performance. 11 Human Services Department, Workforce Development Division WIOA Policy Approval Request Policy Title: Co-Enrollment Date: 8/30/18 Action Requested: Approve the attached policy administered by the Human Services Department for Workforce Development services. The purpose of this policy is to identify the benefits of and encourage co-enrollment of WIOA Adult and Youth participants across core and partner programs. Board Required Information: The Workforce Innovation and Opportunity Act ( WIOA) encourages the expansion of access to services across core and partner programs to enhance services available to customers, improve participant outcomes and leverage resources. Co-enrollment of program participants in core programs includes programs funded under WIOA Title 1B, Adult Education and Literacy programs under Title II, Wagner- Peyser activities under Title III and Vocational Rehabilitation services under Title IV. Co-enrollments are also encouraged in partner programs that make up AZ@WORK MARICOPA COUNTY S American Job Centers. Additional Information: Co-enrolled individuals must meet the respective program eligibility requirements.

12 MARICOPA COUNTY SUBJECT: Co-Enrollment SECTION/REFERENCE TEGL Youth Program Guidance 20 CFR DES Adult DW, Youth Programs Policies ORIGINAL ISSUE DATE May 2002 REVISION DATE May 2018 APPROVAL DATE POLICY NUMBER EFFECTIVE DATE AUTHORIZED BY: Maricopa County Workforce Development Board ADDENDA: Purpose: To describe the co-enrollment process for WIOA participants into appropriate partner programs that will result in a benefit for participants and/or enhanced access to resources. Responsibility of: Career service provider in coordination with partner program staff. Process Description: Each WIOA participant may be co-enrolled in appropriate partner programs to gain access and benefits from the services offered. This will occur as often as is appropriate to leverage resources and enhance services to the customer to ensure progress on self-sufficiency goal through employment, particularly for those eligible individuals with barriers to employment. Participants must meet the respective program s eligibility requirements in order to be co-enrolled. Local program operators must identify and track the funding streams, which pay the costs of services provided to individuals who are participating in youth and adult programs concurrently, and ensure no duplication of services. Youth 18 to 24 may be co-enrolled in WIOA Adult programs based on life experiences, such as having gained occupational skills through education or training, prior work experiences, and family responsibilities. Maturity, assessment results, career-readiness, and supportive service needs must be taken into consideration when determining the appropriate program(s) for young adults. Co-enrollment will improve access to activities leading to a recognized postsecondary credential including a credential that is an industry-recognized certificate or certification. There should be regular communication between all programs (monthly, at a minimum) to ensure the customers needs are being met, duplication is not occurring, and to agree upon an exit strategy. Programs will work together to create one common menu of options for determining how skill gains will be measured. This must be based on an individual participant s starting point, not their funding source. Creating a common menu of options, rather than using separate definitions, will encourage co enrollment across the core programs for youth and adults, as well as create opportunities for contextualized learning. For example, co enrollment of an individual who is eligible to receive Adult services and VR services will expand vocational training, employment options, and resources, allowing both programs to achieve a greater impact, stretch limited funds, and avoid duplication in effort, benefitting all clients served. For co-enrolled participants, the exit outcome and date of exit will be the same for both WIOA programs.
