1 Country Program Manager, WV Mauritania Location: [Africa] [Mauritania] Category: Field Operations Job Type: Fixed term, Full-time PURPOSE OF POSITION: The Country Program Manager is responsible for all programme operations and quality in the National Office (NO). Under the direct supervision of the National Director of World Vision Mali & Mauritania, the Country Program Manager (CPM): Is responsible for effective and efficient programme operations in WV Mauritania. Will strategically direct the implementation and operations of all programs including Sponsorship, Grants and Humanitarian Emergency Affairs (HEA) in Mauritania. Will collaborate effectively with the SLT in ensuring the success and effectiveness of the Mali-Mauritania Cluster operating model. Will ensure good performance of WV operations in Mauritania, including ensuring that WVs ministry in Mauritania is directly contributing to the sustained well-being of children and the fulfillment of their rights within families and communities. Will be responsible for resource mobilization and external engagement of WV Mauritania. Will maximize stewardship, effectiveness and efficiency of costs and operating models, maximizing yield to community and impact on child well-being in the field. KEY RESPONSIBILITIES: Leadership and Management of Field Operations, Effectiveness and Integration: Be an effective leader locally, promote and ensure Mauritanias integration to the Mali-Mauritania Cluster operating model. 2 Ensure high ministry quality, accountability, efficiency and effectiveness, high impact in the field and overall organizational effectiveness. Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships. Promote WVs Vision, Mission, Core Values and key Partnership Standards and Practices among the staff and ensure these are the core foundation of Mauritania programs work. Promote and participate in leadership development initiatives. Ensure implementation and compliance to Partnership Performance Management Standards and Principles, while seeking to implement Performance Management guidelines at a reasonable level. Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders. Visit projects regularly to encourage, build relationships, and support WV programs. Delivering on Child Well-being (CWB) Aspirations / Outcomes and Targets: Ensure that the Mauritanian Programs operations remain aligned to the Cluster model and maintain the Partnerships focus on Child Well Being Outcomes and Aspirations as they apply in that specific context, maximizing yield and impact in the field. Align and influence national strategic mandates and priorities with Mali-Mauritania Cluster priorities, global priorities and government priorities for child well-being. Growing & Diversifying Resources and Leveraging Yield to Ministry: Represent WV Mauritania among donors, local government, FBO representatives, private sector and nongovernmental organizations serving to assure resource development and collaboration in order to improve the ministry in the country. Market and profile the Mali-Mauritania Cluster model to key strategic partners and leverage the model for resource mobilization in terms of human capacity, systems enhancement and resource efficiency. Build and maintain diversified revenue growth in alignment with strategy and agreed targets in the Mali-Mauritania Cluster. Page 2/6

3 Provide leadership for grants acquisition and management performance within the Mauritanian Program. Ensure systems are in place so that projects are managed on time and on budget in achieving the desired impact on CWB. Strategy and Ministry Support: Guided by the Mali-Mauritania Cluster Models overall strategic vision and direction, lead the execution of Mauritanias country-specific strategy that is aligned to Our Promise 2030, through program approaches and operating plans with clear, measurable short-term and long-term targets. Promote high ministry quality and high impact in the field leading to achievement of all its expected annual targets at all stages of the LEAP cycle on a sustainable basis. Attain full LEAP alignment by FY19. Achieve the highest standards of quality and accountability through compliance with World Vision policies and standards and international standards for emergency response, disaster mitigation, rehabilitation and development. Under the guidance of the National Director, ensure the review of strategic documents and reports and ensure appropriate actions are implemented, to ensure impact, accountability and compliance. In partnership with the Programme Effectiveness directorate, ensure that a national monitoring & evaluation strategy based on technical and managerial indicators exists and is implemented. Financial Management and Audit Compliance: Facilitate Field Operations Integration action planning and execution to resolve audit findings in an agreed and timely manner. Ensure strong financial compliance through timeliness and completeness of financial reports. Promote the integration of private and public funds to maximize results and respond to community needs in most effective and efficient way. HEA, Advocacy & Child Protection:

4 Support the development and maintenance of in-country relief response capacity to ensure adequate disaster management and response and be able to respond to natural and man-made emergencies. Engage and maintain networking with local authorities, NGOs, UN agencies, donors and other key-player stakeholders in Disaster Risk Management and Emergency Response. Oversee relief efforts, as and when they arise and work in partnership with response teams. Facilitate implementation of appropriate advocacy strategies to raise awareness of- and advocate for change in- key issues within the specific context. Facilitate strategies for the promotion of justice that look for the change of unfair structures that oppress those in need. Ensure child protection and participation (CPP) standards are met by staff and partners. Ensure integration of CPP in all WV Mauritania programs. Faith & Development: Build partnerships and strategic alliances with churches and other FBOs to ensure the achievement of Child wellbeing Targets. Ensure the integration of F&D in all development and humanitarian programs. Ensure spiritual nurturing of staff, while respecting the local religious context. Security: Ensure security of all staff and WV assets. Ensure compliance with Regional and GC security management standards (e.g updated country security risk rating; HEAT security training of key staff and visitors; online personal security training for all staff, etc) Participate in in-country UN and ingo security meetings. KNOWLEDGE, SKILLS & ABILITIES: Page 4/6

5 A university qualification is required with Masters degree in a field relevant to WVs ministry in Mauritania preferred. At least 5-10 years senior management experience required. Substantial knowledge of both the relief and development disciplines is required. Significant leadership and management experience in handling humanitarian emergencies is required. Proven knowledge of and experience with the international donor community, and the ability to effectively support public and private resource acquisition efforts. World Vision experience preferred. Evident vision and passion for the field, with a good understanding of the culture, history and social context of the country. Is able to work within a diverse staffing culture and is committed to creating relationships between diverse groups. Demonstrated commitment to the ethos, Vision Statement, Core Values and Mission Statement of World Vision International. Proven interpersonal and team leadership skills, with the ability to build and maintain relationships with staff, partners and leaders at all levels. Has a good understanding of change management and has experience of leading an organizational change process. Has the ability to delegate while maintaining accountability. Have excellent verbal and written communication skills, both in English and French. Knowledge of Arabic is an added advantage. Is skilled in negotiation and able to handle multiple demands from many stakeholders. Strong networking and relationship-building skills especially at high levels in the UN and Government. Proficiency in strategy development & implementation. Good communication & change management skills. Proficient use of MS Office products, computing.
