1 POSITION DESCRIPTION 1. POSITION DETAILS Position Title: Division: Unit: Management Level: Development Manager City Projects & Property Development & Strategy M4 2. ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Senior Manager Development & Strategy Titles of Positions which report to this position: Project team members as assigned in the matrix structure Contractors for which this position is responsible: Contractors may report to this position as required. 3. PRIMARY PURPOSE OF POSITION The primary purpose of this position is to ensure potential property and infrastructure projects are rigorously investigated, viability established, approvals obtained and concepts developed prior to implementation. This will involve a collaborative investigation of the key outcomes required and options for their delivery being identified and assessed with stakeholders. Concepts with relevant scope definitions, budgets, risk management plans and schedules to be developed to meet client requirements and Council objectives. 4. POSITION OBJECTIVES City Projects & Properties delivers Council s capital works program, comprising a diverse range of community facilities, commercial buildings, open spaces, urban spaces, streetscapes and civil works Manage a large and varied portfolio of infrastructure projects through the Initiation and Development phases in accordance with the City s project management and governance processes. Manage high profile and complex projects which involve exercising a range of public relations, community consultation and conflict resolution skills to achieve high quality project development outcomes and solutions to problems. 2 Work closely with internal clients and other stakeholders, co-ordinating the effective preparation of quality Initiation Briefs and ensuring the Development phase and resulting Business Cases and Project Plans lead to optimal service, and asset life cycle outcomes consistent with prudent financial and risk parameters. Ensure significant project options are identified and adequately assessed against criteria including strategic alignment, risk, safety, financial, environmental, and social. Deliver approved project concepts together with key project controls including scope descriptions, budgets, schedule and risk management plans. To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. 5. POSITION ACCOUNTABILITIES Deliver detailed project scoping, assessment and development activities to ensure major infrastructure projects meet Council and client objectives. Develop and implement community engagement plans to ensure effective stakeholder consultation in the development phase of projects and consult with affected community members/groups. Deliver detailed project development briefs and monitor the quality of design and work by professional service contractors or internal service providers to ensure designs, investigations and reports meet agreed criteria, benefits and user requirements. Deliver regular project monitoring and reporting progress to the Senior Manager Development & Strategy and represent the Division to ensure that project resources are procured cost effectively, projects provide value for money and are implemented to agreed time, cost and quality. Deliver business cases and supporting analyses necessary for internal approvals of projects. Ensure rigorous governance processes are followed throughout every process. Establish robust client feedback and review mechanisms to assist in the continuous improvement of development processes and practices. Commission and manage the delivery of environmental impacts assessments on project to ensure compliance with Review of Environmental Factors (REF) and Environmental Impact Statement (EIS) legislation. Implement an appropriate Life Cycle Cost Analysis throughout the Initiation and Development phases and that outcomes are incorporated into final project concepts. Provide expert advice on major infrastructure development projects to ensure clients, stakeholders and Divisional staff understand project details and limitations. 3 Proactively work with Strategic Business Unit Managers and Asset Clients to define the projects pipeline in the Operational Plan, and regularly share this information with Manager Professional Services to ensure efficient Divisional resourcing plan. Solve current and emerging business challenges whilst demonstrating leadership, innovation and strong project management skills. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Section Unit Managers must actively participate in all aspects of the Safety Management System (SMS). 4 Implement risk management activities and have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented. Actively promote consultation, WHS training and access to information to ensure safe work procedures are understood and followed. Manage, implement and advise workers when changes have been made in the workplace (i.e. systems of work, risk assessments). Report hazards and any work-related injuries/illness as soon as practicable; take reasonable care; and take immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 8. ESSENTIAL AND DESIRABLE CRITERIA Essential Criteria Degree qualifications or extensive experience in property development, architecture, Landscape Architecture, engineering, project management or a related discipline. Significant experience in and ability to effectively manage the development of projects such as community facilities, commercial buildings, open spaces, urban spaces, streetscapes and civil works Demonstrated experience in coordinating the delivery of environmental assessments and concept designs for public property and infrastructure. Demonstrated ability to conduct financial and economic evaluations for project proposals. Demonstrated project management experience and ability to establish and manage effective teams of multi- disciplinary professional and technical staff. Highly developed communication skills, specifically: Title: Development Manager Date: 1 July 2016 Page 4

5 o Interpersonal skills: collaboration, community involvement and stakeholder management skills and proven ability to consult, partner, negotiate, and influence. o Written communication skills including the ability to prepare high quality plans, strategies and reports in a timely manner, tailored to suit the identified audience. Demonstrated experience in the preparation of tender documentation, tendering procedures and/or overseeing professional service and/or construction contractors. Experience working in a local government environment. Understanding of property valuation principles and sound knowledge of Statutory Planning matters.
