1 About VACRO Mission Values Position Title Position Objective Program Leader ReConnect VACRO is a non-government, non-denominational organisation. It was founded in 1872 (as the Discharged Prisoner s Aid Society of Victoria) in the wake of the 1871 Royal Commission into Penal Establishments and Gaols, which urged the establishment of a body to give assistance to discharged prisoners. VACRO works across the criminal justice system to create a safe and fair community, to respect and support individual and family dignity, and to make a positive contribution to reducing the harm done by crime. We achieve this, as leaders and in partnership, through the development and delivery of programs that empower people impacted by the criminal justice system, supported by research, education and advocacy. We show integrity in our relationship with each other, our clients and the broader community. We display respect by supporting our clients to achieve positive outcomes and lead meaningful lives. We work towards inclusion for all stakeholders in the development of our programs. We are adaptable to the conditions and opportunities that arise in our daily work. Program Leader - ReConnect This position leads the delivery of the Reconnect Program in the Grampians and Barwon South West regions and provides supervision to VACRO program staff working within the program. The incumbent will also have a case load of clients, often those clients with specialised or complex needs. The operational leadership role involves maintaining positive working relationships with staff and stakeholders, ensuring accurate data is available in a timely manner and providing a focus on program continuous improvement. The ReConnect Program aims to provide an effective reintegration program for high risk parolees, Serious Violent or Sex Offenders (SVoSOs), high need straight release SVoSOs, Aboriginal and Torres Strait Islander (ATSI) prisoners and female prisoners exiting custody that will address their individual and complex transitional needs through a responsive, tailored and flexible support approach to facilitate community reintegration and reduce reoffending. 2 Key Result Area Tasks Performance Indicators o Coordinate all elements of program Program Delivery delivery. and Coordination o Monitor service delivery to clients. o Maintain a client load as agreed with the Director Client Services it is expected clients will have complex or specialist requirements. o Contribute to VACRO s commitment to service integration across the whole organisation. Operational Planning, Monitoring and Reporting Management of Program Staff and Volunteers Financial Management o Allocate workloads to program staff to ensure client needs are met and staff preferences are considered wherever practicable. o Address operational matters with program staff. o Complete reports involving the collection and analysis of data for stakeholders. o Provide leadership including conducting regular team meetings and team building activities. o Provide or ensure the provision of formal supervision, resourcing and support. o Together with the Director Client Services, undertake Performance Planning, Development and Review (PPDR). o Backfill staff as needed. o Plan, support and oversee professional development activities. o Oversee recruitment and induction in consultation with the Deputy Director Client Services. o Oversee the application of VACRO policies and procedures. o Assist in the development of program budgets each financial year in conjunction with the CFO and Director Client Services. o Plan and monitor program budgets on a monthly basis in conjunction with the CFO and Director Client Services. o Outcomes of the program are achieved in accordance with VACRO and Corrections Victoria requirements. o Operational matters are addressed in an effective and timely manner and in accordance with contractual requirements o Accurate reports are provided in a timely manner in accordance with VACRO, funding body and other stakeholder requirements. o Staff reports receive practical and timely feedback on their practice. o Clinical and management supervision with all direct reports staff is conducted at least on a monthly basis. o PPDR is undertaken with staff in a collaborative and timely manner. o Active participation in assisting with the development of budgets. o Budgets are adhered to. Management o Facilitate effective stakeholder relationships and networks, in conjunction with the VACRO Executive team. o Represent VACRO, our objectives and activities and advocate for the needs of the client group in relevant networks and forums. Evaluation and Quality Assurance o Plan and implement continuous improvement processes. o Evaluate specific projects undertaken within the Program. o Contribute to the conceptualising and planning of programs/projects (in conjunction with the VACRO Executive team) that meet the needs and gaps in the current service system. o Positive relationships with designated program stakeholders are developed and maintained. o Programs and projects are evaluated. o Opportunities for continuous improvement are identified and implemented as agreed with the Director Client Services. o Active participation with regards to conceptualising and planning of programs/projects that meet the needs and gaps in the current service market. 4 Key Capabilities required to perform the role Knowledge Tertiary qualification in Social Work, Psychology, Welfare, Human Services or other relevant fields. Knowledge of the Victorian Correctional System including changes arising from recent reforms to parole system, and issues associated with clients who are socially disadvantaged. An understanding of the issues associated with institutionalisation within the criminal justice system and the needs of people exiting custody. Detailed knowledge of program activities and work practices experience in program delivery. Knowledge of statutory requirements relevant to work. Knowledge of the diverse groups within the justice system including offenders who are Aboriginal and Torres Strait Islander, women, new settlers as well as Serious Violent or Sex Offender (SVoSo s). Experience Working with clients/staff within the correctional system. Demonstrated experience supporting program staff in delivering a service to complex clients e.g. ABI, homelessness, mental health issues, AOD, addictive behaviours. Experience working with diverse groups within the justice system including offenders who are Aboriginal and Torres Strait Islander, women, new settlers as well as Serious Violent or Sex Offender (SVoSO s) desirable. Demonstrated ability to supervise staff. Demonstrated ability to develop partnerships with a range of stakeholders that have led to service development and better outcomes for clients. Demonstrated ability to debrief staff in challenging situations. Skills Strong written and verbal communication skills. Ability to assess complex client needs. Case planning experience. Sound level of MS Office, database and internet skills. Mentoring staff on all aspects of the role. Negotiation skills.
