2 JOB DESCRIPTION Designation: Department: Responsible to: Professional Executive (Architect & Civil Engineer) Projects Manager and/or respective Divisional Manager or Executive Director 1.0 Basic Functions The Professional Executive (PE) (Architect & Civil Engineer) will be required to: Ensure proper management of projects within the sections falling under the responsibility of the Divisional Manager Projects or Secondary Nodes & Network Manager by coordinating, implementing and monitoring plans and objectives. Guide teams of professional, technical and administrative personnel within the sections falling under the responsibility of the Divisional Manager Projects or Secondary Nodes & Network Manager. Establish control standards and procedures to ensure efficient and effective functioning and safety in all sections falling under the Divisional Manager Projects or Secondary Nodes & Network Manager. Act under the general guidance of management and as directed by superiors in accordance with the established organisational hierarchy. 2.0 Duties 2.1 Projects The PE (Architect & Civil Engineer) will be required to manage effectively any civil works projects, of whatever nature, to ensure completion within the agreed budget, time schedule and to the specification. He/She will be required to inspect sites for civil engineering projects. He/She will be required to make recommendations on construction methods and prepare detailed drawings, plans, contract documents and specifications, including bills of quantities (BoQs). Page 1 of 4

3 Liaise with civil engineering consultants and oversees works to ensure adherence to contract conditions, including related correspondence. Organises and directs maintenance and repair works on existing structures. He/She must be able to design structural members such as foundations, beams, columns and roof slabs. Must be able to use CAD systems to design buildings and structures which are suitable for their intended use and are aesthetically pleasing. Must have a sound knowledge of the existing planning system, with respect to planning policies for development, and other environmental legislation relevant to the profession. Prepare tender specifications and contract documents and tender adjudication reports. Issue interim, taking-over and final certificates to suppliers of works, services and materials and authorises issue of materials from stores, using systems and procedures as directed by management. Carry out site work and supervision of projects whenever required and prepares formal acceptance reports as required by management. Perform risk assessments within one s professional competence and seek assistance whenever necessary. Prepare necessary permits as indicated in the Company s Code of Practice. All permits issued should be in accordance with the Code of Ethics for the architecture and civil engineering profession. Preparation of scopes of work, adjudication reports, studies and make judgment on all civil engineering matters, and prepares formal reports as required by management. Directs personnel under his/her responsibility to optimise the operation of the Civil Engineering Section in such a way as to achieve the highest possible efficiency. Maintain technical liaison with project teams, suppliers, consultants and with other relevant specialists. Keep proper and timely records related to the projects falling under his/her responsibility and prepares regular reports as required by management. Prepares reports and applications to external agencies and authorities, for the obtaining of permits and approvals as required by management. Page 2 of 4

4 Use and update information management systems provided by the Company. Perform Company duties outside its premises. Must have a valid driving licence and is required to drive a vehicle if necessary in order to carry out the designated duties. Performs any other related duties as assigned by the Manager or his/her delegate. To take all the necessary action to safeguard and limit the damage to the third party or other Enemalta or public property during works. Form part of a competent team drafting Standard Operating Procedures as required. Ensure that performance standards by all personnel under his/her responsibility are consistently maintained. Stay current and knowledgeable on latest developments in the field of architecture and civil engineering. Orders spares and any other necessary material by following the purchasing policy established by the Company. Perform any other duties, in accordance with the Code of Ethics for the engineering profession, assigned by management from time to time. 2.2 Resource Utilisation Ensure that performance standards by all personnel under his/her responsibility are consistently maintained. Direct subordinates in meeting their work objectives. Train, monitor and appraise performance of subordinates. Makes use of any software and/or system that may be introduced by the Company in the execution of his/her duties. Perform any other duties assigned by management from time to time. Page 3 of 4

5 2.3 Customer Satisfaction Ensure that replies to all types of internal and external communication are delivered in a short period as determined by the Company. Ensure high quality and standard of work and service throughout. Ensure collaboration and dialogue with colleagues and other professionals within the Company and with other entities outside the Company for the effective and efficient execution of duties. 2.4 On-Call Duties Be available when necessary after normal working hours. 3.0 Training If any of the duties mentioned are not within the competence of the SPE (Architect & Civil Engineer), the Company shall provide adequate training. 4.0 Organisational Relationships 4.1 Structural Reports to the Section Manager and/or Divisional Manager Projects or the Secondary Nodes & Network Manager or as may from time to time be designated by management. 5.0 Qualifications Recognised degree in Architecture & Civil Engineering and warrant to practice as Architect & Civil Engineer. 6.0 Experience Any relevant work experience in Architecture & Civil Engineering and/or the management of projects and/or administrative and technical personnel.
