4 II. Timely and Key objectives Project period: 36 Months/GEF Strengthen Lao PDR's national capacity to track progress against actions identified in its NDC for domestic and international reporting requirements under the Enhanced Transparency Framework of the Paris Agreement(ETF).

5 I. outcome Institutional arrangements and technical capacities for systemizing data collection and reporting for transparency are enhanced Gap analysis of the institutional arrangements and capacities to comply with the ETF is carried out output 1 Undertake a stocktaking Exercise of existing institutional arrangements, in particular line ministries and agencies and other data providers, including their role, responsibilities, resources, personnel and data collection capacity Elaborate a summary report of this analysis, including an identification of barriers and gaps in the current institutional set-up and existing capacities Formulate a roadmap to enhance and sustain the institutional arrangements for a robust national transparency system

6 Drafting and implementing a regulation defining the roles and responsibility of line ministries, agencies and relevant stakeholders for GHG data collection; Institutional mechanism for inter-ministerial cooperation on systemizing data collection and processing is established and formalized outputs 2 Establish and formalize an institutional mechanism for inter-ministerial cooperation for GHG inventories through the development of adequate mandates and data sharing agreements Organize a stakeholder workshop with all involved ministries to inform about the inter-ministerial cooperation mechanism and the related roles and tasks

7 In collaboration with the University of Lao PDR and regional, improve and maintain the GHG database system, designed in the TNC process National GHG database management system is developed Outputs 3 Develop guidelines and protocols for data collection to ensure consistency and quality of data Provide training to staff maintaining the GHG database system

8 Countryspecific emission factors are updated for two key sectors outputs 4 Conduct an emission-factor study for the two chosen sectors and their respective sub-sectors in collaboration with University of Lao PDR Update emission factors for the AFOLU and Energy sector

9 Sectorspecific spreadsheets, toolkits, and consistency guidelines to facilitate data collection and reporting are developed Outputs 5 Develop sector-specific GHG emission spreadsheets, toolkits and guidelines for all IPCC sectors Provide training on sartorial templates and guidelines to technical staff in line ministries and agencies involved in inventory compilation as well as other relevant practitioners in the specific sectors

10 curriculum at the National University of Laos on GHG Inventory and MRV is established and training to relevant staff in line ministries and agencies provided Outputs 6 Establish a curriculum for a training on MRV and GHG Inventory at the Faculty of Environmental Sciences at the National University of Laos Provide a short course on MRV and GHG Inventory to staff in line ministries and agencies at least once a year Identify funding streams for the course to be sustained and formalize funding agreements

11 Regional cooperation and knowledgesharing activities on transparency are carried out Outputs 7 Organize a regional peer exchange workshop on transparency activities, challenges and lessons-learnt Collaborate with other countries in the region through the CBIT Global Coordination Platform and related workshops

Outcomes Institutional capacity for quantifying and reporting climate expenditures and support received for the implementation of Lao PDR s NDC is strengthened Needs and information gaps for the establishment of a tracking system for public and private expenditures associated to the implementation of Lao PDR s NDC identified Output 1 Conduct an assessment of current expenditure allocation process and components (flows, sources, entities) Review ETF requirements and synergies with existing public expenditure tracking work, including BUR development process

13 Training for public institutions on reporting climate finance developed and conducted Outputs 2 Provide a training to staff in relevant ministries and agencies on climate finance expenditure methodologies and tools, such as Climate Public Expenditures and Institutional Review (CPEIR) and Climate Budget Tagging (CBT)
