1 JOB ADVERT HR Business Partner, Projects (Two 12 month contracts) The BBC aims to stimulate and delight audiences across the UK, offering something for everyone with a distinctive, creative style. BBC Television brings channels and commissioning together with TV and Digital production to provide the best television and online content in the world, wherever and whenever audiences want it. BBC Television is entering a period of significant and exciting change. In April 2016, as part of a two-phased process, BBC Production will split from BBC Television to formally become BBC Studios. The HR Business Partner (Projects) role will support the delivery of this project along with a number of related HR initiatives across the division. The successful candidate will ensure the delivery of people related activity associated with major change activity within BBC Television. You will oversee the implementation of multiple business reorganisations and partner closely with the HR team and divisional leader in ensuring best practice and compliance. Working with the HR Director, you will also identify and action organisational development initiatives associated with the change programme and be a change champion amongst the team and key stakeholders. The ideal candidate: The ideal candidate will have HR experience gained in large complex organisations with multiple stakeholders. You will have knowledge of current thinking in Human Resources issues and trends and evidence of Continuing Professional Development. You will have extensive experience of operating in a business partner model as well as a background in managing HR project activity. You will be ready and able to take the initiative, originate action and be responsible for the consequences of decisions made. You will communicate challenges and be able to effectively influence a variety of stakeholders. Page No 1

Today, just over a third of the license fee comes to BBC Television. In return, license fee payers get a multimedia powerhouse which is unique globally. Just to give you an idea - in 2013, 99.6% of the UK watched at least 15 minutes of BBC TV. BBC One alone reached 75.4% of the UK population on average each week, making it Britain s favourite channel. BBC Television is entering a period of significant and exciting change. Size and Scope of the role The HR Business Partner (HRBP) is an internal consultant providing an enabling business support role. The role may be Specialist or Generalist in nature. The HRBP is a trusted partner and has a seat at the leadership table working on medium to longer term objectives. The HR Business Partner (Projects) will work within BBC Television and support the delivery of a major Page No 2

3 divisional change programme. See Role specific accountabilities for further information. Purpose of the role To ensure the delivery of all people related activity associated with major change activity within BBC Television To oversee the implementation of multiple business reorganisations and partner closely with the HR team and divisional leaders in ensuring best practice and compliance To identify and action organisational development initiatives associated with the change programme To be a change agent and champion and to influence and support key stakeholders whilst managing complex change To be an expert on HR policies, process and best practice and to advise the business and project team accordingly Key Accountabilities 1) Contribute to, and where accountable define policies and processes that support the BBC and Divisional /People strategy and objectives. 2) Use and understand BBC People tools and policies, engaging with Divisional clients effectively to ensure their use across the organisation. 3) Drive consistency of approach across the BBC in attracting, managing and developing talent to support current and future organisational needs. 4) Work closely with all BBC People colleagues to ensure that tools and policies are aligned, enhance employee engagement and ultimately improve performance. 5) Use data and analytics to measure the effectiveness of tools and policies and understand the landscape for further improvement. 6) Provide expert input across a range of HR issues (generalist / specific expertise); Design and deliver high impact solutions that meet the needs of the business. 7) Coach and build the capability of senior managers to anticipate and pre-empt organisational issues. 8) Participate in relevant projects, leading and championing as appropriate (divisional and/or pan-bbc) the BBC s reputation as a world class organisation and employer of choice. 9) Keep up to date with external trends and best practice in the areas of expertise and HR more broadly. 10) Continuously drive improvements in tools and policies through external market trends, insight and internal best practice. 11) Proactively share best practice, intelligence and potential pan-bbc activities within HR function. 12) Build relationships and form alliances with external counterparts, communities of practice and stakeholders to scan for innovations and opportunities to form partnerships. 13) Understand and anticipate the need for change, diagnose the underlying issues and build the case for change with stakeholders. Build frameworks to plan and manage the continuous process of change including dependencies, risk, potential scenarios ad options to mitigate. 14) Be an ambassador for the function and represent the BBC HR internally and externally (as appropriate). 4 Academy Person Specification Qualifications: Desirable - MCIPD, or equivalent educational achievement (Level 7) plus experience. Experience: Relevant HR experience (generalist or specialist) gained in large complex organisation(s) with multiple stakeholders (including matrix relationships) ; Knowledge of current thinking in Human Resources issues and trends and evidence of Continuing Professional Development; Extensive experience of operating in a business partner model, working with local managers to create positive business outcomes. Ability to present sound and well-reasoned arguments to convince others. ROLE Specific Accountabilities/Responsibilities HR Business Partners (Division) are responsible for the relationship between HR and the rest of the business they own the client relationship. Business Partners facilitate and drive pan-bbc People strategy and contribute to the development and delivery of their Divisional business strategy. HRBPs provide leadership and input around all people and organisational issues in support of their divisional effectiveness. Business Partners work within their Divisions to translate business need into People requirements, ensuring People plans are set out and actions delivered. HRBPs will have a good client relationship with senior leadership and engagement with all people managers in their area. They contribute to the development and delivery of business strategy thus providing leadership and input around all people and organisational issues. BPs have oversight of People-related issues for their area, often working in collaboration with Specialist Teams. Specifically: 1) Reward. Retain oversight of all Reward issues for their area, input into divisional reward strategy and manage and deliver divisional reward plans. 2) Employee Relations. Retain oversight of all ER matters for their area, managing any escalations and managing negotiations with local union representation. Page No 4

5 3) Information Consultation and Engagement. Lead and deliver employee engagement activity; Cascading communications guided by IC strategy & materials. 4) Recruitment. Own the divisional (or part) People plan; Work with clients to understand strategic resource need, to define roles, recruitment needs and have oversight of senior/specialist hires. 5) Talent. Lead and deliver divisional talent initiatives; Retain oversight of and monitoring of performance management. 6) Organisation Design and change. Retain oversight of all aspects of people and organisational change within Division (or part); Deliver distinct pieces of OD / change.
