PROJECT MANAGER SALARY: R per annum Reference Number: NCEDA SEZ/ 01/2017 The incumbent will lead the technical project management function, manage project managers, the oversight of construction projects, and the project management process. In addition, he/she will provide overall strategic guidance, strategic direction for design, development, construction, technical assistance and handover for the operations of the SEZ and deliver application and infrastructure projects from idea inception through to project implementation and deployment. JOB FUNCTION: Plan and/or implement projects as well as oversee the design and/or implementation/testing phases. Identify, propose and influence technical solutions, negotiate deliverables and commitments across multiple organisations. Implement systems and technology and policy and procedures for the SEZ. Oversee the performance of all contractors. Implement, oversee and participate in the development of the programme work plans, implement work activities, projects and programmes, monitor project work flow, review and evaluate project status, compliance with document, methods and procedures. Direct and monitor the progress of construction projects. Be responsible for reporting on project management related to operational functions of architecture, building design project development and construction. Participate in the development of contract specifications, as well as manage construction contracts and other professional service contracts as directed by MANCO. Prepare unit Annual Performance Plan, Prepare unit annual budget, Prepare unit quarterly reports, Prepare inputs for and special reports as directed Chief Executive Officer. Degree in Engineering with Project Management/ BSC/ Masters/ postgraduate qualification will be an advantage. Minimum of 5-7 years working experience and 5 years in management role. 2 INFRASTRUCTURE MANAGER SALARY: R per annum Reference Number: NCEDA SEZ/ 02/2017 The incumbent will supervise a design or construction administration team comprised of one or more designers, technicians, inspectors, or surveyors and be responsible for the construction and project management on major infrastructure projects across the province. JOB FUNCTION: Prepare contract documents for building contractors and administer construction contracts. Perform tasks such as ensuring and verifying compliance with the bid documents, ensuring compliance with the obtained permits and approvals, preparing cost estimate cost estimates and tracking budgets. Conduct periodic on-site observation of work during construction to monitor compliance with plans. Be responsible for the review of prepared design documents and reports for utilities main line extensions, service connections, street improvements, and storm-water retention plans. Determine upon receipt of a design project, the approach to be taken project completion, including what elements may be assigned to team members. Represent SEZ in obtaining bids and awarding construction contracts. Prepare operating and maintenance manuals, studies, and reports. Liaise with construction professionals about the feasibility of potential projects. Work around constraining factors such as town planning legislation, environmental impact and project budget. Work closely with a team professionals of other professionals such as building service engineers, construction managers, quantity surveyors and architectural technologists. Assume asset management responsibility to manage the assets. Travel regularly to building sites, proposed locations and client meetings. Prepare design and bid documents, securing necessary permits and approvals. Prepare cost estimates, track budgets, and coordinate with other departments. Perform quality control, assurance reports and calculations. Communicate with the general public and other stakeholders. Be responsible for ensuring that the project is completed in accordance with the approval plans and specifications. Perform construction inspections communicate with the public with elected officials. Degree in Building Engineering/ Architectural Engineering with Project Management, postgraduate qualification will be an advantage. Minimum of 3-5 years working experience and 3 years in management role. 3 The Sector Specialist will support the investment process by providing research and analysts to Business Development Consultants within the relevant sector Furthermore, the incumbent will focus on macro drivers as well as variables of specific work in relation to the sector and gains relative industry expertise and contribute to the design of projects and programmes, based on an understanding of the province, region (industry) and sector context. JOB FUNCTIONS: Coordinate with relevant stakeholders consistency of approach in capacitating local business. Continuously improve practices and integrate specific sector policy commitments to the management of applicable sector projects. Maintain client relationships in the face of conflicting demands or directions. Provide evidence-based advice and solutions based on sound diagnosis and acknowledge sector and targeted product. Develop and apply industry expertise to support and enhance the investment process of the sector team. Follow industry trends, build relationships with industry members and experts. Interact and work with Analysts to evaluate industry dynamics. Perform sector and company-based research and analysis to gain insight into key industry drivers. Gather and analyse data, complete ad research projects. Conduct economic, thematic and sector work (sector studies, sector policy papers) in the context of sustainable economic development and poverty reduction. Market research as well as conduct market segment search. Deepen its capital markets and strengthen regulatory aspects. Develop an appropriate framework to support long-term infrastructure finance in support of the National Development Plan specific to sector and regional environment. JOB FUNCTIONS: Be responsible to facilitate and recruit investments for the SEZ and liaise with investors. Be responsible for number and outcome of workshops, seminars and information sessions held on SEZ awareness. Oversee and manage Education and Awareness activities for the province. Manage and coordinate the SEZ register and database of stakeholders. Undertake periodic impact assessments and evaluation as scheduled in the monitoring and compliance plan. Facilitate the investment promotion programmes for the SEZ. Provide input into the development of investment implementation plan and investment promotion plan. Ensure suitable exhibition material and branded items displayed such as banners and pop ups in exhibitions. Establish networks and partnership with key roleplayers. Facilitate the relationship between local business and relevant stakeholders. Ensure that all display SEZ and NCEDA materials and pamphlets promote the desired eye-catching image. Compile integrated investor programme incentives for approval by management. Arrange and coordinate meeting, book venue, etc. Receive all walk-in clients to the NCEDA Office. Provide support at NCEDA events, shows, and exhibitions. Liaise with

He/she will also create construction schedules and keep construction sites in compliance with applicable laws. JOB FUNCTION: Plan and direct a comprehensive SEZ operational services programme covering improvements and maintenance of all roads, sidewalks and water and wastewater facilities, solid waste and related facilities, Conduct engineering assessment, review and provide engineering and technical expertise to the management and to consults; Provide professional/ technical input into the planning and design of all capital and major projects and oversees the construction of all major projects; Process all land used and development proposals for approval; Ensure that development, rezoning and subdivision applications, building permits and other similar applications are processed thoroughly and timeously; Serve as a professional liaison with the Project Executive to the municipalities, provincial departments and community including developers partners, organisation and neighboring municipalities; Direct and oversee environmental planning for the proposed SEZ; Ensure compliance with the technical legislative requirements and codes; Develop, implement and monitor the proposed SEZ policies, procedures and standard to guide and direct engineering planning and operational activities and staff and ensure full compliance with legislative and regulatory compliance; Properly prepare for site observations by reviewing plans, specifications and construction standards. File a comprehensive report on the inspection and notify SEZ clients of any significant issues that need special attention. Liaise with other designers, including architects, to agree on safe designs and their fit with the aesthetic concept of the construction. Perform or oversee surveying operations to establish reference points, grades and elevations to guide constructions. Diploma/ Degree in Engineering, postgraduate will be an added advantage. Minimum of 4-5 years working experience.

SKILLS DEVELOPMENT FACILITATOR SALARY: R per annum (inclusive of 37% in lieu of benefits) CENTRE: Kimberley and Upington Reference Number: NCEDA SEZ/ 07/2017 Skills Development Facilitator will focus on a key strategic function as part of part of NCEDA strategic planning team, and should be familiar not only with the NCEDA training objectives, but should be familiar with the Special Economic Zone Plans and employment equity objectives. Skills Development Facilitator will focus on building and maintaining relationships with key stakeholders on skills plans that will address the demand and supply of skilled workforce, Identify stakeholder and partner on skills development plans and contribute to the overall development and maintenance of NCEDA s reputation.
