1 2015 Emerging Professionals Institute Speaker Bios 1 Faculty Don Elliot, FAICP Donald L. Elliott is a Director with Clarion Associates of Colorado, LLC, a land use consulting firm with offices in Denver, Chapel Hill, Chicago, Cincinnati, and Philadelphia. Don s practice focuses on land planning and zoning, growth management, and international land and urban development issues. He has also advised numerous local governments in Russia on land use issues, served as the Democracy and Governance Advisor to the United States Agency for International Development in Uganda for two years, and performed independent research on Indian urbanization and slum upgrading in Delhi for two years. He has managed planning and zoning projects that have been state level award recipients from the American Planning Association in Colorado, Arizona, and Pennsylvania. Don teaches a graduate level course on Urbanization in Developing Countries at the University of Colorado at Denver School of Architecture and Planning. He is the author of A Better Way to Zone (Island Press 2008), co-author of The Rules that Shape Urban Form (APA 2012) and The Citizen s Guide to Planning (APA 2009) and the editor of Colorado Land Planning and Development Law. Don is a past national Chairman of the Planning and Law Division of the American Planning Association, a past president of the Colorado Chapter of the American Planning Association, a past member of the Amicus Curiae Committee and the National Policy Committee of the American Planning Association, a member of the American, Colorado, and Denver Bar Associations, and a Fellow of the American Institute of Certified Planners. He has served as a Board Member and Vice- President of Warren Village, a non-profit providing housing, child care, and career advisory services to single parent families, and as Co-Chair of Redemption Fellowship, a non-profit providing worship and advocacy services for the homeless and disadvantaged in the Capitol Hill area of Denver. 3 Mary Kay Peck, FAICP Mary Kay Peck, FAICP, is the founding principal of MKPeck Associates, specializing in planning and management services. Peck has 30 years of local government experience as a city manager, assistant city manager, community development director and planning director. During her tenure as Henderson, Nevada city manager, the city was recognized by the International Association for City and County Managers for outstanding customer service and for its efforts in measuring and improving performance. The city also received the Trailblazer Award for Organizational Excellence from the Nevada Quality Alliance. 3 Throughout her career, Ms. Peck has managed a number of award winning projects, including the Southern Nevada Regional Planning Coalition Regional Plan, the Downtown Henderson Investment Strategy, the Henderson Visual Interactive Code, and the Springhill, Montana, Community Plan. While president of the American Planning Association, Peck laid the foundation for the organization s first communication plan and led its first membership growth strategy, resulting in a 23 percent increase. She has given numerous presentations and keynote speeches throughout the United States and around the globe on a variety of topics, including leadership, management excellence and planning performance. He provides innovative, collaborative, and outcomes-based planning and communications expertise on land use, transportation, visioning, strategic planning, community development, and infrastructure projects. He has led or participated in the creation of countless community plans, downtown and town center plans, comprehensive land use plans, and long-range planning and policy studies, each being given its own unique approach. This breadth of experience, in conjunction with his background in visioning, communications, public involvement, and consensus-building provides clients with a deep and diverse understanding of community issues and planning principles. Mr. Siegel s work has been diverse in nature, ranging from helping the Abu Dhabi Urban Planning Council to refine a more sustainable vision for the urban form of new development and redevelopment within the metropolitan area and preparing a development management program for achieving it, to the 2012 APA National Planning Award-winning Cool Planning: A Handbook on Local Strategies to Slow Climate Change. Mr. Siegel is a skilled facilitator, enabling individual stakeholders, interest groups community groups, stakeholders, and decision makers to identify and agree upon community and project visions, guiding principles, plan implementation strategies, and approval criteria. He is committed

4 to the building of quality communities, the application of smart growth and sustainable development principles, and enabling community interests to develop and carry out a collaboratively envisioned future. Mr. Siegel is active in the community and in his profession, and is in demand as a facilitator and problem-solver for complex planning issues nationwide. He recently completed his service to the national Board of Directors for the American Planning Association as Board member and President. He is currently Senior Project Manager with Leland Consulting Group, Portland, Oregon-based urban strategists and development advisors specializing in real estate market analysis, economic forecasts and strategies, planning and development strategies, financial analysis, project management and implementation.
