I have been diverted to issues on a fixed timeline, actually I'm responding to DG EUOCONTOL's pus on Central Services, so looking at financing routes. The slides with what I wanted to say were passed to Danny and Ana Paula. The sentiment is clear. We see ESSIP/LSSIP as becoming more clearly aligned with SES eporting needs for the Commission, and IDP for SESA Baseline. We acknowledge that, for a limited period, there may appear to be some overlap (IDP and LSSIP) in reporting - yet there are good reasons for needing to know longer term plans under ESSIP/LSSIP, and shorter term accuracy requried for IDP handover to the Deployment Manager UNQUOTE 1

3 The IDSG Interim Deployment Steering Group 'The IDSG is the transitional arrangement to steer the implementation of short term essential SESA deployments identified as critical to performance and to achieve early benefits at European level.'* 'The IDSG shall develop, maintain and execute an Interim Deployment Programme that will be derived from, and kept consistent with, the European ATM MP.'* 'The IDSG shall ensure the commitment of ATM operational stakeholders (ANSPs, AUs and Airports) on these implementation activities through the adoption of the IDP by the IDSG'.* * = From IDSG op s dated 29 Feb 2012 Transport op ules of Procedures Commission slide 3

IDP was established Feb 2012 and is a forerunner to (and model for) the (P)CP; PCP is established around the DM; DM will be 'in-place' by Q and will have established the DP; The DP will be cognisant of the successes (and failures) of the IDP; When the DM is active, and the DP is in-train, the IDP will wind-down, probably by mid Transport Commission slide 4

5 So IDP is about 'laying the ground' for full SESA deployment'; LSSIP monitors general progress towards improved technology ; iaw ATM MP, (P)CP/DP will deploy some SESA elements maturing in the window and requiring synchronised implementation. Seven Activity Areas (AA) were identified and they are linked to the ESSIP objectives and OI as indicated in the table. Each of these 7 AA are further decomposed in 3 levels of detail WP, swp and Task. The current and approved version of the IDP is version 3.1 anew version is expected by the end of the year with improved description of tasks, introduction of intermediary milestones to harmonise progress reporting. Performance considerations and assessment will also be included. 7

The Interim Deployment Steering Group is the main body in charge of steering the programme, reporting to EC and issuing recommendations. The Expert Team reports to the IDSG and is responsible for IDP management activities such as maintaining and update the IDP, prepare and consolidate reports, propose recommendations to IDSG, etc For each Activity Area there is one or 2 coordinators that work directly in contact with the local projects and report to ET their activities. 8

11 LSSIP/IDP monitoring ECTL performed the development of the IDP monitoring tool in a very short time using the LSSIP database. 16 IDP Tool and LSSIP eporting Consistency of data Many activities are common to IDP and LSSIP: In the LSSIP database IDP activities are flagged The IDP tool also indicates the link with ESSIP objectives Consistency of data reported for both, the IDP and LSSIP, is very important - please cross check: National Stakeholders are recommended to undertake internal coordination and take into account the existing LSSIP process by involving LSSIP Focal Points Item 4 -IDP Developments 16 LSSIP Focal Points are recommended to coordinate the IDP and LSSIP reporting inside their organisations to ensure consistency of monitoring data. 16

Item 4 -IDP Developments 17 Question: DK: To my knowledge the IDP will end mid Could you confirm? eply Ana Paula Frangolho: The last information we had is that IDP will extend up to the moment where the SESA Deployment Manager will be in place so in principle IDP will end first quarter 2015 as indicated in the slide from the Commission. Question: UA: Will we have the same database for LSSIP and IDP? eply Oscar Alfaro: IDP and LSSIP are not exactly the same. If you are not involved in the IDP, the LSSIP will not change. Both environments are together but they have different access rights. 17
