3 Head of ICT c 50,000 pa The search is on for a talented ICT professional to lead and develop our newly formed group wide Torus ICT service. Torus is a brand new company formed on 1 April 2015 and combines two high performing North West social landlords - Golden Gates Housing Trust and Helena Partnerships. The scale is big 22,000 homes, 1,000 employees, an annual turnover of more than 100m. As for the location, Torus sits right at the heart of one of the fastest developing growth areas in the country, with bases in both St Helens and Warrington. This is an exciting opportunity for an experienced and engaging ICT professional with a track record of transforming business performance through the delivery of sophisticated ICT solutions. You will be responsible for leading the operational development and delivery of a group wide ICT strategy which underpins an ambitious business plan. 4 Job Description Job Title: Employer: Location: Salary: Responsible to: Head of ICT Torus Warrington and St Helens c 50k Group Head of Transformation & ICT Purpose of the Post: To provide leadership to the group-wide ICT Team; and to be accountable for the delivery of ICT operation plans through strong financial management and budgetary control, effective resource management and disciplined project and business planning. To develop and deliver a strategic ICT roadmap and delivery plan which supports the delivery of corporate business objectives. To ensure the Group ICT service delivers a robust and effective service that meets business needs whilst reducing operating costs. To be accountable for all Group ICT applications and services and infrastructure including systems, security, access, resilience, procurement, governance, business continuity, risk and data integrity. To actively build relationships to ensure best practice and to continually improve services and operational efficiency, and performance. To advise and inform the organisation regularly and openly about all significant issues within their functional responsibility that potentially affects smooth operations and business assurance. Key Responsibilities: 1. Operational Services 1.1 Lead on the operational delivery of a group-wide integrated ICT strategy which underpins transformation, value for money, service delivery and wider business objectives. 1.2 Provide reliable, robust and secure IT services across the group. 1.3 Implement ICT related change including migration and integration so that benefits are realised. 1.4 Support and embed a digital first approach across the business. 5 1.5 Identify and evaluate emerging technologies and recommend their deployment as appropriate to meet strategic objectives. 1.6 Support the development of business intelligence strategies through the development and implementation of data management standards. 1.7 Any other duties commensurate to the role. 2. Stakeholder/Relationship Management 2.1 Actively manage business relationships, understand business priorities and provide proactive, solution-focused support via business partnering arrangements. 2.2 Build positive and robust relationships with suppliers, contractors and consultants whilst ensuring effective delivery of agreed contracts, achieving value for money and mitigating risk. 2.3 Provide leadership as a key leader in the Transformation and ICT team. 2.4 To act as a coach and mentor in the development of team competencies to promote change, innovation, continuous improvement and the management of risk. 3. Compliance and Risk 3.1 Ensure that effective written procedures are in place across all ICT functions. 3.2 Ensure compliance with legal and regulatory frameworks including access to information and the security of mobile networks. 3.3 Ensure adherence to relevant financial policies and procedures. 3.4 Deliver services within the corporate risk management framework to ensure that risks are effectively managed. 3.5 Manage the resilience of ICT systems including business recovery and business continuity. 3.6 Evaluate the skills and talents of the ICT team and put in place resourcing and development plans to mitigate risk. 4. Value for Money 4.1 Lead on the development of ICT investment ensuring effective budget management, procurement, business case evaluation and implementation to maximise VFM and benefits realisation. 4.2 Lead on ICT purchasing, leasing, licensing and hosting to mitigate risk and ensure VFM. 4.3 Ensure that specific focus is given to achieving efficiencies in ICT and the effective deployment of technology to support cost effective business processes and systems. 4.4 Monitor procurement frameworks and practices to drive VFM in respect of our contractual relationships with contractors, consultants and all other (department) services. 4.5 Embed a culture of project management within the team and support the business in forward planning ICT resources to deliver business critical projects. 7 Person Description 1. Appropriate professional qualification Degree level education or equivalent relevant training/experience. Current professional qualification in a relevant IT related field. Evidence of continual professional, leadership and personal development. 2. Experience and Track Record Demonstrable technical expertise with a proven delivery record including delivering sophisticated business enabling ICT solutions that meet needs of business and stakeholders. An up to date understanding of current developments within relevant technologies including ERP, CRM, mobile technologies, digital service delivery, telephony, network security disaster recovery and business continuity. Evidence of effectively procuring and managing ICT contracts and suppliers. High levels of ICT literacy and an understanding of new and innovative ways of working. Evidence of horizon scanning external environment and applying to workplace solutions. Evidence of operating collaboratively / as one team at manager level to take collective responsibility for overall performance. Evidence of co-ordinating and demonstrating the importance of value for money in everyday operations. Demonstrates a commitment to E&D in the workplace and in the delivery of services to customers and the community. Demonstrates a commitment to H&S to ensure safe operations and environment for staff and customers. 3. Managing Change Experience of leading and managing change programmes arising from new technologies. Manages change through combining excellent project management skills with an inclusive style to deliver intelligence led improvements. 4. Leadership and Vision A respected transformational leader with well honed change management and communication skills who can inspire others to give their best and contribute to a high performing team. 8 Experience of leadership and operational team management. 5. Interpersonal Persuasion and Influencing Demonstrates high levels of motivation and resilience combined with enthusiasm, commitment and a curious, inquisitive approach to challenge and seek continuous improvement. Passionate, committed and self-motivated to inspire staff to change. Experience of developing positive relationships across the business. Ability to resolve conflict and remove barriers to achieve positive outcomes. 6. Communication Ability to engage with staff, peers, board members, tenants and external partners to achieve strategic aims and build relationships based on honesty, trust, mutual respect and integrity to inspire confidence and respect. A skilled communicator at all levels including the senior team with the ability to explain complex ICT issues in a simple and engaging way. Knowledge of digital/ social media opportunities to aid communication and drive business success. 7. Financial & Risk Management Demonstrable governance and financial compliance management experience within a housing environment to ensure robust compliant operations. Sound knowledge of legislation and good practice in relation to programme delivery, digital transformation and business intelligence. Comprehensive understanding of risk management, data management, network security, business continuity and disaster recovery within the ICT sector including the legislative an regulatory framework in which the group operates.
