4 Colne Recruitment Pack 4 Role profile Building Surveyor Reporting to: Responsible for: Asset Manager Providing a high quality, customer orientated reactive maintenance service to Colne. Contributing to the development of a highly effective and supportive operational service. WHAT IS A BUILDING SURVEYOR AT COLNE HOUSING? Colne is a dynamic, developing housing provider with modern, high quality assets. The Asset Team is responsible for the continuing value and quality of the current assets. The Building Surveyor is the primary individual responsible for asset quality in a defined geographical area. The post holder understands the assets in their area and their typology and future investment needs. The Building Surveyor is the primary point of contact for Colne on matters related to the assets in their area, providing expertise and advice to manage technical issues and forward plan to maintain asset quality. The Building Surveyor will inspect visually and intrusively where required to determine and diagnose required works. They will create drawings where required and either create or obtain cost plans for the any works. The Building Surveyor is responsible for ensuring that: any required works are specified accurately customer needs are taken into account contractors and suppliers are managed effectively through minor works contract management expenditure is managed to provide excellent value for money for Colne. Colne s Building Surveyors are either RICS qualified or on their APC route to qualification. Colne will support Building Surveyors to achieve their RICS qualification. 5 Colne Recruitment Pack 5 Role profile Building Surveyor ROLE REQUIREMENTS The role holder will: Complete property inspections including the identification and categorisation of building condition and defects and the specification of reactive and planned remedial work while exercising technical due diligence. Carry out pre acquisition, stock condition and asset appraisal surveys. Complete inspections and risk assessments of common areas including the identification and categorisation of defects and the specification of reactive and planned remedial work. Raise orders, prepare estimates, specifications, supervise contractors and check and approve accounts and obtain all statutory approvals where needed. Exercise control on day to day expenditure and day works in contracts. Manage, monitor and progress insurance claims, including third party liability and property claims and to carry out inspections and investigations in relation to any insurance claims made by or against Colne. Manage the void property process including inspection, specification, quality control and authorising payment. Ensure responsive maintenance work is recorded in the appropriate format in order to keep Colne s stock condition database up to date. Manage recommendations following risk assessments, legionella inspections, asbestos reports etc. Work with our customers and supporting agencies to specify, procure and deliver adaptations to our properties. Fully investigate requests from our customers to complete their own improvements, providing recommendation for management approval/refusal. Be aware of health and safety regulations and best practice, and to promote them in all areas of work Assist in the management of projects delivering major or cyclical works as directed by the Asset Manager. Demonstrate the highest personal standards of integrity and conduct, upholding all organisational policies and procedures. Undertake other duties as may reasonably be required.

6 Colne Recruitment Pack 6 Role profile Building Surveyor KEY DELIVERABLES Ensuring Colne s compliance with appropriate regulations and legislations in relation to property. Ensuring standard void turnaround times remains at five days. To complete property and site inspections, and to work closely with contractors to ensure at least 90% of our customers are satisfied with our repairs service. To ensure / contribute / lead on the delivery of quality assured, client-focused products and services to meet the agreed requirements of the customer. To exercise control on day to day expenditure and day works in contracts.

8 Colne Recruitment Pack 8 Person specification Criteria Education & Qualifications Minimum level HNC/HND in Building Surveying or Building Studies / Construction or equivalent. CIOB/RICS membership or working towards Evidence of continuing professional development Should hold or be prepared to undertake appropriate training/qualifications in Asbestos Inspection/DDA Auditing/ Fire Risk Assessment/Party Wall work as required. Current valid driving licence and access to a vehicle. Experience, knowledge, understanding Knowledge and understanding of relevant construction/health and safety legislation and regulations. Robust surveying experience across a broad spectrum of surveying work High attention to detail Strong communication skills Experience of procurement and evidence of building successful relationships with contractors Experience of working to tight deadlines and working unsupervised to a high quality A responsive, constructive and flexible attitude towards working arrangements within a team environment. Demonstrate ability and commitment to customer care and experience of working with customers with complex needs A commitment to seeking new ways of working to achieve continuous improvement

9 Colne Recruitment Pack 9 Principal terms and conditions of service Position Salary and benefits Holiday entitlement Working hours Building Surveyor Circa 37,000 per annum 25 days, plus all public holidays and one lieu day at Christmas. Normal hours of work are 35 hours per week based around the usual business working week of Monday to Friday 9am 5pm. However, due to the nature of this post there is a requirement for flexibility in meeting the full responsibilities of the post and this may include occasional evening and weekend work. Location Your normal place of work will be our office at Digby House, Colchester, Essex.
