2 Overview GridLiance and its subsidiary GridLiance High Plains LLC (GridLiance High Plains) will perform an annual system assessment to comply with its Open Access Transmission Tariff Attachment K requirements. This document outlines the 2018 GridLiance High Plains scope and schedule for completing this assessment. This assessment will utilize the GridLiance Local Planning Criteria, in addition to NERC and Southwest Power Pool (SPP) criteria and protocols, to address the unique needs and conditions of the GridLiance High Plains system. As outlined in the GridLiance High Plains Local Planning Process, GridLiance will undertake an annual assessment of the GridLiance High Plains facilities current and expected operations and identify actions needed to: (1) maintain the reliability of the GridLiance High Plains facilities in an economic and environmentally acceptable manner; (2) ensure that the load, transmission, and interconnection needs of GridLiance High Plains and GridLiance High Plains customers are met and services are provided in a manner that treats similarly situated customers comparably; and (3) meet needs driven by public policy requirements established by state or federal laws or regulations. As part of the system assessment, GridLiance will develop a Plan to meet anticipated future transmission needs of its customers who are receiving generator interconnection services and transmission services on or across GridLiance High Plains transmission facilities. The GridLiance High Plains facilities under this study include its 115 and 69 kv Oklahoma panhandle facilities, 69 kv facilities in Nixa, Missouri, and 138 kv Southeast Oklahoma facilities. 4 Modeling Assumptions For this assessment, GridLiance will use the most recent Southwest Power Pool (SPP) Integrated Transmission Planning Near-Term (ITPNT) cases as a study starting point. These cases are released every year and contain existing SPP transmission topology and any upgrades or facilities that have been approved for construction. GridLiance will make modelling changes to accurately reflect the GridLiance High Plains topology and load forecasts as well as recently-announced nearby generation retirements. The updated models will then be used as base cases for this study. Near-term and long-term case years will be studied to account for a variety of system conditions including base case scenarios, which will be the SPP Scenario 0 or BR models, and sensitivities, for example abnormal load growth. GridLiance will also study sensitivity cases with all signed interconnection agreements (IA), all active generation interconnection (GI) queue requests, any known or projected load additions, and any other conditions that are deemed appropriate for planning the GridLiance High Plains system. Since load served from the GridLiance High Plains facilities is at its highest during summer peak conditions, the following years and scenarios will be studied for this assessment: Year Season Scenario 0 Sensitivity Cases Year 1(Current+1) Light load, Summer peak Year 4/5 Summer peak Year 9/10 Summer peak Table 1: Steady State Annual Planning Study Models Study Methodology This study will assess the GridLiance High Plains system performance using its Reliability Criteria 1, in addition to the NERC Reliability Standard TPL and SPP Planning Criteria. Steady state analysis will be conducted under normal operating (P0) conditions and contingency outage events (P1-P7). Local contingencies 69 kv and above defined by GridLiance and contingencies posted by SPP that may impact the GridLiance High Plains system will be included in the steady state analysis. The transmission system is expected to perform reliably under a variety of scenarios while remaining within defined thermal and voltage limits as set forth in GridLiance s Reliability Criteria. 1 GridLiance will monitor transmission facilities 69 kv and above during normal and contingency conditions for the following modelling zones: SPS 1502 and 823 SPA 521 SPRM Find the posted GridLiance Reliability Criteria: Gridliance.com >> Transcos >> GridLiance High Plains >> Transmission >> GridLiance Reliability Criteria. 4 P age

5 WFEC 590 Thermal loading shall not exceed 100% of the normal (Rate A) or contingency (Rate B) rating. Voltage limits will be monitored in accordance with GridLiance Reliability Criteria. 1 Mitigation Any violations identified in the system assessment will be further reviewed to determine if additional studies or plans for mitigation are required. Possible solutions may include transmission expansion projects and facility upgrades. Mitigations will be developed per the guidelines in the GridLiance Reliability Criteria and GridLiance High Plains Local Planning Process. Transmission upgrades will be included in the Plan and posted for stakeholder review. As part of the Plan coordination, stakeholders will have the opportunity to submit ideas and alternatives for consideration. Plan Coordination The annual study will be completed in coordination with its customers and interconnected transmission systems within its study regions. The Connected Systems have been identified as City of Nixa, Missouri, City Utilities of Springfield, Peoples Electric Cooperative, Southwestern Power Administration, Southwestern Public Service Company, Tri-County Electric Cooperative, and Western Farmers Electric Cooperative. GridLiance will develop the Plan, including its scope, assumptions, methodologies, and the milestones for consideration and completion of the Local Planning Process and post all relevant materials and deadlines on its website. GridLiance posted a notice by July 2, 2018 on its website soliciting input on study assumptions, ideas, or needs for the Plan from stakeholders before beginning the annual assessment. After GridLiance initially solicits input on the Plan, GridLiance will make the Plan Development Scope available to stakeholders, which will include deadlines by which stakeholders must submit any data that they believe relevant to the Plan. Stakeholders will have thirty (30) days to review and submit comments on the Plan Development Scope to GridLiance. Within this thirty (30) day window, GridLiance will schedule a stakeholder meeting that will be open to all interested stakeholders and shall provide an opportunity for stakeholders to provide input and review the proposed scope. If GridLiance subsequently makes any material change to the Plan Development Scope, it will post the revised Plan Development Scope for a fifteen (15) day review and comment period before finalizing it. After performing the necessary analysis, GridLiance will prepare a draft of the Plan and post the plan on its website by November Stakeholders will have thirty (30) days to review the draft of the Plan and provide comments to GridLiance. 5 P age

6 Within this thirty (30) day review period, GridLiance will schedule another stakeholder meeting that will be open to all interested stakeholders and shall provide an opportunity for stakeholders to provide input on: (i) study results; (ii) draft Plans; and (iii) coordination with Connected Systems. GridLiance will accept input from any stakeholders participating in the LPP, which may include transmission customers, Connected Systems, providers of demand response to transmission customers, generation providers that are interconnected to GridLiance High Plains system, state and federal utility regulatory agencies, and any other interested persons. GridLiance will respond to suggestions, queries or comments made by stakeholders in an open and transparent manner by providing consolidated responses. If GridLiance makes any material changes to the draft, it will post a revised draft of the Plan for a fifteen (15) day review and comment period before finalizing the Plan.
