2 World Bureau About the organisation Since 1907, ing has been a life-changing experience for millions of young people in 169 National Organisations, many of whom have developed into active citizens and leaders in their communities and around the world. ing provides young people, regardless of their backgrounds, with opportunities to grow, connect and to serve. They participate in programmes, events, activities and projects that contribute to their growth as active citizens. Through these initiatives, young people become agents of positive change who inspire others to take action. Mission The Mission of ing is to contribute to the education of young people, through a value system based on the Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society. Vision By 2023 ing will be the world s leading educational youth movement, enabling 100 million young people to be active citizens creating positive change in their communities and in the world based on shared values. 2 3

3 Strategic Priorities Structure The following Strategic Priorities were adopted at the 40th World Conference in Ljubljana, Slovenia in Youth Engagement - ing should give young people the opportunity to develop skills and knowledge, empowering them to take an active part in the Movement and in their communities. Involvement, recognition and intergenerational exchange are key in providing a framework for our youth members. Educational Methods - The Youth Programme should provide a non-formal learning environment, strengthening the capacity of young people to face the challenges of tomorrow. ing should attract, train and retain quality adult volunteers to deliver the Youth Programme. Diversity & Inclusion - ing should reflect the societies in which it exists and actively work to welcome all individuals without distinction. This diversity should not only be reflected in the membership, but also the methods and programmes used within the Movement. Social Impact - Every should be involved in community service and share their experiences to inspire others. Through activities and projects, s contribute to their communities and become leaders of positive change. Communications & External Relations - ing s profile should accurately portray what we do and why we do it, reflecting our shared values. By using the most impactful methods of communication, and engaging in strategically relevant partnerships, ing should be recognised as the world s leading youth movement. Governance - The governance of WOSM should be transparent, accountable, efficient and clearly linked to its overall strategy, and focused on achieving the mission and vision of the Movement. The roles and responsibilities of the different levels in the organisation should be clearly defined and understood, ensuring a customer-focused approach. In doing so, we ensure high synergy across all levels of WOSM with a high return on investment. The World Bureau (WSB) is the Secretariat of the World Organisation of Movement (WOSM). The Bureau has offices in eight locations (Kuala Lumpur, Malaysia; Geneva, Switzerland; Nairobi, Kenya; Cairo, Egypt; Makati City, The Philippines; Kiev, Ukraine; Brussels, Belgium; and Panama City, Republic of Panama). The legal seat of WSB is in Geneva, Switzerland. The Secretary General s Office is in Kuala Lumpur, Malaysia. The World Organization of the Movement (WOSM) is made up of 169 National Africa 40 NSOs Organizations all over the world, divided into six Regions: Africa, Arab, Asia-Pacific, Eurasia, Europe and Interamerica. The World Conference, which takes place every three years, is the governing body of WOSM. It elects a World, which is the executive body of the organisation. The World Bureau is the secretariat and is headed by a Secretary General. 4 The Role Title: Salary: Global Director of Communications and Partnerships Competitive, with attractive benefits package Contract: 3 years fixed-term contract, renewable Reporting to: Secretary General Location: World Global Support Centre, Kuala Lumpur, Malaysia Background The Global Director of Communications and Partnerships. is responsible for the development and implementation of the World Organization of Movement (WOSM) s communication and strategic engagement plan, including the design of WOSM s advocacy on issues affecting World ing. The Global Director is responsible for the promotion of WOSM s strategic engagements and partnerships and fostering positive relationships with selected partners and media. As the global communication lead for the organization, the Global Director acts as a spokesperson and is responsible for crisis communications as well as managing the internal communications networks. 6 7 Moreover, the Global Director is responsible for managing the Communications and Partnerships Department; one of the four departments of the World Bureau (WSB) Global Support Centre which focuses on WOSM s public profile and strategic engagements to achieve Vision 2023 for ing. The Communications and Partnerships team includes the following units: digital engagement, brand and audio-visual, media relations and content development, and partnerships and advocacy. The Global Director of Communication and Partnerships is a member of the Senior Management Team of the World Bureau.

5 Responsibilities Role requirements: Lead WOSM s Communications and Partnerships function and ensure that the team is managed to effectively implement work plans. This includes managing the brand and intellectual property, partnerships and advocacy, public and media relations, providing graphic design and audio-visual support, and publishing the organisation s content by all appropriate means, including increased use of online social media and mobile communication tools Develop and coordinate WOSM s global communication network to enhance the flow of communication and effectiveness of outreach, reaching out to communication leads in the 169 National Organizations Develop the Partnership and advocacy work of WOSM and increase WOSM s presence and recognition as the leading youth educational movement Enhance and grow WOSM s media outreach, brand and public profile and effectively utilize traditional and new media tools to promote the power of scouting Develop WOSM s crisis communication strategy and provide training and support to WOSM s officials Knowledge and experience Support WOSM volunteer bodies charged with responsibilities in Communications and Partnerships Supervise and manage the outreach efforts to WOSM s networks and manage a special program for influencers Work in close collaboration with the regions in promoting Communications and Partnerships at the regional level and ensure consistent corporate communications across WOSM Assist and support Regions and/or National Organizations/Associations in developing their partnerships and in elaborating and implementing their communication strategies and plans Develop and deliver training programmes and tools related to Communications and Partnerships Advise and assist National Organizations hosting World Events on external relationships and communications plans in connection with such events Ensure that all contractors/agencies engaged to support Communications and Partnerships work are effectively and efficiently managed Effectively contribute to the overall management of the WSB by playing a full and active role as a member of the Senior Management Team Work in close collaboration with World Bureau colleagues in delivering timely and high quality internal communications Undertake other relevant tasks as agreed with the Secretary General from time to time An advanced degree in Communications, Journalism, Public Relations or in another relevant area. Alternatively holding a degree alongside substantial experience in lieu of an Advanced degree Demonstrated senior level experience in a similar role managing communications and partnerships functions with a track-record of developing and managing campaigns at a global or regional level Demonstrated experience in developing partnerships and managing positive relationships with multi-stakeholders Dynamic and pro-active, self-motivated with demonstrated ability to lead across diverse environments Demonstrable experience in leading multicultural teams, with a clear ability to create a strong sense of shared values and highperformance work culture Displays strong commitment and shares WOSM s vision and commitment to education, youth leadership and empowerment Willingness to frequently travel overseas and available to work flexibly to achieve work objectives Experience of working with INGO s would be considered an asset Experience in working with volunteers is preferred 8 9
