PRIMARY PURPOSE OF POSITION: The General Manager Operations is a senior executive position reporting to the Chief Executive Officer whose primary role is to ensure that the marine and logistics operations and services of Port of Townsville Limited s (POTL) ports are efficient, competitive, professional, safe and reliable, with supply chain performance continuously improved to meet the requirements of customers. KEY POSITION RESPONSIBILITIES: 1. Maritime Operations Lead the delivery of effective and efficient maritime operations and port services, including pilotage services, ship scheduling, berth bookings and security services. Ensure that contracted port services (i.e. towage, stevedoring, launch and lines services etc) are effective in the level of service provided, efficiency and cost effectiveness and the adequacy of contract arrangements is regularly reviewed. Ensure that navigational arrangements effectively support current and future vessel requirements, including working closely with Maritime Safety Queensland and other regulatory agencies. Ensure that key performance indicators for marine services are established, benchmarked in terms of efficiency and cost effectiveness and that performance is monitored to enable continuous improvements to be implemented. Ensure robust systems are in place to ensure effective and efficient maritime security including compliance with the Maritime Transport and Offshore Facilities Security Act 2003 (Cwth) and other Federal and State Government requirements. Establish and maintain strong working partnerships with customers, service providers and key stakeholders to ensure effective coordination of marine operations and shipping matters and timely resolution of issues. 2. Supply Chain Logistics Lead the review of whole-of-supply chain operations and the implementation of initiatives to improve coordination and integration across transport modes to achieve efficiencies and transparency. Ensure that key performance indicators for waterside and landside logistics activities are established, benchmarked in terms of efficiency and cost effectiveness and that performance is monitored to enable continuous improvements to be implemented. Ensure that contracted logistics services (i.e. stevedoring, berth operators, transport providers etc) are effective in the level of service provided, efficiency and cost effectiveness and the adequacy of contract arrangements is regularly reviewed. Establish and maintain strong working partnerships with customers, service providers and key stakeholders to ensure effective operations and timely resolution of issues. 3. Safety, Risk & Emergency Response Foster a dynamic safety culture across Port of Townsville Limited (POTL), proactively manage/improve POTL s safety management systems, and to ensure compliance with legislative and organisational requirements. Ensure robust emergency response, disaster recovery and business continuity plans are in place and routinely practiced to effectively manage key risks for POTL s operations. Maintain strong engagement with customers and key stakeholders in managing POTL s response to incidents and events to ensure requirements and response activities are well planned, communicated and appropriate. 3 Work closely with regulatory agencies at all levels, in particular Emergency Services and the Regional Harbour Master, Maritime Safety Queensland, to ensure that POTL s plans and response activities are consistent and aligned. Ensure that marine and logistics operations are undertaken in compliance with relevant safety requirements and work collaboratively with customers, services providers and stakeholders to improve port-wide safety performance. 4. Leadership and Management Contribute to the strategic management of POTL including planning, monitoring business performance and applying consistent, effective best practice internal management practices. Formulate, manage and monitor annual divisional budgets and plans. Provide leadership, management and support to work teams to achieve a positive working environment and culture. Ensure there is an ongoing program for systematically identifying, assessing and managing the risk exposure associated with core activities and individual one off activities. Provide high level professional and technical advice to the Board of Directors, Chief Executive Officer and Senior Executives on maritime and logistics operations matters as required. Manage discrete project activities under the direction of the Chief Executive Officer. 5 Local, State and Federal Governments The Community LIMITS OF AUTHORITY: The General Manager Operations is authorised to:- Undertake all duties as outlined above in accordance with POTL s Corporate Plan, Statement of Corporate Intent, financial objectives and strategies, the annual budget and POTL s policies and Business Management System. Approve expenditure in accordance with the delegation contained in the Delegations Policy. POSITION REQUIREMENTS: Mandatory High level marine, supply chain or logistics qualifications. Extensive experience in the maritime industry and in managing a broad range of operational logistics. Detailed knowledge of current logistics practices and relationships across sea, rail and road freight transport modes and intermodal supply chain components. Demonstrated professional and technical experience and success in managing a broad range of operational functions and services in a relevant industry. Significant experience in leading and managing the development and implementation of strategic organisational plans and strategies to achieve business performance improvements. High level experience with budgeting, government policies and procedures or the ability to rapidly acquire knowledge and understanding of budgeting, government policies, and procedures. Demonstrated understanding of port security and shipping requirements and relevant legislation. Demonstrated knowledge of legislation and standards that apply to Work Health and Safety. Demonstrated knowledge of contract management principles and experience in negotiating operational services contracts. Demonstrated superior level of leadership and management skills with an ability to shape strategic thinking and achieve results. Experience in emergency response planning, incident response, disaster recovery and business continuity planning. Superior communication and negotiation skills, including the ability to influence and gain credibility with a wide range of stakeholders. High level computer skills in Microsoft Office applications (e.g. Word, Excel, PowerPoint). Desirable Master Class 1 or Engineer Class 1 Certificate of Competency or equivalent Demonstrated experience in developing, co-ordinating and implementing plans, policies and procedures in support of organisational strategic objectives Work Health and Safety All employees have an obligation to comply with the Work Health and Safety Act, POTL s Work Health and Safety policies, procedures and instructions to ensure a safe workplace. 7 SELECTION CRITERIA: Essential SC1 High level marine, engineering or logistics qualifications coupled with extensive knowledge of and experience in the maritime industry and in managing a broad range of operational logistics. SC2 A thorough understanding of complex supply chains and proven experience in developing and implementing initiatives across transport modes to improve coordination, efficiency and transparency, including establishing and benchmarking against key performance indicators. SC3 Exceptional leadership and communication skills including the ability to translate complex and technical issues to diverse audiences, shape strategic thinking and to build strong relationships with customers and key stakeholders to deliver collaborative outcomes. SC4 Superior negotiation skills and proven record of success in negotiating operational services contracts that deliver improvements against key performance indicators. SC5 Demonstrated experience in managing shipping and logistics operations in a safe and reliable manner, including a detailed understanding of emergency response planning, incident response, disaster recovery and business continuity and the relevant industry legislation and standards.
