1 Position title: Status: Location: RTO TRAINING MANAGER FULL TIME As required Classification level: SACS Level 6 Award Reporting to: Social, Community, Home Care and Disability Services Industry Award 2010 CEO Date Approved: 10 April 2018 WORKING ENVIRONMENT Code of Conduct All employees must abide by the Organisational Code of Conduct and work within the philosophy and mission of the organisation. Employees are expected to represent and promote the organisation, and to set a positive work-role example to clients. Dress and presentation should be business-like and professional according to their area of involvement. From time to time it may be necessary for Supervisors to work outside the nominal hours to meet the needs of the organisation. The Organisation The organisation delivers training and learning development to clients who have identified disabilities. These may include intellectual disabilities, psychiatric disabilities, other learning or behavioural issues, or physical disabilities. Clients may represent or identify with marginalised groups in the community. An inherent requirement of the job role is a willingness and ability to communicate with, and support, the clients of the organisation. As a funded service provider by the National Disability Insurance Scheme (NDIS) and Disability and Community Services (DCS), the organisation has a number of obligations in relation to service delivery. Staff members are responsible for ensuring that service delivery to participants is consistent with the requirements under the Tasmanian Disability Services Act 2011 and other relevant legislation, and the organisation s Service Agreement with the NDIS and DCS. The primary St Michael s Association Inc campus is located at Newstead, although training and support is routinely offered in off-site locations. The incumbent may be required to travel frequently to regional areas, and occasionally to Hobart and interstate areas. As a Registered Training Organisation the association has a number of obligations in relation to service delivery. Training staff are responsible for ensuring that training is delivered in accordance with these obligations, including participating in professional development as may be required from time to time. 2 Occupational Health and Safety: As an employee, you must be aware of and comply with requirements of the relevant Workplace Health and Safety legislation and associated regulations. This includes taking responsibility for your own health and safety and that of others in the workplace and complying with the Organisations occupational health and safety policies and procedures. Performance Review: A Performance Review will be conducted using the Association s performance management process as outlined in the policy PHRM01 Staffing. POSITION SUMMARY The RTO TRAINING MANAGER is responsible to the CEO for the management of St Michaels Skills Tasmania Endorsed Registered Training Organisation (RTO). SERVICE OBJECTIVES To work with the CEO and senior management team to plan, develop, implement, monitor, assess and review the strategic and business plans of the organisation. Perform other duties relevant to the position which may be required by the Board to achieve the strategic plan of the organisation. For example: future, preparation for and administration of the process for accreditation of the organisation to ISO The employee is expected to operate with: A high level of commitment Efficient follow through of any tasks until completion or as otherwise agreed with by the CEO Consideration, understanding and respect for clients and their families An understanding of the need for consultation, where relevant, and in collaboration with colleagues, managers, external partners and other staff An appreciation of the necessity to use initiative and find positive solutions in response to identified needs An ability to utilise resources of the Association to effectively provide facilities and training support for staff, clients, families, carers and stake holders Page 2 of 5

3 LEVEL OF RESPONSIBILITY The RTO TRAINING MANAGER is responsible to the CEO for: As applied to the RTO: Partnering with external stakeholders regarding employee training needs Organizing, developing and/or sourcing training programs to meet specific training needs Liaison with subject matter experts regarding instructional design Developing training aids such as manuals and handbooks Presenting training programs using recognized training techniques and tools Facilitating learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching Applying assessment tools to measure training effectiveness Tracking and reporting on training outcomes Evaluating and making recommendations on training material and methodology Overseeing logistics for training activities including venues and equipment Managing and maintaining in-house training facilities and equipment Keeping current on training design and methodology REGISTERED TRAINING ORGANISATION: Leading and administering the day-to-day activities of the RTO, staff and partners / contractors Enrolling students, and delivering training and assessment in accordance with the training program and the organisation s obligations as an RTO Initiating and managing tasks and allocated resources Researching and identifying opportunities for improvement. Taking responsibility for the submission of funding opportunities and the implementation of quality improvement initiatives Ensuring that all work is undertaken according to safe working practices and in accordance with the stated OHS responsibilities SUPERVISION An employee at this level works under general direction and operates within established routines, methods, standards and procedures. There is scope to contribute to the development of work methods and the setting of outcomes, and the incumbent is expected to exercise initiative in the application of established work procedures and to be responsible for managing time, planning and organising their own work. A Manager at this level is expected to manage time, setting of priorities, planning and organising their own work and that of lower classified staff and/or volunteers who report to them. Page 3 of 5

4 KEY TASKS AND DUTIES (including Key Competencies and Performance Indicators) Be responsible for providing support to the CEO including: 1. Lead and Administrate all aspects of the RTO, scope, audits, policy development, database administration, liaison with Skills Tasmania and other training customers, reporting, drive the Innovative Partnerships Network, liaise with contract trainers, liaise with member organisations, manage an allocated RTO budget. 2. Establish, maintain and risk control the RTO s compliance requirements to ensure adherence to ASQA and AQTF guidelines, procedures and policy. Solutions to non-compliance are identified and corrective actions to rectify/eliminate non-compliance are put in place. 3. Compliance as above is not limited to key areas such as Training And Assessment Strategies, Validation of Assessment and or Moderation of Assessment but to the compliance as a whole. AVETMISS compliant recording through student management system Submitting of claims through Laurel payment system on a timely basis EDUCATION AND QUALIFICATIONS Essential Certificate IV Training and Assessment (TAE40110) or higher Certificate or higher in discipline to deliver Vocational Education and Training Experience with instruction or training Desirable Knowledge of adult instructional and learning theory and principles Knowledge of instructional design Knowledge of training methodologies Knowledge of learning management systems Knowledge of competency assessment Knowledge of student management systems inc Vettrak Page 4 of 5

5 OTHER REQUIREMENTS Current unrestricted Tasmanian driver s license Current Level 2 Senior First Aid Required to provide a satisfactory National Police Check and Working with Children Check Provision of a satisfactory pre employment medical report Satisfactory reference checks SELECTION CRITERIA 1. Experience in contemporary industry and training practices 2. Experience in workforce development in an organisational Learning and Development role as it applies to workforce training needs analysis. 3. Demonstrated ability to administer/co-ordinate an RTO and to teach in a competent manner with a sound understanding of basic teaching philosophies and the ability to adopt new teaching strategies and delivery techniques 4. Effective interpersonal skills, as well as significant written and verbal communication skills, so as to significantly contribute to the management team 5. Demonstrated ability to use office IT systems and applications 6. Demonstrated ability to oversee continuous improvement in the workplace 7. Demonstrated empathy and understanding of issues related to people with a disability, and an ability to communicate with the clients of the Association 8. Ability to represent the organisation to external and internal stakeholders 9. Willingness and ability to comply with and support the policies and practices of the organisation 10.
