6 What are the Reforms? Standards designed by employers will replace existing Frameworks in England New standards will be clear and concise, written by employers and no more than a few pages long All Apprenticeships will have an end-point assessment Apprenticeships will be graded for the first time All Apprenticeships will last a minimum of 12 months Minimum proportion of time for training on and off-thejob Independent Assessment External Quality Assurance (EQA) organisation

7 Legal Position Enterprise Act 2016 Sets up the Institute for Apprenticeships (IfA) Apprenticeship standards, assessment plans & QA of assessment Approve standards and plans prepared by IfA groups Ensure evaluations are carried out on the quality of apprenticeship assessments corrective powers Approve an independent third party (AAO) for the examination (EPA) for each new standard and assessment plan before it becomes operational Review at regular intervals standards and assessment plans and withdraw or revision Maintain & publish a list of standards and assessment plans

8 Legal Position Training Organisations (TOs) There will be a register for training providers for each Standard Will have to apply for Apprenticeships Changes with sub-contracting arrangements This will be quality assured on an on-going basis Apprentice Assessment Organisations (AAOs) There will be a register for AAOs for each standard (RoAAOs) Very few AAOs approved for standards at the moment 9 AOs, 1 ex-ssc, 1 employer and 2 training providers This will be quality assured on an on-going basis

9 Numbers and Dates Numbers: Europe and other countries standards, excludes degrees and certain sectors more generic less specific SASE Framework Job Roles 1,700 (Construction 88 no. L5) Estimated number of reformed Apprenticeship Standards (incl. L5- L7) 2-2,500 may be more Apprenticeship Standards in development or ready no. Apprenticeship Standards list as ready for delivery early April - 89 no. Standards, Assessment Plan and in some cases Cap Apprenticeship Standards with an AAO i.e. fully ready for delivery at April no. [Enterprise Bill states must have AAO] Delivery Dates: 1 September 2016 first major batch of delivery planned to start 2 January 2017 DAS - first basic version for employers 1 April 2017 Levy and digital vouchers commence

10 Apprenticeship Levy 0.5% for companies with a payroll of 3 million and over Eventually all employers in scope Levy will be payable on a monthly basis of 250k payroll and above NB seasonable companies adversely effected 15k is a tax allowance Into force on 6 April 2017 Allowable against corporation tax Must spend within 18 months UK wide policy and will affect international employees taxed in the UK proportion will go to NI, Scotland and Wales Employers must negotiate contracts with Training Providers for post 6/4/17 Co-payment and co-investment for Levy employers

Still considering SME incentives, English & maths No difference for apprentices as adult Already impacting companies behaviour SMEs concerns still not clear more information due in June Could change in the future e.g. o Higher % take o Lowering of the 3 million floor CITB and ECITB Levy remains to 2018 for CITB large companies likely to be given a credit note against the Apprenticeship Levy payment Employer guide still has issues to be resolved e.g. SMEs, supply chain and ATA now due in June 2016

14 Process 2016/17 This will change, but the current process is similar to that for a qualification and existing SASE apprenticeship Employer finds a Training Provider and tells them which Assessment Organisation they want and pays the employers contribution Training Provider (either direct or through a Lead Provider) registers the apprentices for funding with the SFA. Training Provider can only select an AAO that is on the RoAAOs. Include separately costs of assessment Training Provider registers the apprentices with us as learners against the apprenticeship standard Centre Approval and a new Apprenticeship Contract

20 Assessment Property Maintenance Operative - EPA Formative: o Log book/portfolio of evidence o Research project (graded Pass/Distinction/Fail) EPA days structure and timetabled up to 6 per-day o Structure set of on-line examination (90 mins) with question bank multiple choice (graded) o Practical test 6 task 5 hours (graded) such as: Cut and install a length of architrave (30mins) Replace a WC cistern syphon (30mins) o Interview structured set of questions related to the practical exercise approx. 20 mins o Assessor guidance o Qualification optional

22 Operations We will set Windows during the year when the Gateways and the End Assessments can be done The Gateway will have to be booked both the examination and the visit for the EV and Portfolio review process The End-Point Assessment will also have to be booked at run at an agreed Test Centre Test Centres are likely to be located at key Training Provider premises A cohort will be assessed on a set day, with a person that is an exams invigilator and a specialist industry assessor
