2 Slide 4 Our Mandate Develop a workable model Establish a regulation to support this model Slide 5 The Regulation Operator certification On and after July 1, 2007, a mobile crane, tower crane or boom truck must be operated only (a) by a person with a valid operator's certificate issued by a person acceptable to the Board, and (b) in accordance with any conditions stipulated on the certificate. [Enacted by B.C. Reg. 243/2006, effective January 1, 2007.] Slide 6 Foundational Concepts The goal of the project has been to develop and deliver a process for documented proof of competency that is MEANINGFUL ENFORCEABLE ACCESSIBLE for all stakeholders.

5 Slide 13 Level A Certification Journeyperson This is the highest level of certification and is achieved by successfully completing both theory and practical assessments. Full scope operator Level B Certification In Progress or Training Permits operation of a crane with certain restrictions valid for 1 year Indirect supervision available at all times - and is primarily used by trainees and apprentices who are working toward their Level A certification. Level C Certification Probation Period Individuals learning to operate a crane in a directly supervised environment who have no previous crane operating experience and is valid for 60 days. Direct supervision Brand new operators on other machine types will also use this where they and their employer are unsure if the operating role will be a 'fit' for the individual - Level C requires minimal investment should the operator candidate not prove suited to crane operation. Level D Certification Not Full Scope This certification is held by the employer on behalf of the individual operator Intended for operators that are not full scope Do not use the crane on a regular full time basis. Can only be used on single employer worksites. The application process requires the employer to attest to the competence of the operator. No practical assessment is required. Pre-operational inspection Use of company specific inspection is fine 4. Crane Set-up 5.
