2 DCEO s Workforce Innovation Fund grant from the Department of Labor Title: Illinois Pathways Initiative: Moving Regional Sector Partnerships to Scale in Manufacturing The goal of the project is to develop, evaluate and sustain regional manufacturing partnerships that coordinate state economic development, workforce and education resources to meet the immediate needs of employers and job seekers Can programs work together to find a better way to improve the quality of the workforce and help employers and individuals? 5 Timeline and RFA Specifics - Intent to apply due January 28, RFA due February 18, May-June, grants are issued - Performance Period: 2 years from grant start (May 2015) - Formal Evaluation: 1 year after grant ends $6.4 million will be awarded across the state Serve WIA eligible Adults or Dislocated Workers across the state Braided funding and 20% leveraged resources 5

6 Current Manufacturing Initiatives around Cook County INAM (Illinois Network for Advanced Manufacturing) is a consortium of over 20 community colleges led by William Rainey Harper College. $12.9 million to expand manufacturing training programs across the state of Illinois Illinois STEM learning exchange $2.3 Million in federal funds, with an additional $8 million in leveraged business resources Austin Innovation Park $1.25 M for Training and R&D supported by Mayor, firms and Chicago Federation of Labor South Side of Cook County: CGMP Calumet Green Manufacturing Partnership: A collaborative of trainers, employers, and job developers North Side of Cook County: MCIP (Manufacturing Careers Internship Program) Two Manufacturing Sector Centers: 1. Manufacturing Works (Chicago) 2. Symbol Training Institute (Skokie/ Northern Cook County)

7 The Current Model Bridge Program Usually composed of reading, math, measurement, and safety. Many Programs already incorporate Quality Control principles Advanced Training Curriculum is usually multi-leveled: ranging from skills for entry level employment to advanced careers in manufacturing Job Placement Most placements are in entrylevel jobs (Quality Control or Inspection). Employer does inhouse training even if people receive schooling/ training/ certification. Despite multi-level training, participants are usually placed in entry-level employment. For example, someone that receives a CNC bridge, operation, set-up, and programming training is placed in entry level Quality Control or Inspection.

8 Proposed Accelerated Model Bridge/ Basic Occupational Training (15 Weeks?) Screening and Assessment happens at this level Curriculum: - 50% Quality Control/ Inspection Training. Some instruction is delivered electronically to ensure people have computer skills. Possible credential: 1. MSSC: Production Certification (CPT) 2. NIMS: Measurements, Materials, and Safety - 50% is Job Readiness Training founded on principles of entrepreneurial leadership, diversity training, customer service, and professionalism Job Placement & OJT (Job Brokers) OJT is used to ensure further training once employed With OJT, WIA candidate is placed in employment sooner and still received company specific training Job Brokers translate the needs of employers into curriculum development Advanced Training Workers have the option to go back to school and enroll in an INAM track (Mechatronics, Precision Machining, Metal Fabrication, or Supply Chain Management). Manufacturers may provide some tuition reimbursement for employees they recommend for further training (those that don t qualify for FAFSA) Prior Learning Assessments (PLA/ credit by portfolio) are used to ensure people are placed directly into hands-on training

9 Partner Roles in Accelerated Program 1. Bridge/ Basic Occupational Manufacturing Training Organizations and/or schools that have at least 3 years experience in delivering manufacturing bridge and/or training programs AND have capacity to deliver cohorts of Quality Control accelerated training 2. Job Brokers: Organizations that have portfolios of manufacturers, have at least 3 years experience of delivering TA assistance to manufacturing clients AND have demonstrated capacity to perform job placement and administration of OJT 3. Advanced Training Institutions: Training institutions, schools, or colleges that have established advanced manufacturing trainings or courses and offer credentials of economic value. Preferably a trainer/school/college that has close connections to manufacturers and place graduates in advanced manufacturing jobs

10 Role of Bridge / Occupational Manufacturing Trainers Deliver 15 week bridge/ basic training program in Quality Control/ Inspection followed by credentialing or certification 50% of curriculum will be Job Readiness Training based on principles of entrepreneurial leadership, diversity training, customer service, and professionalism Recruit and screen potential WIA candidates Implement random assignment as determined by DOL evaluator

11 Role of Job Broker Partners Carry out Job Placements on behalf of training institutions Advise employers of graduating cohorts Advise training institutions of changes in industry that affect curriculum Administer OJT placements (pitch OJT as employer incentive to hire graduates)

12 Role of Advanced Training Institutions Recruit program participants as continuing students Offer specialized incumbent worker training to employers Make changes to curriculum to meet changes in industry Accept students prior learning assessment portfolio
