2 CHALLENGES & OPPORTUNITIES Challenges: The current Nevada workforce is not adequately prepared for the New Nevada economy. Opportunities: The New Nevada economy requires a diverse and highly-skilled workforce. Nevada has the lowest high school graduation rate in the nation. Only 11 percent of those who do graduate are college ready. Approximately 375,000 Nevadans in the workforce do not have a high school diploma. Only 30 percent of Nevadans aged have some level of postsecondary education. Many Nevadans face barriers to full employment as a disability or re-entry after military service, industry disruption, or incarceration. A 2013 study from Oxford U predicted that up to 47% of U.S. Jobs will computerized in the next years According to National Skills Coalition, 49% of all NV jobs are middle skill by 2020 By 2025, roughly 60 percent of jobs in the Silver State will require a level of education beyond a high school diploma. New technologies: cloud computing, big data, IoT, Deloitte study looking at 140 year of tech ( ) tech has broadly been a job-creating machine Economic strategy Institute 15 million net jobs due to tech Job Openings by Skill Level, Nevada High-skill Middle-Skill Low-Skill

13 Biennial Budget Transfer the Nevada P20 Workforce Reporting (NPWR) (BA 3270) from DETR to OWINN E Funds travel for the Nevada Data Governance Committee comprised of key personnel from current participating agencies (NDE, NSHE, and DETR) tasked with managing and safe guarding NPWR data - $11,200 in FY 18 and $11,480 in FY 19 E227 - Funds the Business Intelligence reports and analytics program to increase capabilities of the system - $246,346 in FY 18 and $23,176 in FY 19 E Provides funding for planning of potential partners for sharing of de-aggregated data - $250,000 in FY 18 and $250,000 in FY19 E Reclassifies an existing IT Professional position to a non-classified Policy Analyst position

14 Key Accomplishments 1. OWINN provided technical, strategic, and editing support to NDE on their successful $2 million New Skills For Youth grant. The NSFY is an initiative by JP Morgan Chase and the Council of Chief State Schools Office to enhance K-12 career readiness. 2. OWINN planned and coordinated all 8 of the GWDB Industry Sector Councils and acquired information and insight on Nevada s top in-demand occupations and skills. Working with GOED and DETR, OWINN published the 2017 In-demand Occupations and Insights report. 3. OWINN authored the largest statewide survey on barriers youth and young adults face to training and employment. The survey garnered 782 web response from year old Nevadans and included focus groups in Clark County, Elko, and Carson City, as well as over two dozen individual conversations with Nevada s young adults. 4. The State Board of Education and the Board of Regents passed a joint resolution in support of the integrated LEAP and CTE Credit career pathways framework created by OWINN and GOED. 5. OWINN is providing strategic leadership on the $799,765 Apprenticeship USA State Expansion Grant awarded by DOL. The grant will be used to fund the Technical Readiness and Apprenticeship (TRAIN) project, a statewide effort to align programs, effectively utilize and interpret data, and reduce barriers to education, literacy, and training through Registered Apprenticeships.
