Specific objectives include the development of a strong pipeline of projects under the umbrella of the Bank s Job creation initiative for at least 15 Bank s Regional Member Countries. The scoping exercises aims to learn lessons on best and scalable practices at country level. The junior consultant will also support other activities which has a focus on job creation. 2 ANNEX 1: TERMS OF REFERENCE JUNIOR CONSULTANT TO SUPPORT THE OPERATIONALIZATION OF THE JOBS FOR YOUTH IN AFRICA STRATEGY 1. Introduction Africa s youth story should be significantly changed and hopeful over coming decades. Youth unemployment and underemployment are some of the key development challenges, but these are particularly critical to Africa in that the continent is on the verge of a demographic transition. About 70% of Africans are under the age of 30 and 50% of the world s youth will be African over the next three decades. Unfortunately, majority of these youth are unemployed and given the recent demographic trends, the pressure to create new jobs will only increase over the coming decades. Unemployment has created growing disillusionment and frustration amongst the youth, some of whom resort to illegal migration or criminal activities in search of alternatives. In response to this crisis, the African Development Bank has elaborated a Jobs for Youth in Africa (JfYA) Initiative. This initiative responds to the priorities in Bank s Ten Year Strategy and the New Corporate Priorities. Creating productive jobs for the youth would improve their living conditions and enhance their engagement in Africa s growth and economic transformation. This investment in the youth will help improve the living conditions of people in Africa, while providing the needed human capital to transform Africa s energy, agriculture, industrialization and regional integration efforts as outlined in action point agenda of cooperate priorities. The initiative on youth employment is expected to be launched during the Bank s annual meetings scheduled in May, 2016, to pave the way for its implementation. In support of operationalization of the initiative, the Bank is seeking the services of a junior consultant to support related activities. 2. Scope and objectives of the assignment 2.1.Objectives of the assignment The objective of this assignment is to support the operationalization of the JfYA initiative. Specific objectives include the development of a strong pipeline of projects under the umbrella of the Bank s Job creation initiative for at least 15 Bank s Regional Member Countries. The scoping exercises aims to learn lessons on best and scalable practices at country level. The junior consultant will also initiatives which have a focus on job creation. The junior consultant will work closely with the Department for Human and Social Development and will further help coordinate at Bank wide level and across the Bank s task force on Jobs for Youth. 2.2.Scope of the assignment To achieve this objective, the junior consultant will undertake specific tasks including but not limited to the following: Support the mapping of the relevant country policies related to youth employment (labour market policies, sectoral policies, investment policies, etc.) through consultation dialogue

3 with keys stakeholders such as governments, private sector and the Bank staff working on the Jobs for Youth in Africa Strategy in the selected member countries; Support the mapping of programmes and projects targeting youth employment (Active Labour Market Programmes); Support the design of draft synthesis of findings and proposals for each country relaying potential and results oriented interventions of relevance for consideration by the Bank at country level and regional level as necessary. The template will include the following information: project description, project rationale and objectives, Category of beneficiary youth/women, targeted results, and regions of intervention, implementation process/timeframe, estimated budget and potential partners. Support feasibility studies for each project to be developed under the umbrella of the initiative by working closely with the government, civil society organizations, youth groups and other development partners in the country; Support the activities related to the implementation of the investment facility; Support the preparation of the appraisal reports of all the identified projects. undertake activities to better coordinate the proposed interventions Intense monitoring of activities and reporting. 3. Qualifications and experience The Consultant must have the following qualifications and experience: Graduate Degree (Masters or equivalent) in economics, social sciences, education or other relevant discipline. At least 2 years of experience related to African labour market or youth unemployment or issues analysis. Less than 32 years age. Experience working with international organizations, government and civil society organizations in the field of employment. Previous experience in consultancies with donor agencies in relevant tasks is preferable. Working level knowledge of the Bank s processes and standard software (Word, Excel, Access, PowerPoint and web tools). Demonstrated ability of problem solving, team work, responsibility and to work under tight deadlines. Working level knowledge of English or French languages and practical knowledge of the other language. 4. Duration of the assignment The Consultancy shall cover a six calendar month period commencing in May 2016.

Deliverables The Junior Consultant shall work closely with the OSHD Youth Employment Team and would be required to assist in the development, delivery, and administration of operationalising the youth employment strategy. The junior consultant shall support the delivery of the following outputs: Development of Pipeline of flagship projects Research reports Delivery of project cycle documents, specifically relating to identification, preparation and appraisal processes Compilation and publication issues Other outputs as seen appropriate 6. Reporting The consultant shall work in close liaison with the Youth Employment Team and under the general supervision of the OSHD 1 Manager. The consultant shall submit a monthly report progress report on expected deliverables. 7. Remuneration The consultant shall be paid in accordance with the established rules and procedures of the Bank s procurement rules regarding Junior consultant.
