1 Estates and Facilities Division The Post HEALTH, SAFETY AND RISK MANAGER REF: ALC625 The postholder will lead on setting the strategic direction for health and safety and risk management within the Estates and Facilities Division. Working closely with senior management and Heads of Department, the postholder will develop policies and establish performance standards for the Division. The precise duties will be agreed in discussion with the Manager. Person Specification The person specification for this post is attached as Appendix B. GENERAL Salary Salary will be 40,082 to 46,414 per annum, on Grade 8 on the single salary spine. The normal expectation is that starting salary will be at the minimum of the advertised salary scale. Starting date The post is available from 1 October 2016 on an indefinite, full-time basis. Terms and Conditions of Appointment Full details of terms and conditions of employment for Administrative Staff will be made available to the candidate to whom the appointment is offered.

2 Relocation Expenses Relocation expenses are reimbursable under certain conditions. Residence The University is strongly committed to providing an excellent student experience and research environment, and it is expected that all staff will be available on campus to carry out their duties during the working week in support of these goals. Absences for significant periods are by agreement with the Head of School or Head of Division. Annual Leave Entitlement There is an annual holiday entitlement of six weeks plus statutory (8 days) and customary (6 days) holidays. Superannuation The post is superannuable under the Universities Superannuation Scheme. 5 APPENDIX A JOB DESCRIPTION REF: ALC625 Job Title Division: Health, Safety and Risk Manager Estates and Facilities Division Grade: 8 Reporting to Assistant Director - Estates Finance, Risk and Administration Job Function/Purpose The Health, Safety and Risk Manager has a leading role in setting the strategic direction for health and safety and risk management within the Estates and Facilities Division. Working closely with senior management, heads of department, the Estates Compliance Manager and the University s Safety Services the position ensures the development and promotion of a positive and visible safety culture within the Estates Division. Acting as an independent and objective body that reviews and evaluates risks and concerns within the Estates and Facilities Division, the role requires an individual with demonstrable experience and skills in managing health, safety and risk in a corporate environment. Main Duties and Responsibilities: Lead on the Division s health and safety strategy, including the development of policy and establishment of performance standards for the Division via policies, practices and procedures. Establish and facilitate Divisional Health and Safety Committee meetings to ensure key information is discussed and appropriate decisions are made Develop, set up and maintain suitable health and safety management systems based on the principles of ISO to demonstrate continuous ongoing improvement in compliance. Create a climate in which safety has a high value, is regularly promoted and where individuals are clear about their responsibilities and safety objectives within the Division. Keep up to date with relevant health & safety legislation and best practice and provide regular updates for managers as appropriate. Ensure that all incidents and near misses related to Estates Division staff are reported and investigated to prevent recurrence. Feedback results to senior managers, heads of department and safety committees as best practice. Identify opportunities for continuous safety improvement within the Division and assist the Managers and Senior Management Team in their implementation.

6 To be a key point of contact and to liaise with external bodies such as local authorities, the HSE and specialist groups on health and safety issues. Set up a programme of internal monitoring of health, safety and risk within the Estates Division and complete audits of external companies that are working for UEA to ensure compliance with relevant health and safety legislation. Provide guidance to managers regarding health and safety risks to their staff, identify subsequent training requirements and design and develop suitable training to meet those needs in liaison with USS. Report directly to the senior management team any significant issues that are not being addressed and potentially put the University at risk. Develop and establish a robust system for the identification and control of all risk categories relevant to the Division. Guide and support managers across the Division to ensure risks are regularly monitored, recorded and managed appropriately. Co-ordinate with central teams, including University Safety Services, to ensure divisional risks are robustly consolidated into central University risk registers. Establish and facilitate Divisional Risk Management Committee meetings to ensure key information is discussed and appropriate decisions are made. Other responsibilities: Develop good working relationships with key teams within the UEA in order to both understand and influence central approaches to health, safety and risk. Produce management reports and statistics as required. To advise and provide guidance on operational matters as appropriate. Any other tasks commensurate with the grade. August 2016

7 PERSON SPECIFICATION APPENDIX B Job Title: Division: Health, Safety and Risk Manager (Ref: ALC625) Estates and Facilities Division A variety of assessment methods will be used as part of the selection process; this will include short listing against the application form, and an interview and may include a technical test and/or presentation. Criteria Essential Desirable Education, experience and achievements Skills and knowledge 1. Demonstrable experience in a corporate health and safety compliance management role. 2. NEBOSH Diploma or equivalent H&S qualification. 3. Knowledge and practical experience of risk management in a large and diverse organisation 4. Experience in delivering training to a variety of audiences. 5. CMIOSH or working towards. 6. Experience of receiving and investigating incident reports to identify root causes, ensuring suitable remedial action is taken. 7. Significant experience of undertaking health and safety audits and producing high quality associated documentation. 12. Excellent written and verbal communication skills in the English language. 13. Excellent interpersonal skills able to develop mutual trust and positive, open relationships with key members of the University staff, students, colleagues, consultants and relevant authorities. 14.
