To ensure that the Geospatial team meets its potential as a support service. Also exists to provide effective decision making information to the organisation. Weekly Key result areas The job encompasses the following major functions or key result areas: Geospatial systems Business support Project and planning management Knowledge sharing People management Relationship management Corporate contribution The requirements in the above key result areas are broadly identified below: (jobholder is responsible for) 1 Geospatial systems Coordinate an effective, efficient and robust Geospatial service to internal and external clients and deliver specialist Geospatial advice and information for Councils. Manage and maintain Geospatial datasets, ensuring that restrictions, copyrights and license agreements are acknowledged and adhered to. Accountable for robust Geospatial data capture, collection and management. Analysis of data is traceable and presented using appropriate visualisation techniques and tools. Demonstrate, promote and contribute to Spatial Industry best practice. Oversee the design, schedule, budget and implementation enhancements to GIS systems and software applications, including database design and administration. Accountable for quality technical documentation on Geospatial systems and applications. Undertake other relevant duties in the field of Information Services as directed by the Regional Geospatial Manager. Key accountability measures (jobholder is successful when) Geospatial services provided to stakeholders is conducted efficiently and effectively by meeting deadlines and customer needs. A high quality of customer service is maintained. Council geospatial datasets are managed appropriately and maintained on a timely basis, adhering to quality standards. All copyrights and license agreements are acknowledged and adhered to. Geospatial data is captured, collected and managed in line with relevant specifications. Spatial data is easily discoverable. Data is presented appropriately to meet the customer needs. Deliverables can be audited to establish data sources. Industry and sector best practice is used when available; developed and shared when lacking. New technology is evaluated and implemented to empower business. Business as usual is not affected by system failure or administration tasks. Documentation can be confidently used to manage and administer Geospatial activities and applications. 3 (jobholder is responsible for) 2 Business Support Responsible for promoting the training and support for GIS use across and beyond the organisation. Ensure a high level of technical Geospatial advice and input is provided into other internal and external project teams. Ensure the analysis and user requirements for tasks and projects requiring Geospatial is fit for purpose. Responsible for the production of data, maps and reports for internal and external clients that meet customer needs whilst meeting internal performance measures. 3 Project and planning management Develop, implement and monitor the Geospatial aspects of the Activity Plan. Manage projects adhering to the defined Project Management standards. Ensure projects meet time, quality and budget objectives and deliver intended benefits. Develop Geospatial Strategy and monitor progress. Review and update regularly. Negotiate and manage contracts for Geospatial services. 4 Knowledge sharing Share knowledge and provide technical guidance to colleagues in new/existing technologies. Responsible for ensuring the team has the sufficient skills and experience to provide Geospatial services. 5 People management Provide leadership, support and development for your team through; setting clear and consistent standards, developing and empowering others, building commitment and trust with your people, addressing performance related issues, managing conflict and building effective teams. Effectively lead the team in its support of the executive and delivery of agreed programmes and services. Key accountability measures (jobholder is successful when) appropriate standards. Training and support meets customer requirements and training material is maintained. Proactive support of customers is provided. Geospatial advice and standards are available and publicised. New developments and implementations are provided in a timely and professional manner. Geospatial stays current with technical advances and version releases. Customer requests and requirements are delivered to the required timeliness and accuracy standards. Jobs are managed and customers are kept informed of progress. Geospatial activity aligns with organisational plans and strategies. Projects are managed using agreed Project Management methodologies. Projects are initiated, managed and delivered within designated timeframe, budget and deliver intended benefits. Projects are specified to deliver their objectives returning best value for investment and effort. Geospatial in the Bay of Plenty has a strategy and direction which is communicated and acted upon. Contracts for Geospatial services are negotiated and managed to deliver best value for money whilst maintaining high service levels. Industry trends and technology developments are monitored, investigated and implemented when appropriate Development plans are in place and supported for all team members. Meaningful performance reviews are held in line with defined Performance Management Policy. Development plans are in place and supported for all team members. Support the Regional Geospatial Manager by identifying, promoting and delivering shared services with other organisations. Actively promote the Council's profile at appropriate conferences, seminars and other events. Actively promote the role, power and purpose of Geospatial so that it is well utilised both within and external to the organisation 7 Corporate contribution Promote the implementation of the Corporate Culture Statement, Leadership Model and Health and Safety Systems. Recognise individual responsibility for Workplace Health and Safety under the Health and Safety in Employment Act Meet the statutory responsibilities detailed in the Information Management Policy and Procedures standard. Meet Bay of Plenty Regional Council s statutory responsibilities for civil defence and emergency management. Effective, professional relationships and partnerships are developed and maintained with internal and external contacts. Shared services opportunities are identified, assessed and exploited. Professional image is conveyed in all forums. Awareness and utilisation of Geospatial services continually grows inside Council. Organisational use of GIS and geospatial services increases. Participate in any wellness programmes, such as stress management training and health monitoring. Council records are created and maintained in corporate information systems, meeting specified information management standards. Participate in any civil defence and emergency management training initiatives and assist with any civil defence emergencies, as part of Bay of Plenty Regional Council s responsibilities for civil defence and emergency management. Maintaining an excellent understanding of GIS practices and processes, and keeping abreast of technology changes within the GIS field. Coordinating complex GIS projects and managing the quality and timeliness of outputs. Mentoring GIS and other staff in the capabilities and application of GIS technology and the broader geospatial sciences. Person specification Minimum academic qualifications and experience required: Essential A tertiary degree in geography, GIS, information technology or equivalent. Completion of ESRI approved training courses in ArcGIS and other ESRI products. A valid driver s licence required* 1 Desirable (for recruitment purposes only) A relevant post-graduate qualification. Project management certification. Software development certification. 1 Driving record free of driving suspensions or convictions (excluding demerit points and infringement fees). Requirement for valid Driver s Licence may be waived if applicant has a driving-related disability. A

6 Knowledge / experience (indicate years of experience required as appropriate) Essential Five years experience in GIS, Geospatial, cartography, surveying or another GeoMatics related field. Specialist GIS and cartography experience and the ability to be able to apply this knowledge to enhance quality and results. Staff supervision experience. Three years project management experience. Desirable (for recruitment purposes only) Public and private work experience. Certificate in Supervisory Management would be an advantage. Knowledge of Corporate GIS architecture. Advanced knowledge of Microsoft Office products.
