2 Alberta Indigenous Relations Overview Alberta Indigenous Relations (IR) works with Indigenous communities, the federal government, industry and other stakeholders to promote social and economic opportunities to enhance the quality of life of Indigenous people in Alberta. The ministry leads the development of government-wide policies, strategies, and partnerships with Indigenous organizations, governments and industry to support strong, vibrant Indigenous communities and peoples who fully participate in a prosperous, competitive and diverse Alberta. For further information, visit the ministry website at Position Summary Leverage your leadership and policy expertise to proactively manage provincial First Nations land claims, the Aboriginal Consultation Office, stewardship initiatives and related policy matters. Reporting to the Deputy Minister, you will oversee the resolution of First Nations treaty land entitlement claims and provide oversight in the management of the Aboriginal Consultation Office to ensure Alberta meets its legal duty to consult with First Nations and Métis. From an Indigenous relations perspective, you will provide leadership in supporting regional planning along with environmental and natural resource management policies, legislative and regulatory initiatives, and other Crown-led initiatives. Applying a systems approach and actively consulting with stakeholders will be critical as your senior management team works to enhance key stakeholder relationships, develop strategic initiatives and coordinate policy issues. Major Accountabilities Managing the Aboriginal Consultation Office and providing leadership in the development of policies, programs and initiatives that ensure Alberta fulfills its duty to consult on land and resource development decision. Managing the Stewardship and Policy Integration branch. Providing sound, timely and strategic advice to the Minister and Deputy Minister on Indigenous issues and land claims. Leading the development of negotiations frameworks and coordinating the Alberta government s participation in land claims negotiations with the federal government, claimant groups and affected third parties. Providing leadership on strategic engagement with First Nations and Metis organizations on land and resource management. Directing a program of research into the legal and factual basis of claims; assessing individual claims and recommending appropriate government-wide approaches and risk management strategies; and providing direction and support to legal counsel in Indigenous claims litigation. 3 Analyzing and making recommendations regarding policy issues, especially as they relate to land and resource consultation issues; ensuring approaches and initiatives are planned, developed, managed and assessed in a proactive, strategic and coordinated fashion. Consulting and negotiating with senior officials in other government departments to assess risks and formulate strategic approaches to the resolution of claims for consideration at the Cabinet level. Leading the implementation of settlements and agreements. Leading a highly specialized team of managers and professional staff as well as contractor negotiators, lawyers and consultants, in the planning, organizing and management of all aspects of land and resource issues operations. Maintaining effective relationships with federal government staff and stakeholders in the jurisdictional and litigation areas. Ensuring business and operational plans and budget forecasts are prepared and monitored in accordance with Ministry policies and procedures and that the CLC Division is accountable for achieving goals and objectives. Managing significant human and financial resources and fostering a positive organizational culture that embraces innovation and optimizes capacity at all levels. Authorities The Assistant Deputy Minister is directly involved with the administration of legislation related to the business of the department and other legislation related to leadership responsibilities and delegated authorities. Financial and Human Resource Management The Assistant Deputy Minister is accountable for the effective management of a budget of $17.6M and a staff complement of 106 full time equivalencies. 4 Contacts Contacts include the minister, deputy minister, assistant deputy ministers, executive directors, and other staff of the ministry and other government ministries and organizations including the Alberta Energy Regulator. Other contacts include elected officials in Alberta and in other jurisdictions, federal government staff, First Nations and Metis communities in Alberta and associated organizations and societies, legal and academic stakeholders, private sector organizations, steward organizations, and the general public. Issues / Challenges Obtaining commitment and agreement from all parties while ensuring a coordinated, consistent and equitable approach to the management of risks related to the Government of Alberta s Policy on Consultation with First Nations on Land and Resource Management, and Metis Consultation, as well as First Nations land claims within the government s overall framework. Balancing creativity and problem solving as well as openness to alternatives, and strong relationship building and influence skills. Managing the sensitivity of legal and policy issues and volatility of multi-party negotiations or conflict resolution processes, all with significant legal and financial impacts. The position faces considerable ambiguity and uncertainty given evolving case law in the area. The Person (1) Knowledge/Skills/Experience Significant related executive management and leadership experience with in-depth knowledge of policy design and development processes in the government. Success as a leader with strengths to lead organizational change, communicate and implement a compelling vision, formulate policies and direct diverse programs to achieve results. General knowledge and interest in the different First Nations and Metis communities in Alberta including their histories, cultures, socio-economic conditions, political and administrative structure, legal frames, policies and the Indigenous framework. Strong understanding of ministry planning and management processes to ensure work is linked with long-term goals and strategies, in particular to the division within the context of the ministry s overall strategy. Demonstrated ability to communicate effectively, collaborate strategically and build effective relationships with a wide variety of stakeholders in order to balance the needs and interests of diverse groups. Experience working with and interpreting legislation, legal documents and agreements, along with a general understanding of Alberta s legal duty to consult on First Nations land claims issues. 5 Demonstrated ability in advising and acting as a trusted advisor to stakeholders including the Minister, the Deputy Minister, ministry staff, other ministries, MLAs, First Nations and Metis communities, organizations, and governments, municipalities, and federal ministries. Experience working with First Nations and Metis organizations and communities would be considered an asset. Proactive problem solving and decision making abilities. Proven consultation, negotiation, conflict resolution, mediation and influencing skills with a high degree of political acumen. Strong project leadership, management and organizational skills, including the ability to direct a number of complex issues and processes concurrently to achieve results. Experience managing significant financial and human resources, with demonstrated skills in fostering a positive organizational culture that embraces innovation and optimizes capacity at all levels.
