1 PENGUINS PLUS FESABILTIY INTRODUCTION Phillip Island Nature Parks (Nature Parks) is seeking a consultancy team with appropriate experience and qualifications to work with the Nature Parks to complete a detailed feasibility, design and costing of a unique Penguin viewing experience at the World Famous Penguin Parade. The recently completed Summerland Peninsula Master Plan (Tract: 2012) provides the Nature Parks with a 20 year vision for an energetic, creative redirection of the Penguin Parade and the Summerland Peninsula. The fundamental change in direction is moving from a single attraction to an authentic place, diversifying and dispersing visitors and their experiences. This consultancy will be the first stage of many future consultancies Included within the Summerland Peninsula Master Plan (2012) (Appendix 1). This consultancy will transform the current Penguins Plus viewing platform to be an internationally recognised, world-class immersive underground Penguin experience. CONSULTANCY CONTEXT The Penguins Plus consultancy will ultimately define the boardwalk and design standard for the remaining works at the Penguin Parade so will need to consider the wider planning philosophy of infrastructure in its design. This consultancy will also produce information that can be used as the basis for internal and external business cases and stakeholder consultation.

2 CONSULTANCY SERVICES DESCRIPTION 1 SCOPE OF SERVICES 1.1 Penguins Plus Upgrade Objectives The consultancy will interpret the planning concepts and philosophy outlined in the Summerland Peninsula Master Plan ( MP). The emphasis of this consultancy should be on broadly testing the initial concept design detailed with the MP, with detailed architectural, hydrogeological and engineering analysis and planning. The results will deliver a world-class internationally recognised penguin viewing experience within a significant conservation zone. The consultancy should be reported in two stages: Stage 1: Review existing documentation available from the MP conceptual design (initial quantity surveying, CAD conceptual drawings) Broadly test the initial concept design. Make recommendations for overall design options including construction approach, timeframes and estimated costing Stage 2: Subject to stage 1 outputs, proposed fee structure and approach to deliver construction drawings and detailed costing within the timeframes specified in the consultancy brief. Any alternative consultancy tasks or program changes that may be proposed must achieve these overall consultancy requirements. 1.2 Study Area The study area is generally defined as the Penguins Plus Precinct (refer Figure 2). The precinct is located at the Penguin Parade (refer Figure 1) on Phillip Island, approximately 90 minute drive from Melbourne. Currently, the Penguins Plus Precinct capacity is restricted to 200 guests per night with the vision after upgrading the infrastructure to facilitate 350 guests per night. Penguin Parade is a place of tranquillity with a magical atmosphere and ambience. Recommendations from this plan aim to capture and enhance these qualities and to ensure that Penguin Parade s potential is fully realised and protected. Penguins Plus Detailed Design 2

4 Figure 3 Proposed Penguins Plus Underground Viewing 1.3 General consultancy description The consultancy will address the implementation of the above and underground viewing experience while taking into consideration soil, hydrology, Penguins and other wildlife, ecotourism and construction and implementation. Description of the design is as follows: Reshaped, extended and lowered stepped main viewing area New eastern stepped location; and New underground viewing area (150m2) where visitors can observe Penguins at ground level through one-way glass Visual quality and immersive experience is driving the visitor experience and therefore the built elements should be subservient to the landscape. 1.4 Key site challenges A range of key site challenges for the precinct have been identified (Refer Appendix 2): Visitor experience and commercial operations during construction: To minimise revenue loss through the construction period, duration and temporary viewing will need to be considered; Site Hydrology: Water movement in the Penguins Plus vicinity can vary significantly depending on the time of year and year to year. Site access and environmental management: Penguins Plus is located at the end of a narrow boardwalk and narrow access track inhabited by hundreds of Penguins and is of extremely high conservation value Coastal Management approval: Penguins Plus is located within a coastal area that will require coastal management consent and a cultural heritage assessment which the Nature Parks will manage. 5 2. CONSULTANCY MANAGEMENT 2.1 Consultancy management and reporting requirements The lead consultant shall be an architectural firm with specialist sub-consultants in but not limited to engineering, hydrology and quantity surveying. The lead consultant shall demonstrate that they have a consultancy management and quality assurance system that meets the requirements of this consultancy. The lead consultant shall nominate a Consultancy Manager / Lead Consultant who shall be responsible for: Consultancy management; The overall performance of the consultant team, including all sub-consultants and contractors engaged in the consultancy; All consultancy outputs; Consultancy administration; Progress reporting (fortnightly basis as a minimum); Issuing all consultancy invoices and correspondence related to the consultancy; and Quality assurance. Health and Safety The lead consultant will be required to provide face to face monthly progress reports to Nature Parks management (including at times a Nature Parks Project Monitoring Committee) describing: Progress against consultancy tasks and goals Progress against the consultancy timetable Progress against budget 2.2 Consultant team requirements This is a complex consultancy that requires a high level of expertise across a range of technical disciplines and a staffing capacity that will enable delivery of the consultancy within the required timeframe. The lead consultant and all specialist sub-consultants will need to demonstrate that they have the necessary capacity, capability and previous experience in this type of consultancy. Consultant service disciplines shall include all sub-consultancies required to produce the specified deliverables. The consultancy should be led by a registered architect utilising additional sub consultancies skills. Skills required may include, but are not limited to: Building and landscape architecture; Engineering; Hydrogeological and Geotechnical services and Quantity surveying (Any other skill set that is recommended by the consultant) Nature Parks staff involvement Nature Parks staff has specialist skills in a range of technical areas specifically related to the site and Nature Parks operations. Senior Nature Parks staff will have direct input throughout the consultancy, specifically regarding Penguin related matters and commercial operations. All Nature Parks staff involvement will be coordinated through the Nature Parks Project Manager. Penguins Plus Detailed Design 5

6 The Nature Parks management will be responsible for the following: Will provide initial onsite site inspections and detail all consultancy outputs Receive all consultancy correspondence and administration. Provide initial review of all consultancy outputs. Provide background data and other resources where applicable. Authorise all consultation activities and information distribution Schedule all meetings with management and Board subcommittee Delegate management or decision making responsibility to other PINP staff. Project Monitoring Committee will: Comprise the Project Manager, nominated PINP staff and PINP Board members who will provide technical input into the consultancy. Provide consultancy stage reviews and endorsement to proceed to the next stage of work. 2.4 Review of the consultancy brief The Company should review this consultancy brief and confirm the extent and nature of the work to be undertaken and the outputs of each task and stage of work. The response may include alternative approaches or additional consultancy elements, but these must be clearly identified within the proposal. Should the Nature Parks or the consultant find it necessary to seek changes to the arrangements specified in the agreed consultancy brief and timetable, both parties will consult at the earliest opportunity to reach a mutually satisfactory position. Any amendments to the brief or timetable must be agreed in writing. 2.5 Site inspection Interested consultants are required prior to submitting their quote, to attend a site inspection and complete further investigations or background information necessary in order to determine the scope of services. Companies must notify the nominated Nature Parks project manager of any proposed site inspections and gain permission for inspection of any building facilities or non-public access areas. Companies shall not discuss or distribute any information relating to the consultancy, with any member of the public or other party without the approval of the Nature Parks consultancy manager. 2.6 Consultancy timeframe It is envisaged that the lead consultant will be appointed at the end of March 2014 and that the consultancy will be completed by the end of July A consultancy timetable must be submitted with the quote to confirm all key outputs and delivery dates. 7 2.8 General conditions of contract The contract will be conducted under AS with specific contractual terms finalised following preappointment negotiations.
