1 Update Report for Social Work Strategy Workstreams 1-7 Date: 28 th May 2015 Period of Reporting: March 2015-June 2015 Red// rating of previous report Red / / rating for this report Status Summary This report focuses on the progress made by each of the workstreams between March 2015 and June Workstreams have finished phase 1 to varying degrees and have outlined next steps or draft recommendations. Key progress to date Workstream 1: First Line Managers Have covered the areas outlined in the workstream brief including, defining the role of first line managers, identify existing training, leadership development and supports available, identify gaps and make recommendations. A first draft of recommendations has been considered by the Strategy Implementation Group and work is underway to ensure that clear direction is given for the recommendations and next steps. The recommendations suggest a number of areas that would improve the role of first line managers including: job descriptions, use of technology, supervision, administrative functions, pilot for Transfer of Learning Model, coaching and mentoring, first line manager pathway for support and job plans. A copy of the report has been sent to the three Forums for comment and feedback. Workstream 2: Workload Management in Adult Services Developed a Regional Workload Management Framework for Adult Services Outlines recommendations and next steps Identified 7 pilot areas in programme of care across Adult Services in Trusts with project teams and plans identified Leadership Centre providing project support that includes dedicated time for team development and an evaluation framework Workstream 3: Job Rotation Survey among PBNI staff has been conducted and results are being analysed for key learning Proposal approved by Executive Directors, which outlines next steps regarding identification of pilot sites Staff survey returned approx. 320 responses and provides a wealth of information to be analysed further to identify suitable pilot areas Decision taken that more work is needed to review and expand the research and information obtained to date and to build support for a job rotation pilot, before a pilot takes place. Workstream 4: Extended Hours Flexible Working

2 Staff survey completed obtaining views on flexible working with 479 responses Along with literature review and identified models elsewhere, a robust evidence base has been developed 2 pilot sites have been developed, one in hospital social work in SE trust and one in Family Intervention team in Northern Trust. Initial meetings to draft proposals EDSW have been invited to identify further pilot sites Draft paper and recommendations have been drafted Paper has been sent to the three Forums for comment and feedback Workstream 5: Review of Social Work in Older People s Services Scoped work done locally and nationally in defining social work role in OPS Held a number of workshops to identify principal skills, knowledge and values which underpin social work role in Older People s Services Linked in with ongoing work with SCIE and DHSSPS Considered ongoing work across the region including Social Work and Social Care Workforce Review OPS. Paper developed that: aims to define the social work role in OPS based on the approach adopted by TCSW; Outlines the knowledge, skills and expertise that social work brings to OPS particularly in more complex areas such as safeguarding and transition; outlines opportunities and associated challenges for developing the social work role further Paper to be circulated in June to the three Forums for comment and feedback. Workstream 6: Reducing Bureaucracy A Project manager has been appointed and is currently working up proposals for Business Plan of 2015/2016 Focus groups have taken place across Trusts and across programmes of care A report will be presented to the EDSW in June outlining the findings of the Focus Groups and identifying potential: short, medium and, long term actions. Workstream 7: Promoting Leadership Workshop paper with summary of key discussion from 23 May 2014 has been produced. Recommendations for action/discussion shared with senior leaders. AEDSW have met with NISCC to further discussion on leadership and agreed to the establishment of a virtual network and small core group to ensure momentum across the sectors. Leadership conference held 12 November 2014 entitled Leaders for Tomorrow and received an excellent response both in attendance and feedback. The principles from 23 May 2014 workshop were utilised as the common thread All conference material is now available to be used and shared online at the following link: Leadership group is exploring with the Leadership Centre, the potential to develop a Leadership programme for social work managers 5 Roadshows planned for 15/16 with EDSW and social work staff in each of the Trust areas. 3 Workstream 1: First Line Managers Recommendations to be considered by the Steering Group. It is important that for those recommendations outlined a clear plan of action is in place to progress the areas within an identified timeframe. Workstream 2: Workload Management in Adult Services Follow up potential pilot areas with Southern and South Eastern HSC Trust Develop an outline for the pilot areas regarding the steps needed to implement, level of staff commitment and the evaluation. Initial timescales suggest planning work completed by June and pilot in place for June to November Establish a monitoring and evaluation framework Workstream 3: Job Rotation Step back from potential pilots at this stage as feedback suggests it would be too much change at this time Develop existing research and further examine other models including PBNI, medical model and use of AYEs and produce a number of recommendations Workstream 4: Extended Hours /Flexible Working Meeting with interested parties to further develop potential pilot sites Outline pilot proposals for consideration by Strategy Implementation Group and Steering Group Implement pilots by September Workstream 5: Review of Social Work in Older People s Services Further develop recommendations, including identified areas for piloting proposals and closely linked to on-going DHSSPS work on Care Management. Share clarification on Roles and tasks in social work in older peoples services and identify gaps in current provision of social work services for older people. Workstream 6: Reducing Bureaucracy Identify priorities for 2015/2016 identifying a couple of areas where rapid improvements could be made and what longer term actions are required to positively impact on reducing unnecessary bureaucracy Roll out of digital dictation in Western HSC Trust Scoping of existing work across the region to maximise opportunities to mainstream existing initiatives and maintain the momentum for this work Obtain service user feedback and present findings to Executive Directors Workstream 7: Promoting Leadership Discussions ongoing with IRISS [Institute for Research and Innovation in Social Services] with a view to partnership working into Northern Ireland. 3 P a g e

4 Further develop the use of the 5 V s as a framework for leadership in social work Leadership roadshow with EDs and band 6 staff in each Trust area building on the success of the Leadership Conference. Workstream Status: How workstreams are performing against objectives, progress, potential overlaps Key issues and risks for escalation Update on performance against Objectives Workstream 1 Original objectives remain the aim for this group Workstream 2 Group has achieved original objectives Workstream 3 No pilot will take place in the near future Workstream 4 Original objectives remain the aim of this group Workstream 5 Recognition of the scope of the task and need to keep focused Workstream 6 Project manager in place Workstream 7 Attention needed to develop a leadership framework Progress Workstream 1 Finish later than planned but very close to recommendations being approved. Workstream 2 Currently on schedule with task finished December Phase 2 underway. Workstream 3 Stepped back from pilot at this stage to expand initial review and research findings Workstream 4 Pilot projects have been identified and planning will take place over the summer with a planned start in September 2015 Workstream 5 Finish later than planned but very close to recommendations Workstream 6 Project Manager in place an opportunity to plan accordingly for 2015/16 Workstream 7 No timeframes outlined Overlaps Supervision has been raised as an issue in all workstreams- planned work for 2015/2016 Attendance is an issue with travel restrictions having an effect. Reducing bureaucracy are underlying issues for all workstreams The timeframe for completion of phase 1 has slipped with most of the workstreams, However, all are close to finishing phase 1 and some will move onto phase 2 naturally. It is a challenge for many of the groups to complete the workstream briefs on top of their normal workload. In future some consideration may need to be given to commissioning certain pieces of work. Updates will be provided to the SIG and Steering Group as appropriate Costs are anticipated once initial recommendations have been made by the workstreams to the strategy implementation group. 5 budget Review A review of what went well, what went badly, and any recommendat ions for consideration Workstream 1: Opportunity to test recommendations and finance will be required Workstream 2: Leadership Centre support has been commissioned Workstream 4: Finance required for piloting technological solutions to allow this to be tested properly. As part of implementation for 2015/16, the structures of the Social Work Strategy will be reviewed. There is recognition that the workstream approach has produced to varying degrees and, combined with the other structures in the Strategy, this approach is placing a lot of demand on individual s time. 5 P a g e
