3 What do the regulations say: The group shall propose and implement an integrated local development strategy based on A bottom up approach in agreement with the managing authority The majority of operations shall be led by the private sector 3

4 The Implementing Regulation adds that the strategy must: Be integrated, be based upon the interaction between actors, sectors and operations and go beyond a mere collection of operations or sectoral measures Be consistent with the needs of fisheries areas particularly in socio economic terms Prove its sustainability Be complementary to other operations in the area The criteria in the regulation shall constitute a minimum and be supplemented by specific national criteria The procedures shall be transparent, provide adequate publicity and ensure competition where applicable between groups putting forward development strategies. 4

5 What to look for in a high quality strategy There is evidence that the analysis (SWOT) reflects fundamental local needs/challenges. Local actors have been involved in the design. They have the power to chose the actions (bottom up) There is a shared vision reflected in certain priorities which provide a focus for actions in different sectors and build and mobilise broader support (integration) There are mechanisms for coordinating and building synergy with other programmes (complementarity) Private sector (and public) actors show their commitment by buying into and leading actions (sustainability) External and internal procedures and criteria are clear and open to all (transparency) 5

6 What to avoid? A mechanical SWOT analyses. No clear definition of the problem Formal consultation exercises An absence of any vision or unifying idea of where to go. Vague and overambitious objectives which simply repeat the words in the regulation and do not relate to the needs Lists of worthy but unrelated actions. No relation between needs, objectives, priorities and actions. Duplication of strategies, programmes and partnerships community burnout. chiringuitos Short term project mentality. Filling funding gaps. Division of resources. No long term commitment 6

Project Cycle Management Evidence base = standard description Stakeholder analysis one way communication Problem analysis not identified No clear priorities goals Priorities do not relate to actions or the budget No account of risk or changing conditions Little ownership, conflict. 7

8 Who is involved? Preliminary steering group. Starts narrow evolves into the partnership Team of 1-2 experts (from area, university, consultancy, ) around 6 months (minimum). Research, project management and animation skills All local stakeholders grouped by themes and sectors and target groups.organised, unorganised, weak and strong. 8

9 The diagnosis secondary sources Scan, select, synthesise, do not repeat. Start to provide hypothese and evidence for the stakeholder SWOT Do not reinvent the wheel.
