To learn the various types of petroleum contracts The key elements of HSE, personnel management, development and training, communication and presentation skills, work and professional ethics and team working skills will be introduced. 5 SGGS 6108 HSE AND LEGAL FRAMEWORK OF PETROLEUM INDUSTRY This unit is assessed based on 60% continuous assessment and 40% examination. To meet the assessment requirements for this unit of study all students must: Submit one essay The essay is compulsory and will contribute 30% towards the overall assessment. Quiz and exercise During the semester, there will be quiz and test which will make up the remaining 30%. In general, each of the quiz and test will be assessed at between 10 and 20%. Complete a sit-down examination () This written examination will be assessed at 40%, of 2 hours duration, and you will be required to answer 3 questions out of 5 questions. Essays The completion of an essay is a compulsory requirement. The essay questions are given below. You are required to choose ONLY ONE ESSAY. Essay length should be words. The essay is due on Friday 28 March 2008 by 4 p.m. Academic honesty Deliberate breaches of academic honesty constitute academic misconduct. These breaches include: Plagiarism Fabrication of data Recycling previously submitted material Engaging someone else to complete an assessment on one s behalf Misconduct during supervised assessments The penalties for academic misconduct may include: A mark of zero on the assessment A fail grade in the unit of study Reference of the matter to the University Registrar Issues concerning breaches of academic honesty may be dealt with either through the process of determining academic results in a unit of study, or, in the most serious cases, by invocation of misconduct procedures. ESSAY QUESTIONS Students must submit one essay to satisfy the requirements of the unit. Essay length should be words. The essay will be written on a topic chosen from the list of questions below. The essay is due by 4 p.m. on Friday 28 March Essays submitted after the deadline will be subjected to: A 10% penalty for the first day that a piece of assessment is overdue UM-PT01-PK03-BR004(BI)-S00 5

6 A further 5% penalty applied every day thereafter until 2 April 2008 Essays submitted after 2 April 2008 will be accepted but not marked, i.e., a zero mark will be awarded Extensions not subject to penalty will be granted only on medical grounds or grounds of serious misadventure, and must be supported by relevant documents. All applications for extension must be in writing, and submitted before 28 March Please keep a copy of your essay. An essay cover sheet should be attached to your essay. You should be adventurous in the pursuit of reference material. You should make full use of the library facilities, and the web (although the web can sometimes be overdone). Some useful sources are as follows: Websites of various national oil companies, and government ministries in charge of petroleum resources Coordinating Committee for Geoscience Programmes in East and Southeast Asia (CCOP) You may discuss the essay initially with me for clarification of the question and confirmation of approach, but requests for assistance on reference material should be sought only after some initial research work has been done. The essays are designed to test your critical, analytical and research skills. You are encouraged to start preliminary research for the essay as soon as possible. The essay will require substantial reading and research, so you should allow sufficient time for library searches for research material. Procedures for preparing essay Select one of the topics below Prepare an essay proposal (1-2 pages) with outline of essay and brief description of content Submit proposal to lecturer concerned for approval Research should commenced immediately upon approval A log book of the progress of the essay should be kept and signed to show record of discussion and tutorial, starting with the proposal submission The essay should follow research writing procedures, including proper and appropriate references. Essay Questions The essay is due Friday 28 March 2008 at 4.00 pm. Questions choose one topic from the following list: 1. The global E&P business is subject to various different fiscal regimes. Compare the advantages and disadvantages of these fiscal regimes to the host government and the contracting oil company. Select any one category of petroleum contracts, and discuss and compare the fiscal terms, using any two countries of your choice as illustration. 2. Development investment in the E&P business involves very high expenditure and commitment, and the decision on the economic viability of a development project cannot be taken lightly. Discuss how E&P companies assess the economic viability of a potential development project, with particular reference to the uncertainties and risks involved in the various assumptions and parameters.
