38 QCF-Getting Qualified feature Size The Qualifications and Credit Framework (QCF) is a new system for recognising skills and qualifications and is designed to help learners find training suitable for workplaces in the twenty-first century. The qualifications on the QCF are made up of small units of Learning called credits that fit in and around work commitments. Learners can build up their knowledge and skills incrementally and take completed units with them from Education and college and then into the workplace. The title of a QCF qualification signifies three things: How difficult it is What it is about. How long it is The level of the qualification tells you how difficult it is... and who it is aimed at for example CIEH Level 2 Award is aimed at those Taking some responsibility for completing tasks and procedures, exercising autonomy and making judgements subject to overall direction or guidance. In total, there are nine levels in the QCF, from Entry level to level 8. The size of the qualification is Determined by how long it takes to complete. Each unit is assigned a credit value that corresponds to the period of time it takes a learner, on average, to complete it. A credit equates to approximately 10 notional learning hours. So,for example, if a unit is given a credit value of 1, [such as the Level 2 Award in Health and Safety in the Workplace]..it is expected that the learner would need approximately 10 hours to achieve it. If a unit is given a credit value of 3, such as the CIEH Level 3 Award in Fire Safety Risk Assessment and Control, it is expected that the learner would need approximately 30 hours to achieve it. Credits awarded x 10 = learning hours to achieve it. The notional learning hours include teaching, self-study and assessment time. Qualifications with a credit value of 12 or less are called Awards. Larger qualifications with a total of between 13 and 36 credits are called Certificates, and those with a total of 37 or more credits are called Diplomas. Most CIEH awards comprise a single unit however, qualifications can be built by grouping units together. Some S/NVQ - type qualifications will have units linked together through a system called rules of combination. These may include some mandatory units together with some optional units to make them into certificate or diploma qualifications. If a learner achieves a unit as part of one qualification, this can be taken into account as part of another qualification if the same unit features again. e.g. Changing jobs or even industries! Qualifications on the QCF are made up of Small learning units called credits In the future, it is envisaged that a record will be kept of each learner s achievements using a unique learner number (ULN), and in preparation for this CIEH trainers will notice the introduction of the ULN on answer information sheets with present multiple-choice examinations. The new CIEH Level 2 Award in First Aid [EFAAW] is made up of two units: 1- Emergency first aid 2- Managing illness and injury. Award Certificate Diploma If a learner passes the assessment for one of these units but fails the other,he/she will be entitled to receive a certificate for the unit he/she passed and will not be required to repeat the learning of that unit if he/she goes on to re-sit and pass the assessment for the second unit. The candidate will only receive the award certificate when both units are achieved. Content 1 Credit Level Qualification accreditation number 500/3518/6 Llywodraeth Cynulliad Cymru Welsh Assembly Government Rewarding Learning PASS Look for certificates that display the OfQual approved logos.. QCF Credit award, CEA and Welsh assembly -The mark of a genuine qualification. The third part, a qualification s title, tells us what it is about, for example food safety or first aid, and sometimes who it is aimed at, such as caterers or food manufacturers. QCF units are written by specialists from industry, the Sector Skills Councils (SSC) and awarding bodies, so that the content reflects The needs of the sector and its learners. Units are also reviewed regularly to check that the content remains relevant and up to date. Once the unit is signed off by the relevant SSC, it is uploaded onto the QCF database and can be used by other awarding bodies to develop syllabuses and assessment methodology. All awarding bodies using the same combination of units to make up a qualification, will use the same title for that qualification and it will have the same credit value. Awarding bodies need sufficient evidence from learners to make reliable and consistent judgements about the achievement of the learning outcomes in the unit against the stated assessment criteria. 8 r 1 r Entry Go back to index page r 3 2 Carol Slinger explains how the Qualifications and Credit Framework [QCF] functions CIEH TX magazine.
