The Port of Seattle is divided into operating divisions, plus other departments that support the divisions and the broad mission of the Port: 1) Aviation Division 2) Capital Development Division 3) Corporate Division 4) Real Estate Division 5) Seaport Division This job analysis is for Laborer within the Port Construction Services (PCS) group of the Capital Development Division. PCS employs tradesmen specializing in specific trades: Laborers, Teamsters, Operating Engineers, Carpenters, Pile Bucks, Iron Workers, Millwrights and Cement Masons. There are times when a specific skill set is not immediately required on a project, so workers assist in other trades with selected basic tasks. The primary responsibilities of a Laborer include tasks on any PCS project, are extremely broad, and involve physical labor at project sites. Laborers may operate hand and power tools of all types and assist with other craft workers. Tasks may include demolition and build out of tenant spaces, installation of airport security equipment, construction/repair of roads, parking lots and structures, sidewalks, curbs and gutters, paving, bridges, sewers, water mains, sanitation projects, irrigation projects, flood control projects, reclamation projects, reservoirs, levees, jetties, breakwaters, harbor developments, docks, dry docks, piers, retaining walls, subways, shafts, tunnels, excavation of earth and rock, power generating projects, reinforced earthwork, and all site clearing and demolition work. Assigned Tasks Cleaning/preparing sites, including setting up traffic control cones and signs. Cleaning up rubble/debris. Confined space entries. Setting braces to support the sides of excavations. Erecting scaffolding and wooden wall fencing around construction sites. Digging holes for fencing, and trenches in which pipe or electrical conduit will be placed. Digging, spreading, and leveling dirt and gravel, using pick and/or shovel. Moving dirt and gravel using wheel barrows or other types of wheeled carts. Placing sandbags on tarps used to control storm water runoff. Lifting, carrying, and holding building materials, tools, and supplies, including bags of cement, bags of concrete, bags of sand, lumber, bales of hay, and fence parts, among others. Cleaning tools, equipment, and materials. Mixing, pouring, and spreading concrete, asphalt, gravel, and other materials, using hands or hand tools.

Performing non machine tasks, such as removing concrete forms, filling expansion joints with asphalt, placing culvert sections in trench, and assembling sections of pipe. Guiding objects, such as jersey barriers, trench boxes, pipes, or water tanks, into place when suspended by a lift or crane. Boarding up empty houses owned by the Port. Moving excess furniture into storage. Returning excess building materials to the PCS yard. Skills and Abilities Ability to physically accomplish assigned Laborer tasks. Many of the lifting and carrying requirements would be categorized as heavy. Worker must be able to stand and walk for extended periods of time, bend, stoop, and work in awkward positions. Knowledge of materials, methods, and tools used in the construction industry. Good eyesight, hand eye coordination, and manual dexterity. Ability to work independently, and also within a team as required. Ability to follow directions closely and be detail oriented while working. Ability to identify the best way to accomplish a task, and complete assigned tasks in a timely and efficient manner. Ability to work in a safe manner in any kind of weather, and potentially from a boat. Machinery, Tools, Equipment, Personal Protective Equipment Hand and power tools, including shovels, picks, rakes, tampers, levels, measuring tapes, grinders, jack hammers, rock drills, wheelbarrows and carts, man lifts or other personnel lifts, ladders, power saws, including chainsaws, circular saws, reciprocating saws, and concrete saws, core drillers, rotohammers, pressure washers, vacuum cleaners, sidewalk sweepers, buckets, water trucks and water spraying equipment/hoses, boats/skiffs, two way radios, cell phones. Journeymen have successfully completed the apprenticeship program offered through the Laborers union.
