3 Background The Council of Ministers approved (Royal Decree #485 on ( September 2, 2015) the Establishment of a national program titled National Program to Support the Management of Projects in Public Entities : The Program will be supervised by a board of directors lead by H.E. Minister of Economy and Planning, and includes representatives from the following entities: Ministry of Finance Ministry of Municipalities and Rural Affairs Ministry of Education Ministry of Economy and Planning King Abdulaziz City for Science and Technology Royal Commission of Jubail and Yanbu Saudi Council of Engineers Saudi Aramco Private Sector Director General of National Program to Support the Management of Projects in Public Entities The program will have an independent legal, financial and administrative structure Different decrees and related bodies will all be merged or collapsed under this new Program 1 st Board meeting on 20 th April 2016

4 Vision, mission and objectives Vision To become a world-class organization that is the enabling engine for National project delivery achieving the highest efficiency and effectiveness and the greatest sustainable impact on socioeconomic development Mission To enable government entities project management offices (E-PMO s), develop and improve related policies and create a dynamic ecosystem to deliver efficient and effective projects with greatest impact. The N-PMO will achieve this by: Aligning E-PMO s to a national master plan and clear and consistent set of practices Enabling E-PMO s to drive successful project delivery Supporting & Evaluating the performance of E- PMO s and their critical projects Direct PMO services provision of assigned key projects of national importance Alignment & Master Planning Enablement Support & Evaluation PMO Services Objectives Review, develop and manage an integrated national master plan and establish the national standards, policies and methodologies required to drive project delivery efficiency and effectiveness Provide E-PMO s with the certifications, training, tools, guidance and change management expertise required to build their capabilities and capacity Provide E-PMO s with resource support, conduct stage gate reviews, monitor E-PMO and critical project performance, and assist in resolution of issues as required Assume, on a case-by-case basis, provision of the management of projects that are of national importance, including selected mega projects

7 Concluding Remarks The 2030 vision has an ambitious plan with variety of opportunities. NPMO will part of the vision enabling tools to insure gov. Investment in infrastructure is efficient, effective and has a sustainable impact. NPMO will develop an integrated master plan that will provide feasibility to all government entities as well as stakeholders interested in future projects. NPMO will monitor all government capital project and will be a central source of information that can help construction industry stakeholder. NPMO will revisit the project management delivery system that will require expertise as one area of opportunities. NPMO will work with other entities to address the eco system of project management and construction industry in general.
