1 Position Senior HSEQ Advisor Electricity West Date July 2018 Business Unit HSE Operations Team HSEQ Location New Plymouth Purpose This position exists to support Powerco in delivering continuously improving health, safety, environmental and quality outcomes by: - Providing coaching, education and advising to the business on the necessary actions required to deliver good future outcomes in hazard and risk management - Continuously look for what we can do to keep people safe and minimise impact on environment by executing an effective investigation process - Working alongside Powerco s Western Delivery and Operations Teams and contractors in executing the HSMS/EMS and quality systems to achieve Powerco s strategic goals and values - Work collaboratively and support Powerco s Electricity West service providers Key Relationships Position Reports to: HSE Operations Manager Direct Reports: 0 Key Internal Interfaces: Key External Interfaces: HSEQ West Team, Electricity Service Delivery Manager, HSEQ Team, Managers, Employees, Electricity West Service Delivery Team, Network Operations Centre, Competency and Audit Administrators. WorkSafe NZ, EEA, Contractor, Approved Network Contractors, Field Audit Service Provider Training Providers Key Result Areas Jobholder is accountable for: General Duties Coach, advise and provide education to business in matters of HSEQ management both systematic and cultural Seek out opportunities to improve Powerco s HSMS systems and processes Effective integrated relationship and support given to all HSEQ Team to achieve business needs and objectives Champion Powerco s Health and Safety belief that all serious occupational injury and illness can be prevented and that the management of health and safety is an integral part of all our responsibilities Champion Powerco s Environmental values and support the Environmental Management System and processes General Duties Technical Providing technical safety expertise in electrical distribution to HSEQ team and wider business Support Electricity HSE meetings Safety Manager Support Lead ICAM methodology and provide training Lead and carry out independent investigations Jobholder is successful when: Authorised by: Group HSEQ Manager Page 1 of 5 Organisation, specifically Electricity West, is supported to deliver the value we are safe HSEQ team is operating collaboratively and efficiently across geographic and business unit aspects HSMS and EMS are effectively executed in Powerco and service providers have a deep understanding of our requirements Industry expertise is used to support the wider team and business understanding of risks Timely and quality guidance is given on use of Safety Manager and ICAM methods to the wider business.

2 Senior Role Responsibilities Provide leadership and guidance in HSE for team and wider organisation Influence key players within Powerco Take lead and rational risks Professional networks belongs to professional industry groups or bodies. Has a professional network outside of Powerco and can provide insights from learnings Advanced problem solving and trouble-shooting can run problem-solving workshops Collaboration demonstrated ability to achieve results collaborating with others across the organisation Act as the technical lead on projects, understanding and formulating standards, procedures/policies, designs and governance Electricity West - General Provide leadership in West Planning/ Delivery/CIW and Operations/NOC Teams in the area of HSEQ Integrate and contribute actively in project/ programme execution within Electricity West Support key Health, Safety, Environmental and Quality requirements for projects in Electricity West Ensure Safety-In-Design is executed Electricity West Incidents Investigations/ Trends Provide incident investigations leadership to Electricity West Team Lead all HPI incident investigations Keep reviewing potential trends for preventative action planning Incident and hazard data analysis, provide trending and preventative action plans Seen as a HSE leader and able to influence at a senior leader level Display soft skills to collaboratively lead projects with peers Demonstrating ability to lead with minimal guidance from HSE Operations Manager Stakeholder relationships are enhanced and grown through engaging collaboration and clear communication Western Electricity Team is supported in all HSEQ areas and have a detailed understanding of the Powerco HSMS and EMS requirements Active participant in projects and programme reviews including safety-in-design, engineering central reviews, engineering standard reviews, to provide HSEQ support Projects/Programmes of work planning/ design and execution are supported to execute and integrate all aspects required of the EMS, HSMS systems Safety in design is integrated and delivered appropriately in projects/programmes of work Electricity West and East Advisors approach to support of Electricity is consistent and collaborative Serious incidents investigations leadership is effective and reports are accurate and of high quality Incident leaders are supported Legislation reporting complies with requirements Serious incident communication is appropriately escalated High-quality investigation reports are provided to the wider business and the Health and Safety Exec Committee Corrective actions are monitored for close- Authorised by: Group HSEQ Manager Page 2 of 5

3 Electricity West EFSA/Capital/CIW/ Maintenance/Vegetation Works HSEQ elements associated with the Electricity Field Services Agreement(s) (EFSA) carried out in the West are supported Support project managers to ensure safe outcomes on their projects Provide tender evaluation support on submissions and HSE performance assessment of service providers Provide HSEQ support in storms Electricity West Contractor Management Develop and maintain appropriate contractor relationships Contractors/Service providers are supported and coached through collaboration and active face to face engagement. Monitor contractor performance Support implementation of Powerco s competency framework CAP process HSEQ assessment Quality/HSE Audit Support Powerco operational Quality and HSE audit programme Environmental Electricity West are aware and given guidance of EMS requirements Ensure EMS requirements are considered within project/programme execution External Relationships Powerco participated in and is seen as a leader in HSEQ practice within the Electricity Supply Industry and within New Zealand as a whole out Positive relationships are established and maintained with EFSA counterparts Positive relationships are maintained with contractors executing Capital Works in the western region Positive relationships are established and maintained with CIW stakeholders Electricity West Project Managers and operational staff are supported and coached on Powerco and Industry HSE expectations Storms CIMS structure is supported in HSE requirements Appropriate time is spent supporting contractors in meeting Powerco s HSE expectations Excellent HSEQ Performance is identified, shared and encouraged Concerns on contractor performance is raised and actioned promptly All contractors are treated fairly and consistently when evaluating HSE performance Electricity is provided with accurate data relating to HSE performance of contractors CAP with ISN is executed in accordance with the process and in a timely manner Lessons learned from incidents are shared with service providers Auditors are guided and supported Input is given to prioritisation of annual audit programme with operations Environmental expectations understood within Electricity West Timely guidance is sought where appropriate from Environmental Advisor Environmental Advisor is supported to execute the environmental management systems and provide quality assurance through documentation on legal compliance in Electricity Support HSEQ management team in representing Powerco with the Electricity Engineers Association and other relevant industry bodies Authorised by: Group HSEQ Manager Page 3 of 5

4 Health & Safety Ensuring you understand and actively participate in Powerco s health and safety management system, in particular the areas of: o Hazard management o Incident/near-miss reporting o Wellness o Health and Safety Committees Identifying the hazards associated with your daily tasks and ensuring appropriate measures are taken to eliminate, and if not then minimise the risk of harm. Identifying and planning health and safety training with your manager on an annual basis Taking all reasonable care to ensure that your actions or omissions do not impact on the health and safety of yourself or others. Actively supporting and promoting a safe and healthy work environment. Person Profile - Qualifications Essential Tertiary H&S qualification/engineering or NEBOSH Desirable Quality qualification ICAM qualification Authorised by: Group HSEQ Manager Page 4 of 5

5 Auditor qualification Knowledge & Experience Ten years minimum health and safety specific experience in a similar role or operational role Highly experienced in investigations and different techniques Engineering or operational experience essential Wider electricity distribution/transmission experience an advantage Knowledge of health and safety legislation, codes, guidelines and standards including health and safety management systems Management of contractors including pre-qualification and approval systems Audit execution and practical quality experience Practical experience in analytical hazard/risk analysis techniques Familiar with safety/risk engineering methodologies Key Skills/Attributes/Job Specific Competencies Excellent critical thinking and complex analytical skills Technical specialist in area of safety risk management Strength in attention to detail Strong delivery focus Ability to influence from the board room to the field Comfortable working in the corporate space Practiced in pragmatic risk management Passion and a strong commitment to continuous improvement in Health and Safety, Environmental management systems and outcomes Keeping current with legislative, company and best practice for the distribution industry and company Lead incident investigations Experience in management and execution of contractor approval systems and management of.
