1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT AFGR Network Coordinator Gender Campaign The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Movement by all personnel is restricted and closely coordinated and monitored by the security officers. Considering the serious restrictions on staff movement, it is crucial that the incumbent demonstrates a record of maintaining a positive attitude whenever confronted with adversity and restrictions in his/her social life. Apart from the UNAMA clinic which does not have proper medical facilities, there is very little medical back up, therefore staff assigned must be in good health. Summer in Afghanistan is hot and dry but winter is the opposite cold and wet. Therefore, both summer and winter clothing and comfortable boots with insulation are necessary. 2 Assignment Details Assignment Title Network Coordinator Gender Campaign Organizational Context & Project Description UNDP supports stabilization, state building, and governance and development priorities in Afghanistan. UNDP s support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground. Project Description: Enhancing Gender Equality and Mainstreaming in Afghanistan (EGEMA) based in the Ministry of Women Affairs (MOWA) contains four pillars of engagement: 1) Institutional Strengthening of MOWA 2) Creating a pool of National Expertise 3) Women s livelihoods strengthening and 4) Gender Transformative approaches. Under Pillar 4, Youth Mullah Caravans (volunteer groups composed of volunteers and Mullahs) will spread key messages on women rights in selected communities/regions. UNDP and UNV will work with the Ministry of Hajj, the Ministry of Women Affairs and the Ministry of Information and Culture to carry out series of activities harnessing the power of volunteers and youth volunteerism to enhance gender awareness and advocacy in two provinces. Through gender campaign activities, young men and women volunteers will shape new narratives for gender equality through collective dialogues, enhanced ownership of the problem and by challenging misconceptions embedded within their communities. Within this process UN Volunteers will capacitate the Ministry of Information and Culture to develop and establish organized networks of volunteers, creating a foundation for volunteer infrastructure, aimed at future areas of mobilization and outreach activities for the National Government and UN Agencies. The project will be implemented under the Direct Implementation modality of UNDP. The goal of capacity building will be achieved through a strategy based on the principles of 1) strengthening the Capacity of National and Sub-national Partners to deliver the goal and objectives of EGEMA; 2) promote and contribute to the coordination of genderrelated activities and program coherence within the UN system; 3) enhancing the capacity of government institutions; 4) facilitate partnerships and synergies. Peace, Justice and Strong Institutions UNV Focus Area Peace building Task description Within the terms of the organization s delegated authority, and under the direct supervision of the EGEMA Programme Manager, the Volunteer will undertake the following tasks: 10 Jul 2017 Page 2 of 6

3 Work with Ministry of Information and Culture to mobilize and organize youth volunteer networks for Gender Caravans; Assist in the development of advocacy campaign materials and training workshop for Caravan team leaders; Coordinate all Caravan activities with the Volunteer Network Coordinators to ensure planning, reporting and budgeting are undertaken in a timely, professional and efficient manner and submitted to EGEMA Programme Manager for her/his approval; Liaise and coordinate messaging with UNDP Gender Specialist, Ministry of Women Affairs and the Ministry of Hajj and Religious Affairs; Work with Caravan team to develop advocacy materials for campaigning strategies with and under cooperation with media institutions, mullahs, Government Ministries; Identify and develop partnerships with media institutions at the national and sub-national level for advocacy campaigns. Set up and support monitoring and evaluation mechanisms for advocacy campaigns, implementation rate and success at provincial level of Gender Caravan activities. Develop and maintain close contacts with government officials, UN agencies and the civil society for the effective delivery of the gender sensitive messages; Correlate district/provincial level mapping and liaise with national and international volunteer involving organizations (VIOs), NGOs, grass roots organizations, academia and the broader civil society to facilitate organized volunteer networks for the Ministry of Information and Culture for future areas of mobilization and outreach activities for the National Government and UN Agencies; Work with Ministry of Information and Culture to develop a volunteer infrastructure road map for Afghanistan; Manual Coordinate all activities undertaken by the Gender Caravan in the context of EGEMA project in the provinces; Develop Training of Trainers (TOT) Gender Caravan Manual to highlight best practices and lessons learned alongside coordinating all follow-up activities once Caravans are concluded; Contribute advice to the EGEMA Program Manager and Sectoral Coordinators, on key programmes, issues and implementation strategies vis-a-vis gender equality; Assist in collecting/preparing information that can be used in official EGEMA documents and reports, as well as advocacy, media and public communication, on how gender equality issues are reflected in different programmes and activities at the province/district level; Assist with updating of the EGEMA/MOWA Annual Work plan on gender mainstreaming; Convene whenever necessary meetings to review progress of Gender Caravan activities at provincial level; Keep abreast of sectoral needs, evolving conditions and challenges and priorities at provincial level; When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the job training; Any other related duties as may be required. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible. 10 Jul 2017 Page 3 of 6

5 policies and guidelines pertaining to women and gender issues is desirable; Experience in working in Balkh/Herat preferred; and experience working with GoA and civil society is necessary; Strong oral and written communications skills, including the ability to convey technical concepts to non-technical staff at all levels in a clear and concise style; Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well- Being Differential (WBD) on a monthly basis will be provided.
