E) Reports To: Animal Services Manager F) Directs the Work Of: None G) Educational and/or Experience Requirements: Any relevant combination of education and experience that would demonstrate the knowledge and skills outlined below is qualifying. A typical way to obtain the required knowledge and skills is: Animal Services Officer I: Education: Successful completion of the equivalent of a high school diploma from an accredited institution. Experience: At least two (2) years of progressively responsible work experience in the humane care and treatment of animals. License: A P.O.S.T. 832 Certificate must be obtained within six (6) months from the date of hire and an Euthanasia Certificate within three (3) months from the date of hire. Possession of a valid and appropriate California state driver s license. Animal Services Officer II: Education: Successful completion of the equivalent of a high school diploma from an accredited institution. Additional training/coursework in humane animal care and treatment is highly desirable.

At least eighteen (18) months of progressively responsible work experience performing duties comparable to the City of Yuba City s Animal Services Officer I. License: Possession of a valid and appropriate California state driver s license. II. III. FLSA Status: Non-Exempt Position Summary: Animal Services Officer I: This is the entry level class in the Animal Services Officer series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Employees work under direct supervision while learning assigned job tasks. As experience accrues, incumbents will perform with increasing independence. Incumbents in this job class perform general and specialized work associated with responding to citizen calls/complaints, driving van/truck throughout designated areas in the County, handling animals in a variety of situations/environments, and completing necessary documentation. Incumbents allocated to this classification must work effectively and tactfully with diverse individuals as well as handle and control animals in a safe and humane manner. Animal Services Officer II: This is the full journey level class within the Animal Services Officer series. This class is distinguished from the Animal Services Officer I by the assignment of the full range of duties and responsibilities. Employees at this level receive only general direction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Incumbents allocated to this job class must work independently and possess the ability to prioritize assignments in an effective and productive manner. Incumbents allocated to this classification must work effectively and tactfully with diverse individuals as well as handle and control animals in a safe and humane manner. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level. IV. Essential Functions: Incumbents will be assigned to varying work schedules including being called back to the City as needed and weekend work. The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below in order to address business needs and changing business practices. 1. Patrols a designated geographical area of the County and enforces animal regulations, laws and ordinances; contacts dog owners to locate unlicensed or unvaccinated dogs; receives and investigates complaints and reports from the public and other agencies regarding stray, dangerous, unwanted or improperly controlled animals; tactfully handles complaints to successfully resolve the situation; consults supervisor and/or other Animal

3 PAGE 3 OF 6 Services Officers for advice or assistance in the handling of unusual and/or difficult situations. 2. Issues violation notices and court citations according to pertinent laws and ordinances; collects evidence and appears in court as a witness, as necessary; carries out law enforcement procedures including issuing warrants, performing arrests and search and seizures; issuing warnings, dangerous animal statements and citations; works cooperatively with other law enforcement groups when joint action is required. 3. Responds to emergency calls concerning animal bites; quarantines potentially rabid animals; observes and examines potentially rabid animals at intervals as directed; instructs the animal owner/general public on proper quarantine procedures; destroys or releases animals from quarantine at the end of a safe time period, as directed; issues citations for violation of the quarantine. 4. Traps and captures animals suspected of carrying rabies, transfers to captivity for examination and arranges for rabies testing; prepares laboratory specimens, sends to lab, and follows up on test results as appropriate according to relevant laws, codes, and ordinances. 5. Operates and utilizes animal services vans and other related equipment to pick up and transport stray, nuisance, dangerous and/or injured animals, according to and in compliance with pertinent laws, codes, and ordinances and in a safe and humane manner. 6. Acts as a resource to other law enforcement agencies, animal owners, and the general public regarding animal services issues, laws and ordinances, kennel operations, and rabies/disease control. 7. Administers first aid or minor treatments to animals; picks up and transports sick, injured or dead animals; impounds animals and releases impounded animals to owners; may segregate, isolate, destroy, and dispose of animals according to relevant laws, codes, and ordinances and as directed. 8. Assists the public in claiming impounded animals; selects most adoptable animals and assists customers in pet selection; answers questions concerning age, breed, characteristics, care and treatment of animals; explains relevant animal services laws, regulations, procedures and policies in response to inquiries. 9. Euthanizes designated animals according to Animal Services policies and procedures and in a humane manner; prepares and restrains animals as necessary; removes and disposes of dead animals. 10. May prepare food and feed animals; clean kennels and related areas; may participate in front office and kennel operations as necessary and as directed. 11. Interacts with the public in a professional and knowledgeable manner to maintain public confidence and safety; may speak at schools and to other community groups concerning animal services. 12. Issues dog and kennel licenses; collects and records fees.

4 PAGE 4 OF Participates in conducting immunization clinics on an annual basis; assists in arranging for and setting up multiple clinics; may assist veterinarian with vaccinations and animal inspections. 14. Prepares necessary documentation and routine reports, maintains records and fills out forms concerning animal services activities and transactions. 15. May assist with the training of new animal services staff as assigned. 16. Operates all equipment used in the field and the kennels including vehicles, traps, catch-poles and cages. 17. Responsible for ensuring that the maintenance on all vehicles, traps, catch-poles and cages is completed; must complete daily vehicle safety checks. 18. Learn the use of and care for a.22 caliber firearm. 19. Cleans and disinfects shelter facilities, vehicles, and equipment as necessary. 20. Performs related duties as assigned. Animal Services Officer II additional duties to duties listed above: 1. Acts as lead to assigned Animal Services Officers, shelter staff and/or volunteers by assisting in the assignment and review of work and cases. 2. Participates in training of field and kennel staff, trustee/work release individuals, community service workers and volunteers in a variety of functions including training and overseeing euthanasia processes and chemical restraint procedures to ensure the safe and humane delivery of mandated services. 3. Conducts presentations and informational talks at schools and other community organizations and events to educate the public regarding the proper care of animals, the services provided by the City s Animal Services Division; performs a variety of community outreach activities to promote the adoption of shelter animals. 4. Investigates and researches designated situations or issues; conducts detailed analyses, makes recommendations, and recommends appropriate actions as directed. 5. Consults with and provides necessary evidence/documentation to the Court and legal counsel in the prosecution of violators as related to Animal Services issues. 6. Assists with documentation, analyses, and reporting of animal impound and deposition statistics as assigned and upon request. V. Job Related and Essential Qualifications: NOTE: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics. Animal Services Officer I: A. Knowledge of: Basic care and control of both domestic and wild animals in a safe manner to avoid injury to persons and animals.

5 PAGE 5 OF 6 Common breeds of domestic animals and appropriate practices for their care, handling and feeding. Basic methods and techniques involved in nutritional feeding and safe care of impounded animals. Standard and accepted English usage, spelling, grammar, and punctuation. Standard and accepted principles and practices of positive customer service. Basic office methods and equipment including filing and recordkeeping. Basic mathematical calculations. Animal Services Officer II additional duties to duties listed above: A. Knowledge of: Applicable provisions of state and local laws, codes, and ordinances relating to animal services, impounding, and facility operations. Standard and accepted techniques involved in restraining and isolating animals suspected of having bitten individuals or of having rabies. B. Skills at: Learn the provisions of state and local laws, codes, and ordinances relating to animal control, impounding, and facility operations. Learn to recognize symptoms of rabies and other animal diseases; learn the techniques involved in restraining and isolating animals suspected of having bitten individuals or of having rabies. Read and comprehend the laws and regulations pertaining to animal services. Understand and carry out both oral and written instructions in an independent manner. Utilize designated personal computer and office equipment necessary for successful job performance. Work effectively in stressful situations, exercise good judgment; make informed recommendations and implement sound decisions in an effective and timely manner. Effectively perform duties as required by law including disposal of carcasses and euthanasia. Communicate clearly, tactfully, and concisely, both orally and in writing. Prepare and maintain accurate records and forms. Work with various cultural and ethnic groups in a tactful and effective manner. Perform routine mathematical calculations to include addition, subtraction, multiplication, and division. Recognize symptoms of rabies and other animal diseases.

Establish and maintain effective working relationships with those contacted in the performance of required duties. Physical Demands/Qualifications: 1. Requires the ability to walk and stand during assigned Animal Services operations and related activities. 2. Requires the ability to exert moderate to extensive physical effort including bending, squatting, kneeling, climbing and twisting while chasing and/or capturing animals in the field. 3. Requires the ability to perform simple and power grasping, pushing, pulling and fine manipulation. 4. Requires the ability to lift and carry weight up to 100 lbs. 5. Requires the ability to hear and speak to communicate in person and by telephone. 6. Requires the ability to manage physical confrontations with injured, angry or scared animals. 7. Requires the ability to operate a motor vehicle in a safe and effective manner for self and others. Environmental Conditions: 1. Working conditions in the office are clean, well lit, and free from extremes of temperature and humidity. 2. Working conditions in the field and animal services facilities may be subject to uncomfortable working environments including exposure to dust, noise, unpleasant odors, heat or cold.
