2 1. Background: This course is prepared by the ICAO Aviation Safety Training Section (AST) and offered to the aviation community at TRAINAIR PLUS Centres. 2. Language of Instruction: English 3. Duration: 2 weeks 4. Dates: 21 October to 1 November Venue: Johannesburg, South Africa 6. Number of Instructors: 1 to 2 7. Number of participants: 16 (1 instructor), 20 (2 instructors) 8. Attendance fee: $1, Purpose of the Course: 1. The TDC is the core training activity of the TRAINAIR PLUS Programme. It is the main tool to consolidate the implementation of the Programme among Civil Aviation Training Centres (CATCs), with the creation of a team of updated and well trained professionals as course developers to work in Course Development Units. 2. The course provides professionals with advanced techniques for applying the Instructional Systems Development methodology (ISD) under the TRAINAIR PLUS Programme. This is a complete instructional development workshop with a focus on the practical aspects of developing training and educational programmes. 3. The course will train civil aviation course developers to design and develop Standardized Training Packages (STPs) for TRAINAIR PLUS competency-based training standards by either upgrading existing conventional courses developed by the CATC to become an TP STP or creating a new TP STP. 10. Training Objectives: 1. After having successfully completed the course, the trainees will be able to identify the TRAINAIR PLUS training development methodological standards to: a. Analyse training needs and choose strategies b. Analyse jobs and target populations c. Determine training objectives d. Sequence objectives and group them into modules e. Prepare and validate tests f. Design modules g. Produce and validate training material h. Assist in On the Job Training planning and monitoring 11. Target Population: 1. Experienced civil aviation training instructors and aviation professionals who are dedicated to the implementation of competency-based training programmes and development of courses with international standards. 2. Training managers, supervisors and professionals who want to increase their productivity as developers of training and educational programs.

3 12. Pre-requisites and Qualification Requirements 1. University degree or equivalent qualifications and experience in one or more civil aviation fields or in Human Resources Development and Training. 2. Qualification as an instructor with at least 5 years of practical experience or equivalent aviation professional field experience. 3. Experience in the preparation of a wide range of training aids and their effective incorporation into a training programme. (Desirable) 4. Computer skills using contemporary software programmes. 5. ICAO Document 9941: Training Development Guide, A Competency-based Training Methodology (2011) 2. Course material 15. Fee Mechanism 1. ATNS- Aviation Training Academy and ICAO will share revenues generated from the participants fees. Upon completion of the course, ICAO will invoice ATNS-ATA a fee of US$500 per participant. This fee covers costs related to the production and shipment of ICAO documents, such as the Training Development Guide(TDG)and Certificates as well as ICAO administration of the course. The remainder of the fee per participant will be retained by (ATNS- ATA to cover the remaining costs of the course. 2. The host organization will ensure that all participants are invoiced and that payments are collected prior to the start date of the course. ATNS-ATA will confirm registration of each participant only if the registration fee has been duly received. 16. Responsibilities of the Aviation Safety Training Section (AST) of ICAO: 1. AST will be responsible for the supervision of the course, including: a) preparation and shipment of the course documents, including the Training Development Guide(2011);

4 b) issuing ICAO/ ATNS-ATA certificates; c) coordinating the production of the final report. 17. Responsibilities of ATNS-ATA: 1. ATNS-ATA will be responsible for all other activities including, but not limited to the following: 18. Instructor a) conduct communication and promotion for the course; b) register participants; c) collect attendance fees and transfer agreed funds to ICAO as per clause 15.1 and 15.2; d) issue a contract with the Principal Instructor for the delivery of the course. If applicable, ICAO will provide INAC with a roster of available TRAINAIR PLUS accredited instructors. ATNS-ATA will select an instructor from the roster and initiate a contractual agreement as well as ensure that the instructor is duly paid for his/her services, his/her travel and daily subsistence allowance according to UN regulations provided by AST; e) provide staff to assist in the administration of the course (registration, delivery of documents, participant s information, printing of course materials, etc.); f) provide and coordinate all the logistics; g) ensure availability of all audio-visual equipment (projectors, computers, speakers, communications system, etc.); h) provide food and beverages for refreshment breaks(desirable) i) assist participants in obtaining their visa to enter the country (if applicable); j) provide participants with a list of preferred hotels and rates; k) provide shuttle service for transportation of instructor from the hotel to the event s site; l) provide security to ensure a safe and secure event; 1.
