2 CITY OF KETCHIKAN SENIOR ENGINEERING TECHNICIAN Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under direction, performs advanced engineering related technical duties in support of the City s engineering services and activities including participating in designing and providing construction engineering services for streets, sewers, solid waste facilities, port and harbors, buildings and other public facility projects; performs advanced technical level engineering work involved in the design, drafting, mapping, and construction of capital projects prepares specifications and contract documents; inspects projects in progress or as completed to ensure that the project is completed according to City standards; assists the City s survey department; oversees the acceptance and processing of permits for the Engineering Division; completes intake processing of permits for the Building Department; and performs a variety of technical tasks relative to assigned area of responsibility. The City of Ketchikan owns and operates many public facilities, including, but not limited to streets, bridges, ports, harbors, sewers, buildings, cemetery and a sanitary landfill. The Senior Engineering Technician is responsible for providing the high quality engineering services necessary for the construction and maintenance of the city s public facilities. The Senior Engineering Technician assists the departmental engineers in all phases of the engineering and administration duties. The Senior Engineering Technician must perform these duties in a manner that reflects favorably on the City and the Department. REPRESENTATIVE DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Performs advanced technical level duties in support of the City Engineering Division s services, activities, and functions including performing office work, drafting (using AutoCAD Civil 3D), inspection and related technical functions. 2. Participates in preparing designs and specifications for assigned projects; develops engineering drawings, construction plans, specifications, contract documents, bid documents, calculations, and cost estimates for proposed projects; prepares estimates of time and material costs. 3. Provides information and assistance to contractors, developers, engineers, and the general public on engineering services and activities; responds to general inquiries; ensures issues are resolved in a timely and efficient manner. 4. Provides technical engineering support and project management for simultaneous ongoing capital improvement projects including assisting in design and development of plans and specifications; inspects and administers projects to ensure that public facilities are constructed in accordance with the plans and specifications within project budget. 5. Performs Computer Aided Design and Drafting (CADD) and computing operations in the preparation of a wide variety of engineering drawings, maps, and plans; performs mapping and indexing for the City s GIS systems. 6. Serves as project inspector and administers ongoing complex projects to ensure that public facilities are constructed in accordance with appropriate codes, ordinances, project plans and specifications. 7. Documents progress of projects by maintaining daily logs, reports, and photographs; acts on findings; prepares accurate drawings from daily field notes and verifies as-built construction.

Tracks project quantities and prepares change order requests and monthly pay estimates; makes recommendations to Project Engineers or Public Works Director/City Engineer on projects under contract. 9. Prepares field notes, inspection reports, memorandums, and official correspondence regarding findings, observations, and recommendations. 10. Coordinates and assists the survey crew in surveying, collection of GPS survey data, construction staking, topographic surveys, television inspection, utility location and traffic counts. 11. Prepares a variety of technical engineering reports, studies, and technical documentation; maintains accurate records of projects, budgets, or field observations required to assist the City s Engineering Division. 12. Attends meetings and makes presentations on an as needed basis. 13. Participates in the design of new, repair of damaged, and construction of wooden docks, ship berths, trestles, floats, gangways and harbors. 14. Writes, administrates and finalizes contracts, specification documents, easements and agreements for the Public Works Department. 15. Coordinates with state and federal agencies in securing permits, and variances; reviews procedures for compliance with state and federal agencies codes and requirements. 16. Prepares technical specifications and procurement documents for the purchase of equipment and facilities and administers contracts. 17. Places orders for materials or supplies including negotiations with vendors and contractors; evaluates and recommend approval of payment to consultants or contracts. 18. Coordinates assigned activities with consultants, engineers, developers, contractors, utilities, architects, other City departments and divisions, and outside agencies. 19. Performs related duties as required. QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Operations, services, and activities of an engineering design and construction program. Basic principles and practices of civil engineering. Basic scientific and mathematical principles as applied to civil engineering work. Basic principles and practices of project management and administration. Methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects. City engineering policies and procedures related to the construction, design and maintenance of municipal systems and facilities. City standards, standard drafting symbols, methods, practices, techniques and instruments used in engineering and mapping. Advanced methods and techniques of researching, compiling, interpreting, and presenting statistics and data. Methods and techniques of engineering plan review and analysis. Engineering maps and records. Advanced methods and techniques of developing maps. Construction methods, procedures, standards, and materials. Operational characteristics of maintenance and construction equipment and tools used in the area of work assigned. Methods and techniques of conducting site and field investigation.

4 Advanced drafting methods, techniques, and equipment preferably AutoCAD Civil 3D. Principles and practices of business correspondence and technical report preparation. Principles and practices of record keeping. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Occupational health and safety standards. Pertinent federal, state, and local codes, laws, and regulations. Ability to: Perform a variety of advanced technical engineering duties involved in the design, development and construction management of a variety of construction/capital improvement projects. Serve as project inspector on assigned design and construction projects. Perform advanced drafting using AutoCAD Civil 3D, including utilidors, alignments, profiles, surfaces, etc. Inspect public works projects for conformance with plans and specifications. Understand and interpret maps, engineering plans, and specifications. Assist in the project management of assigned design and construction projects. Assist with the preparation of engineering designs, plans, specifications, and bid documents. Prepare a variety of drawings, sketches, maps, graphs, and related technical documents. Prepare maps and layouts from notes and sketches. Read and interpret maps and blueprints. Deal tactfully and courteously with the public, contractors, and representatives of other agencies in providing information about engineering policies, projects, and procedures. Perform a variety of data gathering and compilation for engineering studies. Make accurate engineering computations and drawings. Compile and analyze geographic information systems data. Operate a variety of engineering equipment in a safe and effective manner. Operate various equipment and tools required to perform engineering technician work, including the operation of office computer equipment and a variety of software and applications, such as Computer Aided Design (CAD), blueprint and drafting machines. Adapt to changing technologies and learn functionality of new equipment and systems. Maintain accurate engineering files and records. Prepare clear and concise technical reports. Review plans and documents for conformance with regulations. Understand, interpret and prepare legal descriptions, engineering reports and maps. Analyze a complex issue and develop and implement an appropriate response. Analyze and evaluate new and existing methods and standard operating procedures. Apply applicable City codes and regulations. Work independently in the absence of supervision. Perform basic engineering computations and calculations. Use and care for engineering, surveying and drafting instruments and equipment. Coordinate activities with internal and external agencies and committees. Interpret, explain and enforce Department policies and procedures. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines: - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: An Associate s degree with major course work in engineering technology, civil engineering, or a related field. Experience: Four years of increasingly responsible technical engineering experience.

5 License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver s license. 6 CITY OF KETCHIKAN SURVEY TECHNICIAN Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. SUMMARY DESCRIPTION Under general supervision, performs technical survey work in setting up survey equipment and reading and measuring distances and elevations with the use of standard surveying equipment; operates and maintains a variety of surveying equipment; collects data for the creation of plans for capital projects and maps for Geographical Information System (GIS) network within the city limits; calculates quantities; and performs related office functions. The City of Ketchikan owns and operates many public facilities, including, but not limited to streets, bridges, ports, harbors, sewers, buildings, cemetery and a sanitary landfill. The Survey Technician operates surveying equipment and assists the Construction/Survey Coordinator in providing surveying services for the design and construction of city facilities. The Survey Technician must perform these duties in a manner that reflects favorably on the City and the Department. REPRESENTATIVE DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 20. Performs a variety of technical field and office survey work for City capital improvement and mapping projects. 21. Operates and maintains a variety of electronic and/or conventional surveying instruments in the field including levels, GPS, total stations, and other equipment to measure distances, horizontal angles and elevations; ensures all surveying equipment is in a good working order. 22. Operates a CADD program in performance of office survey work; down loads, uploads, and edits electronic field data from a data collector. 23. Reduces manually written field data to a format that a designer can understand. 24. Stakes out a variety of field measurements including property corners and cemetery plots and collects data electronically or manually; maintains all control points. 25. Drafts plats, plots field topographic data, and calculates quantities. 26. Audits materials, tools and equipment for the surveying crew. 27. Prepares and maintains a variety of drawings, as-builts, and documents for assigned area. 28. Ensures adherence to safe work practices and procedures. 29. Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner. 30. Serves as lead man on survey party in the absence of the Construction/Survey Coordinator as required.

7 31. Performs related duties as required. Operational characteristics of surveying equipment and tools. Occupational hazards and standard safety practices. Principles and procedures of record keeping. Ability to: Operate a variety of field surveying equipment in a safe and effective manner. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Understand and operate surveying software and CADD System. Gather, interpret, record, and apply field notes in the performance of survey duties. Prepare and maintain accurate survey records. Perform mathematical calculations with speed and accuracy. Work independently in the absence of supervision. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: Equivalent to the completion of the twelfth grade supplemented by college level course work in land surveying, mathematics, construction engineering, or a related field. Experience: Two years of increasingly responsible field surveying experience. License or Certificate: Possession of an appropriate, valid driver s license.
