1 SAFE ROADS TO PROSPERITY Namibia s Roads Authority was established in terms of Section 2 of the Roads Authority Act, Act no. 17 of 1999 and became operational on the 01 April The Roads Authority is responsible for the management of national road network with a view of achieving a safe and efficient road sector. The Authority invites qualified, dynamic candidates to apply for the following positions: DIVISION: NETWORK PLANNING AND CONSULTATION 1. PRINCIPAL ENGINEER: RESEARCH AND DEVELOPMENT, Patterson Job Grade D5, Windhoek To provide expert technical advice, translate best practice into implementable plans and to establish a central repository of technical best practice based on sound research within the Transport Engineering arena. Overall responsible for Research and Development of the Roads Authority. Leads & directs research projects in Transport Engineering Translates Transport Engineering specialist knowledge into RA practices, policies and procedures Consult and liaise with internal, local, regional and international stakeholders in road sector related technologies and management matters Translates transport engineering specialists knowledge into RA practices, policies and procedures Manage the technology transfer functions Maintain the central respiratory of technical knowledge Manage Human Resources Bachelor s Degree in Civil Engineering - Post Graduate Degree Registration as Professional Engineer or incorporated Engineer with the Engineering Council of Namibia 8-10 years experience with 5 years relevant research experience and development Code B driving license Knowledge of material design Knowledge of geo-technology Knowledge of chemistry and geology Job content enquiries on the above position can be directed to Ms J. ENGINEERING MANAGER: ROAD MAINTENANCE, Patterson Job Grade D4, Keetmanshoop To manage the resources for tactical implementation of planning, design, tendering, contract management and master plan compliance within a region Management of an engineering area within the region Management of human resources and technical team of area within the region

2 Control the region budget Management of project planning and designs derived from the maintenance strategy and preparation of tender documents Managing of contract management process i.e. Contracts administration and site supervision Coordinating the implementation roads ordinance strategy, roads and ribbon development act and improvement of road safety Bachelor s Degree in Civil Engineering Registration as Professional Engineer or incorporated Engineer with the Engineering Council of Namibia Eight (8) years experience post registration in road maintenance and construction of which three (3) years should be at D-lower management level Code B driving license Knowledge of the road maintenance Knowledge of project management Knowledge of the relevant road legislations Knowledge of structural calculation and design of culverts and bridges Design and planning abilities Planning and prioritizing skills Report writing skills Computer literate Sound interpersonal skills Job content enquiries on the above position can be directed to Mr. J Blaauw at Tel: DIVISION: OFFICE OF THE CHIEF EXECUTIVE OFFICER SUB-DIVISION: INTERNAL AUDIT 3. SECTION LEADER: CORPORATE AUDIT, Patterson Job Grade C5, Head Office To supervise and ensure that detailed and effectively focussed on area assessed and that they are in conformance with the International Standards for Professional Practice of Internal Audit as outlined by the Institute of Internal Audit Planning and strategic input Supervision and directing auditing activities Administration of the Section Execute risk audit based Liaise and maintain relationship with stakeholders Provide internal consulting service and ad hoc auditing activities Bachelor s Degree in Auditing, Accounting, Finance OR relevant qualification Five (5) years in auditing environment of which three (3) years should be at supervisory level Code B driving license Knowledge of the Road Traffic and Transport Act and RTTR Knowledge of IIA Standards and King III Principles Supervision and management skills

INTERNAL AUDITOR: Patterson Job Grade C3, Windhoek To plan and execute risks based audit in order to provide an independent objective assurance and consulting service to Roads Authority, thereby adding value and improving organization operations Executes risks based audits Consulting activities and liaising with stakeholders Bachelor s Degree in Auditing, Accounting, Finance OR relevant qualification Three (3) years experience in auditing environment Member of IIA Code B driving license Knowledge of the Acts and regulations Knowledge of IIA Standard and King III Principles Knowledge of IIA Standard accounting standards (GAAP) Knowledge of IIA internal audit standards Report writing skills Computer literate Sound interpersonal skills Job content enquiries on the above positions can be directed to Ms A Shipuata at Tel: DIVISION: CORPORATE SERVICES SUB-DIVISION: HUMAN RESOURCES 5. PRACTITIONER: TALENT DEVELOPMENT, Patterson Job Grade C3, Head Office Purpose of the job; To develop, advise and execute Talent Development programs, processes and policies covering training, competency and knowledge assessment (skill audit) and related organizational Development (OD) functions. Develop Talent Development programs Conducts and coordinates leadership training and development Conducts and coordinates soft skills and technical training Facilitate the Performance Management training and line management support Facilitate culture change management Bachelor s Degree in Human Resource Development OR relevant qualification (NQF Level 7)

5 DIVISION: TRANSPORT INFORMATION AND REGULATORY SERVICES (TI&RS) 7. EXAMINER: VEHICLE AND DRIVER, Patterson Job Grade C2, x 12 Duty stations: Swakopmund x1, Karibib x1, Mariental x1, Keetmanshoop x1, Rundu x2, Nkurenkuru x1, Opuwo x1, Outapi x1, Eenhana x1, Tsumeb x1 & Gobabis x1, Okahandja x1 To conduct examinations and tests of vehicles and drivers according to set standards and legislation.
