1 Developing Long Term First Nations Employment and Economic Activity through Emergency Response and an Integrated Environmental Services Model Dave Hill & Gavin Domitter May 2017 Introductions Darwin Douglas is a member of the Cheam First Nation who is also a Councillor, Director for Cheam Enterprises Inc., and successful business owner. Dave Hill is a former Fire Fighter and currently the Vice President of Emergency Response for QM Environmental with over 25 years of service in the industry and currently Vice Chair of CERCA the Canadian Emergency Response Contractor s Alliance. Gavin Domitter is the Director of Aboriginal Relations and Business Development. QM Environmental is an Environmental & Industrial Services company with offices and qualified teams strategically located across Canada. With over 30 years of experience and a team of over 700 employees, we solve environmental challenges through our best practices in Health & Safety, project management, regulatory compliance, and communication. 1

QM has successfully trained over 750 aboriginal personnel in the past 10 years, many of whom have been employed on QM projects comprised of up to 70% of onsite labour. Our Aboriginal Inclusion & Capacity Building strategy better equips us to accommodate project needs while building key community & business relations & provide a foundation for future opportunities with Aboriginal communities, businesses and peoples throughout Canada. 4 2

5 The QM / Cheam Relationship Developing an Integrated Environmental Services Model History Partnerships with Purpose Initial contact approximately 2 years ago through Aboriginal Business Match (ABM) and subsequent conferences including NABOC. A succession of meetings, dialogue and process of identifying mutually beneficial initiatives. Outputs include an All Hazards Community Emergency Response Plan & Emergency Response Initiative as an extension of the QM network. 5
