Child safeguarding level: TBC Reporting to: Country Technical Coordinator Direct Reports: N/A Organisational background Established in 2003, Malaria Consortium is one of the world s leading non-profit organisations specialising in the comprehensive prevention, control and treatment of malaria and other communicable diseases among vulnerable and under privileged populations. We increasingly find our work on malaria can be effectively integrated with other similar public health interventions for greater impact and therefore expanded our remit to include child health and neglected tropical disease interventions. We work in Africa and Asia with communities, governments, academic institutions, and local and international organisations, to ensure effective delivery of services, which are supported by strong evidence. Our areas of expertise include: disease prevention, diagnosis and treatment disease control and elimination systems strengthening research, monitoring and evaluation leading to best practice behaviour change communication national and international advocacy and policy development Country and project background

2 Malaria Consortium (MC) has been operating in Cambodia since 2003, supporting the health sector primarily in the areas of vector-borne diseases (primarily malaria and dengue fever), and maternal and child health (MCH). In 2014, MC was appointed as a sub-recipient (SR) for the Regional Artemisinin Initiative grant from the Global Fund for HIV/AIDS, TB, and Malaria (GFATM). Through this project, MC is providing key technical expertise to the Cambodia National Centre for Parasitology, Entomology, and Malaria Control (CNM), the national programme supported by the Ministry of Health to combat VBD in the country. This technical assistance has primarily been involved in malaria surveillance, particularly in an effort to achieve the national objective of eliminating malaria by Within this grant, MC has been requested to assist CNM in developing two national level surveys to collect key malariometric indicators: 1) An inaugural national mobile and migrant population (MMP) survey, intended to characterise and capture information on MMP categories within the country. This is intended to inform future targeted strategies for this high-risk group. 2) The Cambodia Malaria Survey (CMS) is a periodic survey conducted to illustrate the current malaria situation in the country. Previous versions were completed in 2013, 2010, and 2007, but given the recent changes in national malaria strategy and national programme objectives, certain modifications are necessary for the upcoming survey. Job purpose The role of the survey coordinator is to lead the design and preparation of both surveys in close collaboration with CNM, provide technical oversight for execution, manage data cleaning and analysis process, and contribute to final report writing Scope of work This position will include individual autonomy to coordinate the survey development process, but would require internal technical oversight and collaboration from technical colleagues, including but not limited to: Epidemiologist (in-country); Country Technical Coordinator (in-country); Regional Technical Advisor (Asia); and Senior Surveillance Specialist (HQ). Additional programmatic and organisational decision-making would be done in coordination with the Country Technical Coordinator and Country Director. Key working relationships Within this position, there are several key internal and external working relationships to acknowledge. Regular internal communication includes the in-country technical team, as well as the other programme teams which may have intersecting project areas. External working relationships will include regular contact with key members of CNM, in addition to representatives from technical partners (e.g. WHO, CHAI, PSK). Primary accountability for donor reporting will also be necessary with UNOPS, the primary recipient on the grant. Key accountabilities (percent of time spent on each area) Design survey approach and methodology in partnership with CNM and other technical partners (40%) Clearly define the activity objectives and/or methodology, including necessary sampling frame and approach

3 Develop and prepare protocol for ethical review submission Utilise previous literature and/or conducted research to inform the final protocol and procedural development Design survey or activity tools / questionnaires, including presentation and finalisation with stakeholders Liaise and collaborate with partners to gain group consensus within the context of the GF- RAI project and the country situation Identify the key indicators to be captured from the processes Support and oversee the survey execution process (25%) Manage and support CNM in the bidding process for external organisations to conduct the MMP activities Participate in the bid evaluation and selection committee Provide administrative guidance to the winning organisation to ensure activity execution Develop training guides and tools to facilitate training of CNM data collectors and survey for the CMS survey Lead the execution process, including development of a workplan for data collection and assisting in CNM preparations Ensure regular communications between all parties and successful completion of the field activities Complete data finalisation and analysis, including final documentation (35%) Support data collection, data entry, and field supervision support as necessitated by the process Monitor the incoming activity data to ensure quality Oversee data cleaning process and conduct thorough data analysis to inform the indicators Identify any additional points for further follow-up Produce final written reports with the support of MC technical teams to be disseminated externally Engage in final dissemination meetings and/or other oral presentations for partners and stakeholders as requested Person specification Qualifications and experience: Essential: Epidemiology or public health degree (Master Level or higher preferred) Experience working in international settings Experience in designing and/or implementing large scale surveys, ideally using MIS or DHS methodology Experience with mobile and migrant populations Proficiency with data analysis software Experience producing scientific publications and/or disseminating large-scale survey results Fluent or professional working capacity in English. Desirable:

4 Experience in malaria, including Global Fund (GFATM) support Experience of working in Cambodia or the Greater Mekong Subregion preferred Fluency or professional working capacity in Khmer Work-based skills: Essential: Able to work independently in challenging context Able to collaborate with country government, MOH, and MC staff Capacity to operate in multicultural environment
