1 Capability Manager Government Information Services(GIS), Knowledge and Information Services. Role Purpose: The Capability Manager is responsible for building, leading and motivating a team of Specialists, ensuring that the Specialist team has the appropriate skills and competencies available within the team and fosters a multi-disciplinary delivery team culture. A key responsibility of the Capability Manager will be to support the team as they adopt an agile portfolio approach to product delivery that fulfils AoG objectives. 3 What you will do to contribute Leadership within the Senior Management team As a member of the governance group ensure that the group: i. coordinates the involvement of partners and customers in joint initiatives ii. iii. iv. communicates to stakeholders the quality and uptake of the portfolio monitors agreed investments levels undertakes regular analysis of the effectiveness, impact and contribution of portfolio products across AoG and wider public. v. reviews recommendations from Product Owners and decides on new sourcing options vi. vii. viii. reviews recommendations from Product Owners and make decision regarding the transferring or retirement of products actively manages the impact of cost recovery targets and mechanisms manages the overall portfolio budget and allocates this in line with capacity, capability and strategic priorities of the portfolio. As a result we will see Governance of the portfolio is open and transparent, Decisions and portfolio status is shared openly. Increased uptake of the portfolio across DIA and other agencies. Progress against agreed deliverables is not impeded by lack of skill and capability resources. Actively demonstrate the importance of collaboration by working closely with fellow members of SMT to resolve resource issues and blockers across all products. As a member of the senior management team, plan and track progress against strategic road maps whilst challenging and providing direction. Contribute to the building of a strategically agile culture alongside the senior management team. Position GIS and its products with senior management in potential customer agencies including DIA. In conjunction with the Portfolio and Partnership Manager, ensure the staffing levels, skills and capabilities meet the demand of the portfolio. Page 3 of 7

4 What you will do to contribute Leadership of team Communicate daily with the specialist team members to ensure they have the support and understanding they need to work at maximum effectiveness. Identify capability training and development requirement, ensuring staff knowledge and skills are appropriate to their roles. Facilitate and guide the team in performing technical management activities. Create and maintain the conditions that allow the team to be successful and are able to work effectively by having a productive working environment Ensure the team has the resources it needs and remove any impediments to the team in a timely manner. Lead the ongoing professional development of the capability team and the promotion of best practice within the specialist team. Implement the performance management system for team members- actively managing both strong and poor performance. As a result we will see Staff have a clear sense of purpose. Understand both the operational and strategic direction of the portfolio. Professional development plans are developed for the team members. Staff are focused and effective in the delivery team environment. Performance feedback sought from internal and external customers. Staff have a clear understanding of what constitutes performance within their role. Delivering Results Produce clear non-technical advice on complex issues to senior stakeholders, both internally and externally, in order to ensure strategic road map. In conjunction with the Portfolio Manager, understand the pipeline of work. Strategically plan for future business needs and direct the timely deployment of appropriate resources. Identify and organise additional staff based on skill capability and the requirements of the flexible delivery teams. Establish and formalise governance and controls for capability function. Excellent relationships are developed with a wide range of senior stakeholders. The correct level of capability and capacity is available to meet agreed delivery outputs. Clearly understood and transparent governance controls are established and adhered to. Page 4 of 7

Exceptional knowledge and understanding of tools and methods for delivering ICT solutions Demonstrated ability, managing the capabilities needed to deliver in a complex operational environment. Ability to manage and prioritise the diverse human resources needs of a large team of direct reports. Knowledge: Post- graduate qualifications in a computing and/or business discipline and extensive relevant experience. Extensive and proven management expertise. High level of digital market awareness and experience of recruiting and /or procuring a wide range of technical expertise, e.g. content design, analytics, research, business analysis. A cooperative and outcome focused approach to staff and peer interactions Skills: Exceptional negotiation and influencing skills enabling effective interaction with other members of the SMT, guiding decision making and seeking cooperation in the delivery of services. Exceptional oral and written communication skills including the ability to prepare and deliver technical and business papers, reports and proposal for all levels of DIA. Ability to work under pressure and to respond to changing circumstances and to tight timetables. Other requirements: Good understanding of the machinery of government.
