1 NEW ZEALAND INTELLIGENCE COMMUNITY Position Description NZSIS Information Technology Manager Branch/Directorate: Responsible to: Position purpose: Information Technology Branch, Operational Enablement Directorate Deputy Director Operational Enablement (DDOE) The Information Technology Manager (ITM) is responsible for the planning, organisation, coordination and management of the teams that deliver information technology services and facilities to enable the Service to deliver on its strategic objectives. As a Branch Manager, the ITM role exists to provide: Leadership, strategic direction and operational guidance to their direct reports and wider team. The secure, efficient delivery of all IT Branch activities. Oversight, policy and direction for the IT Branch and providing input into Directorate policy and capability. Engagement with domestic and international partners to develop relevant NZSIS capability and effectively secure tangible benefits. Role Expectations and Scope ITM is a technology-centric Branch Manager role with a focus on enabling all aspects of the Service; also there are significant elements that require a wider NZIC perspective and coordination. They are responsible for the planning, direction and control of all activities within the IT Branch, including: Enabling operational and corporate systems to meet organisational goals. Applying innovative techniques to meet requirements and discover opportunities. Providing leading-edge technology platforms that deliver results. Driving technology excellence for the NZIC. Leading NZSIS technology management to ensure the business is highly effective and compliant. Maintain and develop NZ and international relationships to ensure technology compatibility. Support project managers to meet technology deliverables and ensure robust asset management. ITM is expected to apply sound and effective judgement across a wide spectrum of security and technology related issues. They are also expected to be honest, effective and constructive in the way they lead, manage and develop their team and its capability. This includes identifying, advancing and, where approved, leading major structural and policy initiatives within their Branch that enhance or improve its capacity to contribute to the organisation s mission and objectives. As part of the NZSIS extended leadership team, ITM is expected to contribute to the development of, and lead and communicate, a compelling future focused vision for the Service. One of the major contributions expected over the next 4 years is the development of the partnership with GCSB (Top Secret) and NZDF (Secret) IT teams to ensure successful delivery of capability across the NZIC and wider community. 3 Objectives The position of Information Technology Manager encompasses the following major functions or objectives: Provide leadership to deliver planning, development, evaluation, management and monitoring of information systems and supporting technology for the organisation. Provide people leadership and management to the Information Technology team, empowering them to deliver agreed service levels to the business and provide the level of IT capability required to meet business objectives. Sponsor and direct technical and infrastructure projects such as application and system upgrades and technology refreshes. Transition technical capability from operational and corporate projects into BAU. The requirements in the above objectives are broadly identified below: Jobholder is accountable for: People Leadership and Management Branch Capability Development Jobholder is successful when: They lead, champion and model the principles of security and NZSIS values in all aspects of their work. IT systems are designed, developed, deployed and maintained in a way that is cost effective, secure, well documented and supported to deliver high levels of systems availability and meet the strategic requirements of the organisation. Appropriate tools are purchased and deployed to proactively monitor, measure and manage system performance/ availability. Plans and investment is made in the development of their team in order to be able to meet changing needs, and changing environment and community expectations. A continuous improvement approach, based on evidence gathered and prioritised by risks, is adopted to ensure the Branch has capability to meet present and projected future requirements of key customers. Change initiatives are identified, developed and implemented in consultation with the ICSS OD&P

4 Strategic, Business and Financial Planning Branch Leadership Leading Business Change team to improve and enhance the value that the Branch provides against national security priorities. The Branch s capability development projects are well managed and deliver planned results within timeframes and budget. Health & Safety risks are pro-actively managed. DDOE values ITM s input into the development of the NZSIS IT Strategic Plan. The strategy is aligned with those of the wider NZSIS and other NZIC agencies. The Business plan reflects the strategic direction for the Directorate and NZSIS, and supports customer requirements. Strategic intent and business plan for the Branch is developed, delivered and reported against quarterly. The Branch s budget planning is in line with Directorate and Service requirements. The Branch s budget is spent in accordance with financial authority. Expenditure is reported accurately and used effectively for operational and corporate forecasting. The annual Operating and Capital budgets are well defined, and expenditure managed and reported. The Branch works collaboratively and coordinates effectively with other branches, directorates and partner agencies on operational matters. Successful delivery of the NZSIS IT Strategic Plan. The balance between operation deliverables and risk tolerance is understood and well managed. There are clear frameworks and policy to guide and direct Branch operational activities. Staff are empowered to make timely and effective decisions in pursuit of Branch objectives. A positive influence for business change and managing change programmes. Successful leadership of medium to large-scale pan-directorate or pan-nzsis projects or work programmes where the scope of such work is clearly beyond that of an individual management unit. Business cases are prepared and projects are appropriately resourced and actively managed to meet agreed outcomes of Schedule, Quality and

5 Cost. Appropriately skilled IT resources are allocated to meet agreed organisational priorities and project timeframes. Technical capabilities are successfully transitioned from operational and corporate projects into BAU Valued contribution to NZSIS change programmes through membership of project boards, steering committees, governance boards, etc. Management of Key Partnerships Organisational Risk and Leadership Relationships with key internal and external partners are identified and developed to achieve the operational and strategic objectives of the Service. The Branch and NZSIS reputation is enhanced through collaborative partnerships with domestic and international partners. Organisational representational roles and technical relationships relevant to Branch functional accountabilities are effectively managed. SLT strategic decisions are championed and implemented at the operational level. Security, operational, and organisation reputational risk in relation to Branch activities is identified and managed to approved standards. NZSIS activities are consistent with its legally mandated role and functions. Valuable contributions are made to Service and NZIC policy and strategy projects. Precise performance measures for this position will be developed in discussion between the jobholder and manager as part of the performance development process. It is also expected that you will undertake other duties that can reasonably be regarded as relevant to the position, your experience and capability. Person specification Qualifications Essential: A tertiary or professional qualification (at least equivalent to Bachelors) or demonstrated equivalent in technology management. Desirable: Professional qualifications in relevant technology disciplines. Professional certification in Project Management Knowledge/experience

6 Essential: Proven background in Information Management/ Information Technology at a management level. Leadership experience in technology disciplines at a senior management level including strategic, operational and project/programme management experience. Demonstrated exceptional judgement, critical thinking and interpersonal skills to understand, prioritise and articulate business requirements, and then manage the delivery of systems (technology, policy / processes, training) to meet these. Experience in building and maintaining positive and productive working relationships. Experience in managing major IT and business change programmes. Experience in negotiation and stakeholder management, including the management of suppliers and vendors. Desirable: Exposure to a highly secure commercial or Government IT environment. Familiarity with New Zealand national security and intelligence priorities, systems and processes.
