SCOPE OF WORK REQUEST FOR PROPOSALS FOR THE PROVISION OF A YOUNG ADULT PROGRAM RELEASED SEPTEMBER 12, 2018 / DUE SEPTEMBER 28, 2018 Anticipated Funding Level: Up to $200,000. Contract(s) that result from responses to this Request For Proposals (RFP) will be cost reimbursement with at least four percent held back for performance, based upon negotiated benchmarks. Program Description: CareerSource Palm Beach County, Inc. (CareerSource) is soliciting sealed proposals for the provision of employment services for a Young Adult (youth) Program in accordance with the Workforce Innovation and Opportunity Act (WIOA) of 2014, which specifies the required and/or allowed youth services that can be offered through CareerSource contractors. Therefore, the proposer must be familiar with and comply with all state of Florida and Federal requirements of the CareerSource WIOA youth program. The purpose of the RFP for a youth program is to solicit innovative youth workforce development services. The goal of the program is to help youth develop lifelong skills while overcoming obstacles and barriers through a seamless integration of case management and workforce preparation services in the Palm Beach County workforce region (Local Workforce Development Area 21). Eligible youth include Out-Of-School Youth (OSY) who possess barriers to employment and are age The RFP seeks qualified entities who will provide the managerial and professional skills necessary for the facilitation and coordination of the delivery of youth programs services. The Contractor will ensure accessibility of services to at-risk youth in Palm Beach County. This will be accomplished through partnerships with the workforce system, educational partners, community and social service agencies and organizations. Objectives/quantities are outlined in the below Services/Work Plan. Services/Work Plan: The Contractor will provide services to OSY during the period October 4, 2018 through June 30, 2019 within the following specifically designated zip code areas: Delray Beach: 33444, 33445, 33446; Boynton Beach: 33426, 33435; Riviera Beach: 33404, 33407, Client Tracking Employ Florida (State Tracking System): The U.S. Department of Labor, which provides the funds used for this initiative, requires that certain information be gathered and reported when it is related to persons that receive services. Towards that end, all participant data must be entered into a statewide data collection and reporting system. Proposers must understand that, if they are awarded funds, the resulting contract will require them to input participant data into the state tracking system. CareerSource is seeking a Contractor with experience and working knowledge of the state of Florida Employ Florida (EF) system. An enrollment is defined by determining WIOA eligibility and creating participation in the state system, currently EF. Upon enrollment into the youth program, Contractor will enter accurate and timely information on the youth in EF. Each individual youths academic abilities and career interests will be used to develop an Individual Service Strategy (ISS) that will outline the activities and goals that will be established with the youth to assist them in attaining a youth positive outcome as defined by the WIOA performance measures. As the youth progresses in the program and/or their interests change the ISS will be modified. Goals will be entered and managed according to Department of Economic Opportunity and CareerSource program policy and guidance. Literacy and numeracy pre-test and post-test data will be entered for all program Page 1 of 9 (9/12/18)

2 participants. Contractor will offer participants an orientation of the WIOA program services, provide objective assessments, basic skills assistance, employability skills, occupational skills training, opportunities to identify a career pathway that will lead to credential attainment, job shadowing, work experience, placement assistance, follow-up services and availability to the 14 WIOA program elements. These services will be outlined in the youth's ISS. The ISS will be regularly monitored, maintained and updated by Contractor. Community Outreach: It is expected that the Contractor will participate in a variety of community events and conduct regular outreach to community contacts, including youth groups, churches, schools and juvenile justice officials and families to recruit eligible youth. The Contractor will also participate in a variety of job seeker and employer events to meet the demand of local industry to recruit, hire, train, and retain the local workforce. The Contractor will also coordinate all public information activities with CareerSource. The Contractor will meet regularly with CareerSource to coordinate the origination, production and distribution of all marketing material for the youth program, which will include the required CareerSource information. The CareerSource logo will be utilized on all marketing materials related to the promotion of youth workforce services. These provisions do not apply to the Contractor's company or corporate marketing materials or activities that do not relate to the CareerSource youth program. Availability of Services: The Contractor will offer services on a year round basis. Services for youth will be provided five days a week, at a minimum from 8 a.m. to 5 p.m., Monday through Friday, excluding CareerSource approved holidays and accommodate individual participant schedules. Program location(s) shall be identified throughout the Palm Beach County area specifically designated zip codes and will be regularly updated on all program communication. Recruitment: The Contractor shall network within the Palm Beach County community to identify and recruit WIOA eligible OSY age 17 to 24. The outreach and recruitment of youth will include, but Is not limited to, social media, word of mouth, face to face visits to community connections, recruitment flyers and school connections. If it is in the best interest of a referred program participant to obtain services elsewhere, Contractor will make appropriate referrals. Youth that are not eligible for the WIOA youth program, will be referred to appropriate partners. All recruitment and marketing tools developed by the Contractor will be submitted to CareerSource management or designee for final approval prior to use. Target Group(s): Contractor's focus shall be to provide services to targeted groups that are WIOA eligible OSY youth that are facing one or more of the following categories: School drop-out Basic skills deficient Homeless or runaway In foster care or aged out Pregnant or parenting youth Possess a disability An offender English as a second language Require additional assistance to secure employment Eligibility Assessment/WIOA Registration: All youth must be WIOA eligible in order to receive youth workforce services. Ineligible youth will be referred to CareerSource for other opportunities as appropriate. Not all youth will be suitable for workforce services. The Contractor staff will gather all required eligibility documents, determine eligibility and input the information into EF. Cases will be checked and reviewed by Contractor management for eligibility and accuracy prior to being data entered into EF. The CASAS or TABE will be used only for basic skills assessment in order to establish standardized Reading and Math grade levels. Assessments: Upon youth participant selection, Contractor will facilitate intake and assessments through appropriate resources to include an assessment to determine interests, values, aptitudes Page 2 of 9 (9/12/18)

3 and preferences. The Contractor will examine the participant's work experience, basic skills levels, career interests, and career aptitudes that will lead to identifying career pathways. This will also help staff members in developing the ISS. Young adults may receive Career Pathway exploration, Basic Skills, Occupational Skills Training, Work Readiness Training and Work Based earning, and Placement and Follow up Services based on the youth s needs which will be determined from assessments. The Contractor will conduct a comprehensive Objective Assessment Summary of each participant s needs to identify barriers or hardships that may exist and need to be addressed prior to pursuing comprehensive services, including training opportunities. Staff will also review assessments, including TABE and other diagnostic testing to determine if a participant has the academic aptitude and interest to pursue training services. Development of an Individual Service Strategy: Once eligibility determination has been made the youth will work with Contractor for development on an ISS and develop goals to complete while enrolled. Goals will be monitored through case management, ISS and use of EF. Contractor will assess each participant enrolled in the program to deliver effective services resulting in positive growth and development in the timeframe that is most appropriate for each individual. Contractor s instruction shall be targeted and individualized. Contractor shall precisely identify participant needs and help determine a relevant pathway to success. Contractor will use motivational interviewing techniques to ascertain service objectives, academic levels, goals, interests, skill levels, abilities, aptitudes, supportive services, barriers and strengths. Contractor will perform an in-depth interview process of each youth which includes a review of basic and occupational skills, prior work experience, employability potential and developmental needs. Assessment results shall be incorporated into a collaborative plan created by the youth and the Contractor, which is constantly reviewed and updated. Contractor in partnership with each participant will develop an ISS. The ISS considers each participant s career and educational goals, training and employment ambition, assessment results, educational backgrounds, barriers to employment and supportive service needs, while establishing clear objectives designed to empower youth while propelling them toward individual achievement. ISS goals are comprehensive Including scheduled activities, timeframes for goal achievement and specific action steps that will allow each participant to meet his/her objectives. Goals are developed collaboratively with the participant identifying the best avenue for achieving success with Contractor providing guidance and insight regarding available resources. The ISS planning process concludes with a prescription of services and a defined action plan for implementing activities that will achieve success. Contractor provides ongoing assessment of each participants' capabilities and supportive service needs and updates the ISS as necessary. Work Readiness Skills: Contractor will offer small group pre-employment workshops, using facilitator led, interactive workshops to young adults to increase his/her knowledge in workforce development to include, but not limited to: effective job search techniques, working effectively with others, stress and time management, labor market information, financial literacy, interviewing skills, resume preparation, appropriate work attire, and effective employee skills to advance and retain employment. Individual guidance to young adults may also be provided with work readiness training skills in addition to or in lieu of small group workshops. Career Pathways Exploration: Contractor will provide each participant with an opportunity to explore career options, understand the local labor market and how it can inform the selection of a career cluster, field or pathway. The ISS will be developed to support the youth s needs and goals. The participant will have the opportunity to receive training to earn a credential based on one of the below career clusters or pathways, including but not limited to: Hospitality and Tourism Administrative Page 3 of 9 (9/12/18)

4 Health Sciences Retail & Wholesale Marketing/Sales Manufacturing/Logistics Construction Information Technologies Training: Contractor will provide occupational skill-build activities as it relates to career pathways, such as customer service skills, hospitality and food service, and other occupationally based skill building opportunities provided through Contractor, CareerSource sponsored activities, community partners, technical schools, and/or colleges. The various options will provide each participant an opportunity to earn an industry, state, or federally recognized credential or license. This includes the following occupational training opportunities offered, but not limited to: Certified Front Desk Representative Certified Guestroom Attendant Certified Maintenance Employee Certified Restaurant Server Class D Security Officer Early Childhood Education Food Manager Fork lift Operator GED/High School Diploma NRF Customer Service & Sales Other approved trainings as listed on the TOL Patient Care Assistant Certified Nursing Assistant Safe Staff Food Handler Contractor may also incorporate activities (guest speakers, job shadowing) that will expose youth to the skills and learning needed to pursue employment opportunities within those industries. Measurable Skills Gain: The Contractor will provide annual documented skills gains to a minimum of 70% of newly enrolled youth by successfully engaging completion with one of the skill or achievement types available (post-secondary transcript/report card, secondary transcript/report card, training milestones, skills progression) in accordance with CareerSource local operating policy. Basic Skills Remediation: Contractor will incorporate various methods to provide basic skills remediation, tutoring and study skills training that will lead to literacy and numeracy skill Increases and/or preparation for young adults obtaining their GED or improving their basic skills literacy. Contractor will utilize various methods to include print materials and online remediation resources, alternate high school diploma options, as well as referrals to local adult education centers and dropout recovery alternative charter high schools. Literacy and numeracy levels will be monitored for all youth participants' determined basic skills deficient at registration and youth who do not possess a high school diploma or GED at registration. If the youth are basic skills deficient, progress and attainment data will be entered and monitored in EF. Incentive and Support Services: The Contractor will manage and collect documentation to validate the earning of incentives and support service payments to and on behalf of the youth. Contractor shall follow the CareerSource approved incentive policy. Incentives will be based on competencies the youth achieve while enrolled in the program. Contractor shall document incentives and supportive services in EF for tracking purposes. Proper documentation shall be maintained to track the distribution of such funds. File Audit Corrections: The Contractor will conduct internal monitoring of at least ten youth participant electronic files per month to ensure all data errors are identified through CareerSource file monitoring and the areas of eligibility/registration, ISS, activity assignment, incomplete or missing case notes, work experience agreements, participant timesheets, support service documentation, post closure follow-ups are corrected. The Contractor shall ensure all data errors are corrected within thirty days of notification of data error and provide verification of correction to CareerSource. Page 4 of 9 (9/12/18)

5 Work-Based Learning: The Contractor shall provide various work-based learning activities, including but not limited to, guest speakers, career fairs, service learning and paid work experience. Work based learning activities shall offer career exploration and skill development to enhance the youth s work readiness skills in preparation for unsubsidized employment. Contractor is responsible for recruiting not-for-profit, for-profit, private or public employers in collaboration with CareerSource, determining suitability of the worksite, completing Contractor worksite agreements with the employers, assigning appropriate youth to the worksites, training worksite supervisors and offering technical assistance, visiting worksites for the purpose of monitoring the youth's progress, collecting evaluations and timesheets and reconciling the information on the timesheets and processing payroll and delivering checks or wages to youth. The Contractor shall document all activity in EF for tracking purposes. Proper documentation shall be maintained in each participant file in the CareerSource system. Placement Services: The Contractor shall provide individualized placement assistance. The Contractor staff will utilize EF, the business community and other means to assist youth in gaining employment. The Contractor will meet regularly with CareerSource to develop strategies to assist with job placement. The Contractor will develop relationships with the armed forces, apprenticeship programs and post-secondary education institutions to expose youth to further education or training options. Closure of Cases: The Contractor will review and update the participant files as the goals outlined in the ISS are completed. The Contractor will obtain verification of credentials, placement in employment, post-secondary education, or military verification. CareerSource management will approve file closures. The Contractor will inform CareerSource of negative closures prior to exiting them from the EF system. Follow-Up Services: The Contractor shall provide monthly contact with follow-up upon case closure and document such in EF. The required post-exit follow-ups must be completed timely and recorded by the end of the first quarter, second quarter, third quarter and fourth quarter after the youth exits the program. Follow-up services include, but are not limited to, job search assistance, tracking progress on the job, the development of increased skills and certifications and incentives to support retention and/or completion of education and employment services. Follow-up activities shall be appropriately recorded in EF and the required documentation placed in the youth s CareerSource file. Required WIOA Program Elements Available: The fourteen WIOA youth program elements shall be made available to each youth during the program. These are independently driven by the participants needs. Any service needed will be identified in the ISS and documented with case notes in the EF system. PERFORMANCE REQUIREMENTS OCTOBER 4, 2018 TO JUNE 30, 2019 Performance Pay Measure: Contractor shall have a performance holdback of four percent of the total CareerSource WIOA youth contract award based on meeting the benchmark of youth positive outcomes. CareerSource will pay the agreed upon payment which will be paid in four quarterly installments to be billed the last month of each quarter. Performance payments may be submitted at the end of each quarter and will be paid once performance documentation has been validated. Page 5 of 9 (9/12/18)

6 Performance Benchmark Youth Positive Outcome Rate defined as % minimum rate per quarter of youth exited must successfully complete the program. Youth who complete the program will obtain a high school diploma/ged or a state/nationally recognized credential and enter employment (including the military), entered postsecondary education, or advanced training/occupational skills training. Closure of a case in EFM and verification of outcome will be provided as measurement of this deliverable Required Performance TBD Payment Amount $TBD, 4% of Total Contract Amount For the above Performance Benchmark, the Contractor may capture in an appropriate billing period the payment of a goal missed in an earlier period if it can prove that the cumulative goals for all affected periods were attained. If CareerSource determines that the EF reporting of WIOA activities contains inaccuracies or it is too onerous to generate suitable documentation for any WIOA payment claim, CareerSource may waive the EF documentation requirement in writing and direct that payment be paid. Upon mutual satisfaction by both CareerSource and the Contractor that either the respective system is "fixed" or an alternative system is available to produce accurate data, CareerSource may adjust the previously paid Performance Benchmark payments received by the Contractor. On June 30, 2019, CareerSource will review all measures to determine if measures not met during the quarter are payable to Contractor. 100%+ of the goal met at June 30, 2019 The quarters not previously paid are payable at 100% of the unit cost per month. The quarters not previously paid are payable 90%to 99% of the goal met at June 30, 2019 at the percentage of the goal met of the unit cost per month. i:e., if the goal is at 92%, the provider will receive 92% of the funds payable through the measure. 80% to 89% of the goal met at June 30, 2019 The quarters not previously paid are payable at 80% of the unit cost per month. i.e., if the goal is at 85%,the provider will receive 80% Performance Outcome Measures: The Contractor may be eligible for contract renewal and considered successful, if the following measures are achieved: At least (number to be determined based upon total youth served) OSY positive placements (youth exiting the program with a credential attainment AND at least one placement in unsubsidized employment, enrollment in post-secondary education, military, or registered apprenticeships) are achieved. Exit no more than (number to be determined based upon total youth served) OSY with only a placement in unsubsidized employment, enrollment in post secondary education, military, registered apprenticeship, or only a credential achieved. Meet or exceed the (% number to be determined based upon total youth served) OSY work experience expenditure requirement based on the contract expenditure rate. (% number to be determined based upon total youth served) of all newly enrolled or carry forward youth will receive a measurable skills gain. Page 6 of 9 (9/12/18)

7 Proposal Scoring: The proposals submitted will be reviewed and scored by CareerSource with a contract award recommendation made based upon the best price offered in combination with the best terms and services to be provided. Procurement criteria for selection also includes the following: 1. Ability to Perform 2. Record of Past Performance 3. Technical and Financial Resources 4. Reasonableness of Cost 5. Cost/price Analysis 6. Record of Integrity, business Ethics, and Fiscal Accountability 7. Availability of Services 8. Evaluation criteria included in the procurement documents. 9. Awards shall be made to the contractor whose offer is responsive to the solicitation and is most advantageous to CareerSource, price and other factors considered. Each proposal will be independently reviewed and a score calculated on a 100-point scale using the following assigned weights: 55 Proposer Qualifications 45 Budget Proposers must restate each question below and type their responses immediately following the question. Do not respond to questions by cross-referencing to another response. A. PROPOSER QUALIFICATIONS (UP TO 55 POINTS) Provide a description of the qualifications, capabilities, and competencies of the Proposer and staff by responding to the following questions: 1. Provide a concise description of the organization, including its history, incorporation status, years of operation, general service mission, primary services provided, and, if applicable, any collaborative partnerships. 2. Describe the organization s experience administering or operating programs funded under grants and/or RFPs including federal and or state funded programs. Include information on the number and size of the grant programs successfully administered or operated and the names of (or other identifying information) concerning these grants. 3. Describe the Proposer s experience and hands on working knowledge of the state of Florida EF system. 4. Describe the Proposer s experience serving OSY population. Include a description of the types of services delivered with an emphasis on services similar to those requested in this RFP. Provide specific information regarding the number served, key outcomes attained, and dates and locations where services were provided. 5. Identify key staff to be involved in this program, including position title and duties; attach resumes that demonstrate relevant experience for each. STAFFING SUMMARY FORM: Proposer must list all positions to be funded (wholly or partially) with CareerSource WIOA youth funding using the below CareerSource Staffing Summary Form included in this RFP. List all staff positions dedicated to meeting the intent and outcomes and providing the services as described in this RFP. Indicate position title, function/responsibility, and total number of FTEs (Full Time Equivalents). Include positions dedicated to management, fiscal, case management, and any other staffing function that you propose to fund through this RFP. 9 C. BUDGET (UP TO 45 POINTS) 1. Proposers must submit a budget using the below CareerSource Budget Form included in this RFP. Provide the program s total costs, the portion of expenses which will be funded by reimbursements from CareerSource under this RFP and the portion of expenses that will be provided by likely and/or known sources of additional funding. 2. Submit a budget narrative that explains the budget line items for the OSY program. When describing other sources of funding, please indicate whether the funding source is committed or pending. 3. State the total number of OSY youth to be served during the period October 4, 2018 through June 30, Describe how this project will be sustained beyond the RFP funding period. Describe specific mechanisms and/or sources of support to achieve sustainability. Using the CareerSource Budget Form below complete two budgets as follows: (1) a nine-month budget for the period October 4, 2018 through June 30, 2019 and (2) a twelve-month budget for the period July 1, 2019 through June 30, 2020 (to be used for contract renewal discussion purposes only). Indicate the period (1) and (2) for each budget submitted. The Proposer may add additional line items to the below budget as needed. Indicate N/A if a line item is not applicable.
