2 Service Alberta Overview Service Alberta provides leadership, direction and expertise in the identification, planning, delivery and ongoing enhancement of cross-government strategic initiatives that advance the Government of Alberta (GoA) vision of one enterprise service delivery. The Office of the Corporate Chief Information Officer (OCCIO) provides leadership, direction and expertise in Corporate Information Management and Technology (IMT) governance, strategic planning, security, innovation, service delivery and investment management that enables ministries and the Government of Alberta (GoA) to meet desired business goals and objectives. For further information, visit the ministry website at: Position Summary Engage stakeholders in creating and championing a corporate framework that leverages data and information to support better-informed decisions, leading to improved service delivery to Albertans. Reporting to the Executive Lead for the Enterprise Information Management Technology (IMT) Services Sector, through the development of a governance framework you will advance the government s mandate for data management and analytics and open government within Alberta. You will lead and mentor teams in the development and delivery of Enterprise Data and Analytics, and the operations of the Open Government Program, the Alberta Queen s Printer, and the Alberta Government Library. You will strengthen accountability and transparency to reinforce Alberta s position as a leader in promoting innovation, enhancing service delivery, generating economic opportunity and facilitating meaningful citizen engagement. Significant stakeholder consultation and collaboration with clients from all ministries, leadership teams, partners and vendors to promote and validate efficiency and transformation opportunities for leveraging data and information is essential for success. As a key member of the division leadership team, you will contribute to the continual advancement of IMT transformation that is business focused and improves effectiveness, efficiency and quality of service. Major Accountabilities Leading the development of the Enterprise Data Analytics Strategy and Open Government Program framework and governance structure, you will ensure that information and data is leveraged to support and ensure better decision making and operational support across the organization. Facilitating the transformation of data management systems services to ensure that government data and information management practices address requirements through corporate policies and standards and using best practices that support accessible and open information services. Operationalizing a vision in which government contributes proactively to a culture of innovation, transparency, accountability and transformation that result in improved client experiences including access to information, data quality and consistency. Establishing relationships and working with key stakeholders to advance, promote, and sustain Enterprise change and innovation that supports a comprehensive open government strategy and approach to sharing information and data analytics. Championing and leading strategic collaborations and communications on Open Government and Enterprise Data and Analytics to inform, inspire and influence support and cooperation for open information and data. 3 Maintaining consultative and effective relationships and partnerships with other ministries, department leadership teams, other jurisdictions, private sector and stakeholder groups to identify opportunities for business transformation, improvements and efficiencies. Analyzing business trends, technology, private sector strategies, political issues and cultural changes to provide proactive strategic advice and recommendations to the Assistant Deputy Minister, Executive Sector Lead, ministry colleagues and other government representatives. Creating and sustaining a culture that embraces innovation, best practices, and quality service delivery in the achievement of sector goals. Leading, coaching and mentoring staff and managing significant human and financial resources. Authorities The Executive Director, Enterprise Data and Analytics is involved with the administration of legislation relating to the business of the ministry and other legislation related to leadership responsibilities and delegated authorities including: Financial Administration Act Fiscal Planning and Transparency Act Government Organization Act Public Service Act Freedom of Information and Protection of Privacy Act Organization Reporting to the Executive Lead, Enterprise Information Management Technology (IMT) Services Sector of the Office of the Corporate Chief Information Officer (OCCIO) division, the Executive Director provides guidance and direction to ensure the delivery of Enterprise Data and Analytics, and the operations of the Open Government Program, the Alberta Queen s Printer, and the Alberta Government Library. Financial and Human Resource Management The Executive Director, Enterprise Data and Analytics, is responsible for the effective management of a staff complement of approximately 48 full-time equivalencies and an operating budget of approximately $4.5 million. Contacts This relationship intensive role demands a commitment to consultation, collaboration and engagement of stakeholders including client ministries, partners, ministry staff, vendors, and partners. Key contacts include the the Minister, Deputy Minister, ministry executive and leadership teams, staff within the ministry, senior officials and staff in other ministries. Collaboration with external stakeholders including Officials and senior staff in local, provincial, and national government jurisdictions, councils and boards. Involvement with peers in similar roles through various committees, associations, related groups, and communities of practice. 4 Challenges and Opportunities Managing the development and implementation of Alberta s Enterprise Data and Analytics framework and governance structure will require significant engagement, relationship building and collaborative teamwork to balance the multitude of interests and anticipate the impacts. Facilitating significant change and championing new models and processes for data management systems services across multiple lines of business. Advancing the GoA s mandate for data management and analytics, accountability, transparency and transformation and promoting innovation and change within a complex, changing organization. Balancing the needs of multiple clients and stakeholders, while developing a consistent, quality government wide service. The Person (1) Knowledge/Skills/Experience Extensive related senior management experience with strengths in developing and implementing strategies, formulating policies and managing complex information management and technological issues in a changing environment. Experience leading broad corporate initiatives involving multiple stakeholders is required, along with expertise in open data, business intelligence and data analytics. Demonstrated ability to develop and maintain collaborative, consultative working relationships within the organization, across government and with stakeholders while achieving results. Results orientation and proven project management and strategic planning skills to lead multiple business transformation initiatives and contribute to accelerated decision-making processes in a politically sensitive and complex environment. Critical and systems thinking with strong analytical and synthesizing skills and the ability to apply innovative approaches to solutions and operationalize strategies. Well-developed facilitation, negotiation, consensus building and conflict resolution skills along with the ability to communicate effectively with both technical and non-technical stakeholders and staff. Proven ability as a team leader with a commitment to create, support and sustain an environment to enhance engagement, promote innovation, develop staff, and build organizational capacity. Experience leading significant projects, negotiating contracts and managing human and financial resources. (2) Academic Background A degree in a related field is required.
