1 Definition The person in this class is the designated central office liaison to a variety of computer applications which house student records, bus stops, route information, school attendance lines, and a wide variety of student and transportation information. Work in this class involves keeping/maintaining a variety of applications/programs based on the state and local student information/transportation laws and guidelines. Work requires computer literacy and the ability to follow hardware/software instructions to effectively operate systems to compile and transmit the required data and information. In addition to other duties, this position oversees the entire TIMS Program to ensure accuracy and oversees the entire Synovia bus time clock system. Acts as the back-up to the Transportation Director. Duties and Responsibilities Operates the computerized Transportation Information Management System (TIMS). Attends training sessions at UNC Charlotte for updated technology training and continuing education of all TIMS software. Develops instruction booklets and forms to assist users in retrieving mandatory data. Establishes and issues suspense dates for receiving data. Enters and updates all transportation information and quarterly loads student data directly from Powerschool; researches and corrects student data inconsistencies. Produces TD-29 reports containing passenger lists and driving instructions for each of the systems 209 school buses, and other maps and reports for distribution to schools and drivers. Maintains all the databases within the TIMS software and performs system maintenance to keep files in sync and updated. Enters data related to stop locations, bus runs, and bus routes. Must be able to manage and maintain correct and continually updates TIMS data to allow for tracing information related to the transportation of students to and from school. Must have effective communication with bus drivers, school staff, parents, directors, Powerschool operators, central office administrators, public, and other users. Attends planning meetings as needed. Determines effective bus transportation system models by manipulating stops, routes, and schedules. Researches and answers questions related to bus routing and stop locations. Makes site visits when necessary to view bus stop locations, turnarounds, clarify addresses, etc. Visits schools to verify accuracy of reported data (bus loads, bus numbers, etc.) Troubleshoots and corrects minor hardware and software related issues and reports unresolved problems to proper ITRE staff for timely corrections. Coordinates transportation for summer school and other special programs. Responsible for maintaining county street network; works with county GIS planning to constantly edit and update new street listings, addressing, sub-divisions, parcel information according to ITRE specifications. Identifies and enters data for one-way streets, speed limits, railroad tracks and crossings, streets with medians, state maintained roads, and no travel streets for the most effective and safe travel for our systems school buses. Responsible for state reporting which requires a high level of accuracy. Information is used in determining efficiency rating and in funding formulas. 2 Responsible for drawing and maintaining correct school attendance lines. Provides information to all public sources as well as all schools and central office staff to accurately reflect the school system pupil assignment. Provides maps to all schools, administration, and public agencies as needed. Gathers and enters data related to attendance boundaries, walk zones, and special information for each school. Oversees the development and implementation of the school system s Synovia, bus time clock system. Trains principals, assistant principals, business managers, and financial secretaries on the use of the software and payroll system. Trains bus drivers on the use of the actual time clock tablet. Makes school visits as necessary for additional training for Synovia. Randomly audits driver time sheets for compliance and accuracy. Has responsibility for observing the laws and regulations pertaining to school transportation. Performs other duties as assigned by the Director of Transportation. Performs other related work as required. Assist Transportation Director Overseeing day to day operations of the transportation department. Preparing, maintaining, and submitting all necessary state and/or local reports. Observations and annual evaluations of transportation staff. Resolving conflicts and concerns with employees. Dealing with parent complaints and concerns as they pertain to bus routes, stops, and/or driver issues. Investigating driver complaints and concerns. Compiling and projecting state and local budget requests annually. Attends appropriate committee and staff meetings. Highland School of Technology Creates, updates, and maintains the entire bus route system for Highland School of Technology (HST). Investigates and creates bus stops, assigns students to stops, and creates bus routes to maintain efficiency. Gaston Early College High School Students are also included. Assists HST administration in hiring drivers and acts as the liaison between drivers and school staff. Gaston Early College High School Responsible for hiring bus drivers and serving as bus coordinator for Gaston Early College (GEC). Creates, updates, and maintains the entire bus route system for GEC school days for days when its calendar is different from Gaston County Schools. Investigates, and creates bus stops, assigns students to stops, and creates bus routes to maintain efficiency. Student Support Services Assists in planning new school attendance areas, drawing and maintaining correct school boundary lines. Promotes entire student database yearly, based on addresses and reports to Assistant Superintendent for direct use in projecting school capacities and determining teacher allotments. 3 Regularly works closely with this department to ensure accuracy of all attendance lines and addressing. Attends planning meetings as needed. Trains new users for the Attendance Boundary Module and is available for assistance in this area. Minimum Training and Experience Graduation from high school and five years of computer related experience in an automated office or systems environment or graduation from technical school with computer operations coursework with two years of experience in an automated office or systems environment; or equivalent combination of education and experience. Must obtain and maintain TIMS Certification from ITRE in conjunction with the North Carolina Department of Public Instruction. Physical Requirements Must be physically able to operate a variety of computers and their peripheral equipment; hand tools, such as screwdrivers and pliers; and common office machines such as typewriters, copiers, calculators, etc. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear). Requires the ability to coordinate hands and eyes rapidly and accurately in using computer equipment and other automated office equipment. Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination. Knowledge, Skills and Abilities Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions, assignments and/or directions to subordinates or assistants. Requires the ability to read a variety of reports, correspondence, technical manuals, budgets, ledgers, invoices, proposals, forms, logs, charts, etc. Requires the ability to prepare a variety of correspondence, reports, forms, instructions, charts, personnel records, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control and confidence. Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatical form; and to deal with several abstract and concrete variables. Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. 4 professional or technical languages, including governmental accounting and computer terminology. Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and, to determine percentages and decimals; and apply the theories of algebra and statistics. Requires the ability to inspect items for proper length, width, and shape. Interpersonal Skills: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with persons acting under stress. Thorough knowledge of TIMS routing system and computer program. Thorough knowledge of TIMS programming techniques, computers, and peripheral equipment used by the Transportation Department, or planned for use by the Transportation Department. Thorough knowledge of the standard accepted principles and practices of verifying student addresses and assigning transportation addresses. Considerable knowledge of modern office procedures, methods and practices. Considerable knowledge of data processing equipment, systems and methods. Skilled in transferring data from SIMS to TIMS. Ability to exercise considerable independent judgment and initiative in independently performing assigned projects. Ability to plan, direct, and coordinate the work of a TIMS staff. Ability to follow complex oral and written instructions. Ability to explain TIMS program functions, operating procedures, and results. Ability to prepare clear and concise instructions and convey them orally and in writing. Ability to establish and maintain effective working relationships as necessitated by work assignments.
