3 Process for Local Issues Bargaining Memo sent to Bargaining Unit Leaders by Provincial President on November 12, Local Issues Bargaining arises out of the Memorandum of Conditions for Joint Bargaining (MCJB) items #2, 5, Timing of Local Issues Bargaining: Proposals are being vetted by the Central Staff Team to ensure they are local this week. This is a review to determine if the proposals are local or central in nature? Our Union. Respected. Strong. United. 3

4 Process for Local Issues Bargaining Proposals must be tabled with employer no later that February 1, 2016 (unless agreement of ONA and OHA to extend). Employer proposals will also be vetted. Proposals must be exchanged in person. Personal exchange can be with LRO and/or BUP to Employer handover of paper (which may or may not be followed by e exchange) or at another meeting (e.g., Grievance Meeting) where proposals are simply exchanged prior to the meeting date. Personal exchange can also be with full bargaining team, if available. Our Union. Respected. Strong. United. 4

5 Process for Local Issues Bargaining Bargaining Dates: Dates (2 3 days) should be set over the next three four months in consultation with the ONA team. If the Employer is not confirming dates, the Labour Relations Officer will advise the Team who will work with the OHA to establish dates. Settlements must be ratified in accordance with ONA policy. If no settlement, t the matter will illbe referred dto Local lissues Arbitration. 6 Process for Local Issues Bargaining Local Issues Arbitration: Process: The bargaining team to determine which issues are going gforward. There must be demonstrated need (e.g., grievances filed); discussion at HAC. Supporting documents to be provided to LRO (e.g., schedules, vacation planners). Prep meeting and arbitration date must be attended by at least one member of the bargaining i team subject to local financial policies. ONA presenter assistsettling settling outstanding issues. 7 Process for Local Issues Bargaining Local Issues Arbitration: Process (continued): Presenter will draft brief and ask for feedback. If settled prior to or at arbitration, settlement must be ratified. If arbitrated, the award must be presented to your membership. Assembly of collective agreement: LRO will draft. Must be proofed and finalized by bargaining gteam and Employer. Our Union. Respected. Strong. United. 7

8 Update and timing of Central Bargaining Bargaining dates: November 9 13, January 18 22, February 8 10 Mediation with John Stout on February Arbitration with Arbitrator Chris Albertyn on March Provincial Sector Meeting will follow either a settlement in advance of a provincial ratification vote OR after the arbitration award in advance of membership information sessions.
