1 EXTERNAL CONSULTANCY: Volunteering management and Training plan of the EU Aid Volunteers Initiative of Médicos del Mundo (MdM) Commissioned by: Médicos del Mundo - Spain Closing date: 02 nd of February 2018 at 14h Starting date: February 2018 Duration: 10 months Contract: External Consultancy Contract title: Volunteering management and Training plan of the MdM EU Aid Volunteers Initiative Location: Madrid (Spain) + possible travels to other MdM delegations

2 Terms of Reference 1. Context: MdM Spain together with its 2 European MdM partners (MdM Belgium and MdM UK) and its 10 Third countries offices MdM-Sahara, Haiti, Mozambique, Senegal, Palestine, Bolivia, Guatemala, El Salvador, RDCongo and Mali) have responded as a Consortium to the EU Aid Volunteers Initiative Deployment Call of the European Union. Within this Deployment project, the 13 MdM Consortium Partners Organisations have the common following objectives: 1. To develop and implement the Selection, Training, Deployment and post-deployment of 20 EU Aid Volunteers + 5 on-line Volunteers; 2. To give continuity to the 3 Consultancies (Volunteering & HR, Security Training, Software Database) of the on-going Technical Assistance project: a) To implement common MdM Volunteering & Security policies, procedures and tools; b) To create and implement common MdM Volunteering procedures and tools; c) To implement the common MdM Briefing and E-Training programme; d) To use the common MdM Software/Platform Database for the management of the EU Aid Volunteers and make the link with the EUAV Platform. Moreover, as MdM participates as a Consortium to the Deployment project of the EU Aid Volunteer Initiative, it is necessary to implement the above mentioned procedures and tools, following the 3 main EU Regulations: 3. Regulation Nº 375/2014: establishes the European Voluntary Humanitarian Aid Corps (= EU Aid Volunteers Initiative ) 4. Implementing Regulation Nº 1244/2014: establishes volunteer management procedures, training programme, certification mechanism 5. Delegated Regulation Nº 1398/2014: establishes standards on recognition, equal opportunities, partnerships and the competence framework 2. Budget: Maximum of Euros (including VAT) 3. Timetable: 10 months starting from February 2018 Free schedule with regular contact with headquarters of MdM-ES in Madrid A specific timetable will be established, with specific deadlines set by MdM-Spain and agreed by members of the MdM Consortium

Final products/services: 1) February May 2018 (4 months): Creation and implementation of common Volunteering Procedures and tools according to EU Aid Volunteers Initiative regulation (Implementing Regulation Nº 1244/2014): - Competence framework - Briefing: procedures and tools - Debriefing: procedures and tools - Mentoring and Coaching: procedures and tools - Volunteering conditions: procedures and tools - Supervision and Performance management: procedures and tools 2) February November 2018 (10 months): Common Training and Development Plan in the common MdM international Moodle E-Learning platform; including MdM Briefing, Security Briefing & E-Training + Gender in Humanitarian Action, etc. (depending on the learning needs). * Points 1) y 2) will be developed concurrently; hence, 2 different profiles/persons will be needed. To that end, the external Consultant (can be either an entity or 2 persons minimum) should: Ensure the link with the international MdM Road Map (HR Community and Training Task Force) and the common MdM Emergency Pool; Give continuity to the Volunteering & HR Consultancy of the on-going Technical Assistance project: Assessment of the MdM Volunteering & HR procedures (MdM-Spain, Sweden, Holland, Belgium, Greece, UK y Francia), design of the common MdM Volunteering Policy (+ Handbook and Agreement) and the common MdM Briefing; Coordinate and coach the MdM partners in the design and implementation of the common Volunteering policy, HR procedures and Training Plan of the MdM EU Aid Volunteer Initiative. 5. Profile: Applicants that can be either entity or persons (minimum 2 persons) must meet the following requirements: Education/Degree Required: University degree in HR and/or related to Education or E-Learning Desirable: Knowledge in International Relations, Third NGOs sector, European Union programs and/or Volunteering programs

4 Professional experience Required: Minimum 3-5 years experience in similar position within Third sector Desirable: Knowledge and experience of the MdM international network (NET), projects funded by the European Union (specially EU Aid Volunteers Initiative) and/or international Volunteering Programs Other requirements Language proficiency: Fluency in Spanish and English Software: Office package, Internet, Social Medias. Knowledge of E-Learning systems Essential skills Strong commitment to the mission, vision and values of MdM Up to date knowledge of familiarity of best practice with regards to Volunteer/Apprenticeship or persons management, from a European perspective Motivation in Humanitarian Aid and/or International Volunteering programs A proven ability to work collaboratively and constructively on a complex Consortium project involving different stakeholders Excellent writing and communication skills Innovation: Ability to work in a dynamic and creative way Flexibility to adapt to changing requirements Ability to design presentations, materials and contents of the project, to be shared and disseminated in public Ability to organize and plan effectively Ability to work independently and to take initiatives Excellent interpersonal communication skills Availability to travel occasionally to other countries members of the MdM international network 6. Selection process: Consortium Coordinator MdM EU Aid Volunteers, in coordination with the HR Director of MdM-Spain: Publication of the Terms of Reference in Spain and others MdM European delegations Deadline for the reception of offers: 2 nd of February 2018 at 2 pm Pre-selection of the 3 best offers Validation of the Procurement Committee

Conditions: Contract of external Consultancy of entity or persons (minimum 2 persons): Budget: maximum (VAT included) Products/services defined to be delivered (see point 4) Maximum 10 months Schedule of payments: 50% upon the signing of the consultancy contract / 25% at midterm contract period / 25% balance payment at the end of the contract + delivering of the final products 8.
